Simons<\/p>\n<p>N\u00eb dat\u00ebn 16 Janar 1993 kam folur n\u00eb Kuvendin e Shqip\u00ebris\u00eb, me cil\u00ebsin\u00eb e deputetit.<\/p>\n<p>K\u00ebt\u00eb fjalim konceptual,- q\u00eb lidhet me nj\u00eb \u00e7\u00ebshtje madhore,- at\u00eb t\u00eb Arsimit,- q\u00eb modelon dhe konstrukton Vet\u00ebdijen Komb\u00ebtare dhe t\u00eb Ardhmen e shqiptar\u00ebve n\u00eb t\u00eb gjith\u00eb kuptimet e mundshme historike.<\/p>\n<p>Teksti i m\u00ebposht\u00ebm \u00ebsht\u00eb nj\u00eb d\u00ebshmi substanciale urbi et orbi t\u00eb shqet\u00ebsimit tim qytetar p\u00ebr Arsimin Komb\u00ebtar.<\/p>\n<p>N\u00eb vitin 1993 shkat\u00ebrrimi dhe djegia e shkollave n\u00eb Shqip\u00ebri e arriti kulmin.<\/p>\n<p>P\u00ebr mua kjo ishte di\u00e7ka makabre dhe jasht\u00eb \u00e7do lloj logjikeje.<\/p>\n<p>Regjimi Berishian n\u00eb vend q\u00eb ta ndaloje k\u00ebt\u00eb situat\u00eb absurde, p\u00ebrkundrazi e stimulon.<\/p>\n<p>Un\u00eb nuk mund t\u00eb rrija i heshtur dhe t\u00eb b\u00ebja indiferentin.<\/p>\n<p>Dhe ja fjala ime si m\u00eb posht\u00eb:<\/p>\n<p>\u201cT\u00eb flas\u00ebsh p\u00ebr arsimin komb\u00ebtar \u00ebsht\u00eb nj\u00eb gj\u00eb absolutisht serioze.<\/p>\n<p>Periudha postdiktatoriale \u00ebsht\u00eb tep\u00ebr komplekse, e paq\u00ebndrueshme, n\u00eb zhvillim po edhe p\u00ebr fat t\u00eb keq, me prirje eksesesh.<\/p>\n<p>Djegia e shkollave, shkat\u00ebrrimi i tyre \u2013 rast pa precedenc\u00eb n\u00eb t\u00ebr\u00eb Europ\u00ebn, \u00ebsht\u00eb me e keqe e blasfemuese, se sa dhunimi i tempujve antike, q\u00eb p\u00ebr Eskilin ishte sakrilegji i tmerrsh\u00ebm, q\u00eb shlyhej deri n\u00eb tri breza.<\/p>\n<p>Sa histori absurde e megjithat\u00eb e v\u00ebrtet\u00eb \u2013 m\u00eb sakt\u00eb nj\u00eb e v\u00ebrtet\u00eb trondit\u00ebse dhe asnj\u00ebher\u00eb e justifikuar nga askush!<\/p>\n<p>Teoria makabre e \u201cKOHES XERO\u2019* mos ishte edhe p\u00ebr shkollat?<\/p>\n<p>Busti i nj\u00eb m\u00ebsuesi \u2013 njeri nga m\u00eb te thjesht\u00ebt e nj\u00ebkoh\u00ebsisht M\u00ebsuesi i Popullit, -Ndrec Ndue Gjoka u rrezua e zoti Minist\u00ebr i Arsimit,- zoti Ylli Vejsiu,- nuk beri t\u00eb pakt\u00ebn nj\u00eb deklarat\u00eb publike,- p\u00ebr te shfaq\u00ebsuar nd\u00ebrgjegjen, p\u00ebr t\u00eb treguar, se n\u00eb t\u00eb gjitha koh\u00ebrat humanizmi, si koncept, \u00ebsht\u00eb me superior, se sa \u00e7do politike partiake.<\/p>\n<p>N\u00eb fakt, me ket\u00eb akt t\u00eb pashembullt vandal, u p\u00ebrdhunua r\u00ebnd\u00eb nd\u00ebrgjegjja e te gjith\u00ebve.<\/p>\n<p>P\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb simbolika inkuicioniste e k\u00ebtij akti nuk do te harrohet leht\u00eb, pavar\u00ebsisht, nga komentet dhe semantikat partiake, politike te ndryshme e t\u00eb pap\u00ebrputhura.<\/p>\n<p>Megjithat\u00eb, tema e arsimit komb\u00ebtare \u00ebsht\u00eb m\u00eb e r\u00ebnd\u00ebsishme dhe universale, me nj\u00eb ngulm t\u00eb thuk\u00ebt e p\u00ebrgjegj\u00ebsi qytetare t\u00eb dor\u00ebs s\u00eb par\u00eb e duhet t\u00eb diskutojm\u00eb e t\u00eb arsyetojm\u00eb n\u00eb m\u00ebnyre karteziane e vizionare, p\u00ebr ket\u00eb kryeteme, n\u00eb fund t\u00eb fundit, ekzistenciale dhe p\u00ebrcaktuese p\u00ebr t\u00eb ardhmen e kombit.<\/p>\n<p>Disa mendime, q\u00eb po rreshtoj m\u00eb posht\u00eb nisen nga logjika e zhvillimit dhe jo e statukuos\u00eb, nga koncepti i rind\u00ebrtimit e rikonceptimit dhe jo nga mohimi total, duke marr\u00eb n\u00eb konsiderat\u00eb ndryshimet epokale, q\u00eb ka sjellur demokracia n\u00eb kap\u00ebrcimin e diktatur\u00ebs.<\/p>\n<ol>\n<li>Nuk dua t\u00eb paragjykoj, as t\u00eb v\u00eb n\u00eb dyshim p\u00ebrpjekjet e dikasterit t\u00eb arsimit n\u00eb k\u00ebt\u00eb periudh\u00eb t\u00eb v\u00ebshtir\u00eb \u2013 shum\u00eb t\u00eb komplikuar t\u00eb tranzicionit.<\/li>\n<\/ol>\n<p>Ajo, q\u00eb m\u00eb intereson, jo thjesht nga ana vetjake, \u00ebsht\u00eb, se shoh, se stafit te ministris\u00eb i mungon n\u00eb t\u00ebr\u00ebsi nj\u00eb m\u00ebnyre e p\u00ebrshtatshme optika konceptuale e s\u00eb Tashmes dhe e Perspektiv\u00ebs s\u00eb Arsimit Komb\u00ebtar, q\u00eb nuk mund t\u00eb kufizohet kurrsesi thjesht, si veprimtari dikasteriale.<\/p>\n<p>Po kjo ka r\u00ebnd\u00ebsi themelore, pothuaj t\u00eb paz\u00ebvend\u00ebsueshme.<\/p>\n<p>Do te ishte e padrejt\u00eb, qe n\u00ebpun\u00ebsit e dikasterit t\u00eb kishin monopolin e gjithckaje, q\u00eb ka t\u00eb b\u00ebj\u00eb me arsimin, por ata jan\u00eb subjekt juridik, q\u00eb kan\u00eb detyra specifike n\u00eb ket\u00eb rrafsh.<\/p>\n<p>Dinamizmi e aft\u00ebsia profesionale e k\u00ebtij subjekti b\u00ebhet anticipues, kurse mefsht\u00ebsia dhe ulja e nivelit profesional b\u00ebn t\u00eb kund\u00ebrt\u00ebn.<\/p>\n<p>Arsimi \u00ebsht\u00eb padyshim nj\u00eb Institucion Komb\u00ebtar, jo thjesht Institucion Shtet\u00ebror, pra, nuk ng\u00ebrthehet e kufizohet nga limitet e shtetit.<\/p>\n<p>T\u00eb mos harrojm\u00eb, se shkollat shqiptare kan\u00eb ekzistuar edhe kur nuk ka qen\u00eb shteti shqiptar.<\/p>\n<p>Nga ana tjet\u00ebr, roli komb\u00ebtar i arsimit \u00ebsht\u00eb vendimtar p\u00ebr nd\u00ebrtimin mendor e shpirt\u00ebror t\u00eb kombit, n\u00eb at\u00eb modus operandi, sa mund te thuhet, q\u00eb arsimi e p\u00ebrben, ose edhe e shp\u00ebrben kombin, se cil\u00ebsit\u00eb e shkoll\u00ebs form\u00ebsojn\u00eb, edukojn\u00eb t\u00eb ardhmen e cil\u00ebsive fundamentale t\u00eb kombit.<\/p>\n<p>Emancipimi i kombit \u00ebsht\u00eb e duhet t\u00eb jet\u00eb, para se gjithasht, emancipim intelektual i mir\u00ebfillt\u00eb.<\/p>\n<p>P\u00ebr ket\u00eb arsye, Pjet\u00ebr Bogdani i paharruar shkruante 300 e ca vjet m\u00eb par\u00eb se \u201cpopulus non intelligens vapulabit\u201d, dometh\u00ebn\u00eb se \u201cpopulli nuk: a p\u00ebsoj\u00eb n\u00ebse \u00ebsht\u00eb i ditur\u201d.<\/p>\n<p>Kjo formul\u00eb \u00ebsht\u00eb e plot\u00ebfuqishme dhe jetike p\u00ebr t\u00eb gjitha koh\u00ebrat.<\/p>\n<p>Q\u00ebllimi kryesor i v\u00ebrejtjes time \u00ebsht\u00eb, se p\u00ebrmbajtja e Arsimit Komb\u00ebtar nuk jan\u00eb politikat partiake, t\u00eb \u00e7do ngjyre qofshin dhe substanca e tij jan\u00eb gjuha shqipe, kulturat, dijet pozitive, racionaliteti logjik, arritjet m\u00eb t\u00eb fundit t\u00eb qytet\u00ebrimit bot\u00ebror, universi teknologjik i shoqeris\u00eb njerezore, etj. q\u00eb n\u00eb thelb, jan\u00eb entitete t\u00eb ndryshme dhe jo t\u00eb barabarta me politikat partiake.<\/p>\n<p>K\u00ebtu \u00ebsht\u00eb dhe p\u00ebrpar\u00ebsia konceptuale e padiskutueshme e arsimit me shum\u00eb fusha t\u00eb tjera t\u00eb jet\u00ebs e si rrjedhoje deduktive ndryshimet ne arsim nuk mund t\u00eb jen\u00eb identike me reformat ekonomike dhe politike, bile \u00e7do barazim vulgar e mekanik, i pakujdessh\u00ebm, haxhiqamilshe, vet\u00ebm do t\u00eb d\u00ebmtonte seriozisht.<\/p>\n<p>Le te marrim let\u00ebrsin\u00eb. N\u00eb t\u00eb gjitha koh\u00ebrat hierarkia e vlerave t\u00eb saj \u00ebsht\u00eb e ndryshme nga hierarkia politike. Hierarkia e mir\u00ebfillt\u00eb artistike e estetike ngrihet mbi hierarkit\u00eb politike, q\u00eb n\u00eb etapa t\u00eb ndryshme ndikojn\u00eb, klasifikojn\u00eb etj.<\/p>\n<p>Po hierarkia politike ndryshon lehte, hierarkia artistike \u00ebsht\u00eb afatgjate. Duam s\u2019duam ne Kadareja e Agolli jan\u00eb talente t\u00eb shquar t\u00eb k\u00ebtij gjysm\u00eb shekulli t\u00eb diktatur\u00ebs e nuk rrezohen dot, ashtu si( nuk mund t\u00eb rr\u00ebzonte dot vet\u00eb diktatura vlerat e Fisht\u00ebs, Konic\u00ebs, Koliqit etj., n\u00eb hierarkin\u00eb artistike t\u00eb kombit. Kjo Logjike, jasht\u00eb politik\u00ebs, nuk duhet harruar.<\/p>\n<p>Demokracia, n\u00eb ket\u00eb aspekt, e kap\u00ebrcen shk\u00eblqyesh\u00ebm totalitarizmin e politik\u00ebs e krijon rendin e drejt\u00eb, tabel\u00ebn e v\u00ebrtete t\u00eb Mendelejevit t\u00eb vlerave komb\u00ebtare.<\/p>\n<ol start=\"2\">\n<li>Programi p\u00ebrmbajtjesor i arsimit shqiptar, tani dhe ne pik\u00ebpamje strategjike \u00ebsht\u00eb kombi, si t\u00ebr\u00ebsi, si unitet, pavar\u00ebsisht, nga kufijt\u00eb shtet\u00ebrore.<\/li>\n<\/ol>\n<p>P\u00ebr shkoll\u00ebn shqipe nuk ka shum\u00eb r\u00ebnd\u00ebsi, se kombi \u00ebsht\u00eb i cop\u00ebtuar artificialisht dhe arbitrarisht, p\u00ebr t\u00eb kombi n\u00eb vizion \u00ebsht\u00eb i bashkuar prej koh\u00ebsh \u2013 fitorja mbi tragjedin\u00eb n\u00eb k\u00ebt\u00eb kuptim pothuaj \u00ebsht\u00eb arritur, duke u bere paraprij\u00ebse. N\u00ebse arsimi e parakupton k\u00ebt\u00eb fitore, (q\u00eb b\u00ebhet nga l\u00ebnda e saj kulturore e lavdishme) me te madhen fitore te kombit tone, ahere ne, mund te themi, se shkolla shqipe i fitoi betejat m\u00eb p\u00ebrpara, se diplomat\u00ebt e politikan\u00ebt.<\/p>\n<p>Kjo, k\u00ebrkon domosdoshm\u00ebrish, qe shkolla sot t\u00eb ket\u00eb nj\u00eb program vet\u00ebm p\u00ebr shqiptar\u00ebt e shtetit t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>Ky program unik arsimor t\u00eb jet\u00eb edhe ne at\u00eb shkall\u00eb profesionale, teknologjike, q\u00eb\u00a0 \u00e7do shqiptar, kudo, q\u00eb t\u00eb jet\u00eb n\u00eb bot\u00eb, t\u00eb mund t\u00eb diplomohet, n\u00eb baz\u00eb t\u00eb kritereve n\u00eb dheun am\u00eb e me t\u00eb drejta t\u00eb nj\u00ebjta.<\/p>\n<p>Kjo do t\u00eb thot\u00eb, q\u00eb programi arsimor i shqiptareve n\u00eb Kosov\u00eb, n\u00eb Maqedoni e ne Mal t\u00eb Zi, etj., po edhe ne diaspore, (ku mund t\u00eb hapen shkolla shqipe) t\u00eb jete i nj\u00ebjt\u00eb me programin arsimor t\u00eb shqiptar\u00ebve t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>Uniciteti i shkoll\u00ebs, si program buron nga uniciteti i kombit, po p\u00ebr fat t\u00eb keq ende nuk kemi arritur ta realizojm\u00eb nj\u00eb gj\u00eb t\u00eb till\u00eb, e cila konceptualisht do te ishte kap\u00ebrcimi i Rubikonit p\u00ebr Arsimin Komb\u00ebtar.<\/p>\n<ol start=\"3\">\n<li>Te besh tabu pun\u00ebn e mbyllur t\u00eb Ministris\u00eb, sidomos nga partiak\u00ebt \u00ebsht\u00eb m\u00eb se qesharake.<\/li>\n<\/ol>\n<p>Administrativizimi b\u00ebhet butaforik dhe i pafuqish\u00ebm, sepse arsimi \u00ebsht\u00eb nj\u00eb sistem i madh dhe n\u00eb k\u00ebt\u00eb sistem administratizivzmi \u00ebsht\u00eb nj\u00eb p\u00ebrb\u00ebr\u00ebs shtet\u00ebror, m\u00eb tep\u00ebr i form\u00ebs, se sa i p\u00ebrmbajtjes.<\/p>\n<p>Pra, arsimin nuk e b\u00ebjn\u00eb dot n\u00ebpun\u00ebsit ministrore, teknograt\u00ebt, po t\u00ebr\u00eb specialist\u00ebt, dijetar\u00ebt, shkrimtar\u00ebt, m\u00ebsuesit, nx\u00ebn\u00ebsit dhe prind\u00ebrit, psikolog\u00ebt e sidomos titullar\u00ebt vizionare, t\u00eb aft\u00eb, t\u00eb p\u00ebrkushtuar, komb\u00ebtare etj.<\/p>\n<p>Pik\u00ebrisht, mosgjetja e nj\u00eb raporti t\u00eb drejt\u00eb n\u00eb k\u00ebt\u00eb pike b\u00ebn q\u00eb ministria t\u00eb b\u00ebj\u00eb shpesh edhe l\u00ebvizje me veten n\u00eb koh\u00ebn kur ajo k\u00ebrkohet t\u00eb jet\u00eb vat\u00ebr e mendimit t\u00eb gjall\u00eb t\u00eb akademik\u00ebve, mendimtar\u00ebve, pedagog\u00ebve e p\u00ebrgjith\u00ebsisht intelektualeve t\u00eb shquar t\u00eb kombit k\u00ebndej dhe andej kufijve, kudo.<\/p>\n<ol start=\"4\">\n<li>Dimensioni Integral Komb\u00ebtar i Arsimit, nuk do t\u00eb thot\u00eb, q\u00eb t\u00eb mos ket\u00eb dhe Dimensionin po Integral Internacional.<\/li>\n<\/ol>\n<p>Sidomos kjo n\u00eb epok\u00ebn, kur projektohet Europa e Bashkuar e ku ne, shqiptar\u00ebt jemi nj\u00eb subjekt i gjall\u00eb faktik, origjinal, i k\u00ebsaj Europe, shum\u00eb af\u00ebr t\u00eb realizuar si realitet.<\/p>\n<p>Dimensioni internacional buron,\u00a0 ve\u00e7 t\u00eb tjerave, nga karakteri universal shkencave\u00a0 (ato, jan\u00eb mbinacionale). q\u00eb jan\u00eb n\u00eb themel t\u00eb \u00e7do lloj shkolle serioze e te v\u00ebrtet. Dimensioni\u00a0 internacional buron edhe nga fakti i komunikimit t\u00eb nd\u00ebrsjelle t\u00eb kulturave, qe formojn\u00eb komunitetin bot\u00ebror.<\/p>\n<p>Dimensioni\u00a0 internacional, gjithashtu, buron edhe nga fakti, se diversitetet etnike n\u00eb fund t\u00eb fundit nuk e fshehin dhe mohojn\u00eb natyr\u00ebn njer\u00ebzore, statusin e saj universal, p\u00ebr t\u00eb t\u00ebr\u00eb njer\u00ebzit, racat dhe kombet n\u00eb m\u00ebnyr\u00eb t\u00eb barabart\u00eb.<\/p>\n<p>N\u00eb k\u00ebt\u00eb kuptim Arsimin Hygoi e ka quajtur \u201cDrit\u00eb t\u00eb popujve\u201d.<\/p>\n<p>Pik\u00ebpamja e m\u00ebsip\u00ebrme ndikon n\u00eb zhvillimin ton\u00eb emancipues dhe shtron para shkoll\u00ebs son\u00eb edhe \u00e7\u00ebshtjen e ekuivalencave t\u00eb diplomave, me ato t\u00eb vendeve t\u00eb tjera t\u00eb zhvilluara etj.<\/p>\n<p>Ekuivalenca \u00ebsht\u00eb detyrimisht cil\u00ebsi e lart\u00eb, njohja de jure e formimit bashk\u00ebkohor e t\u00eb barabart\u00eb profesional t\u00eb kuadrove t\u00eb shkoll\u00ebs son\u00eb me ato t\u00eb Europ\u00ebs. SHBA-se e vendeve t\u00eb tjera.<\/p>\n<p>Me trishtim konstatojm\u00eb se jemi mbrapa n\u00eb k\u00ebt\u00eb fush\u00eb!<\/p>\n<p>Me besim t\u00eb synojm\u00eb t\u00eb arrijm\u00eb edhe n\u00eb k\u00ebt\u00eb kuot\u00eb qytet\u00ebruese m\u00eb n\u00eb fund.<\/p>\n<p>***<\/p>\n<p>N\u00eb vitin 2018 nis\u00ebn protestat e student\u00ebve, q\u00eb padyshim kan\u00eb ndikuar shum\u00eb n\u00eb t\u00eb gjith\u00eb mjedisin politik\u00eb shqiptar\u00eb.<\/p>\n<p>Un\u00eb mbajta\u00a0 dhe mbaj nj\u00eb q\u00ebndrim p\u00ebrkrah\u00ebs deri n\u00eb fund p\u00ebr protestat dhe k\u00ebrkesat e drejta t\u00eb student\u00ebve,- duke botuar disa shkrime p\u00ebr k\u00ebt\u00eb subjekt n\u00eb gazet\u00ebn \u201cDita\u201d.<\/p>\n<p>Duke ripar\u00eb tekstin e para 26 vjet\u00ebve ku un\u00eb koncentroja shqet\u00ebsimin tim p\u00ebr Arsimin Komb\u00ebtar b\u00ebj n\u00eb m\u00ebnyr\u00eb krahasimtar sot, nj\u00eb paralele t\u00eb situatave adekuate t\u00eb ndryshimit me nj\u00eb progresion negativ t\u00eb struktur\u00ebs dhe rezultateve t\u00eb Arsimit Komb\u00ebtar.<\/p>\n<p>S\u00eb pari dua t\u00eb ve n\u00eb dukje se nj\u00eb popull i vog\u00ebl si\u00e7 jan\u00eb shqiptar\u00ebt, aq m\u00eb tep\u00ebr shpesh her\u00eb t\u00eb vonuar n\u00eb histori, p\u00ebr shum\u00eb arsye q\u00eb nuk \u00ebsht\u00eb vendi p\u00ebr t\u00eb shpjeguar k\u00ebtu, n\u00eb gjendjen e tranzicionit absurd dhe t\u00eb tejzgjatur t\u00eb kaosit dhe t\u00eb b\u00ebmave absurde, t\u00eb jasht\u00ebarsyeshme, t\u00eb zhb\u00ebrjes s\u00eb shtetit, t\u00eb diletantizmit administrativ, e vetmja struktur\u00eb,- q\u00eb mund t\u00eb mbante gjall\u00eb kujtes\u00ebn dhe vet\u00ebdijen komb\u00ebtare ose p\u00ebr t\u00eb krijuar iden\u00eb e nj\u00eb identiteti apo t\u00eb nj\u00eb personaliteti identitar t\u00eb shqiptar\u00ebve- \u00ebsht\u00eb vet\u00ebm struktura e Arsimit Komb\u00ebtar.<\/p>\n<p>Nuk kemi asnj\u00eb instrument tjet\u00ebr t\u00eb ngjash\u00ebm.<\/p>\n<p>Asgje te ngjashme si institucion paralel.<\/p>\n<p>N\u00eb m\u00ebnyr\u00eb absolute p\u00ebrve\u00e7 Arsimit Komb\u00ebtar ne nuk mund t\u00eb kemi institucione t\u00eb fuqishme,- q\u00eb mund t\u00eb p\u00ebrfaq\u00ebsojn\u00eb nd\u00ebrgjegjen dhe procesin identifikues dhe t\u00eb dalluesh\u00ebm t\u00eb shqiptar\u00ebve n\u00eb bot\u00eb.<\/p>\n<p>K\u00ebt\u00eb e kupton \u00e7dokush.<\/p>\n<p>S\u00eb dyti ne n\u00eb vitin 2019 trash\u00ebgojm\u00eb nj\u00eb struktur\u00eb t\u00eb cop\u00ebzuar t\u00eb Arsimit Komb\u00ebtar, n\u00eb nj\u00eb gjendje tejet problematike.<\/p>\n<p>Kaq pa mend dhe kaq t\u00eb pand\u00ebrgjegjsh\u00ebm ishin dhe jan\u00eb politikan\u00ebt dhe ligjv\u00ebn\u00ebsit mediok\u00ebr shqiptar\u00eb, sa me Ligjin e Arsimit t\u00eb
