{"id":5849,"date":"2019-03-23T13:54:21","date_gmt":"2019-03-23T12:54:21","guid":{"rendered":"http:\/\/redaktori.com\/?p=5849"},"modified":"2019-03-23T13:54:21","modified_gmt":"2019-03-23T12:54:21","slug":"balanca-e-numrave-ne-kuvend-ligjet-qe-presin-voten-e-opozites-se-re","status":"publish","type":"post","link":"https:\/\/redaktori.com\/?p=5849","title":{"rendered":"Balanca e numrave n\u00eb Kuvend, ligjet q\u00eb presin vot\u00ebn e opozit\u00ebs s\u00eb re"},"content":{"rendered":"<p>Pas reform\u00ebs territoriale dhe reform\u00ebs n\u00eb drejt\u00ebsi, Kuvendi i Shqip\u00ebris\u00eb \u00ebsht\u00eb para nj\u00eb tjet\u00ebr momenti historik p\u00ebr t\u00eb finalizuar nj\u00eb tjet\u00ebr reform\u00eb t\u00eb r\u00ebnd\u00ebsishme, si\u00e7 \u00ebsht\u00eb\u00a0<strong>ndryshimi i ligjit zgjedhor,<\/strong>\u00a0p\u00ebr t\u2019u mund\u00ebsuar emigrant\u00ebve t\u00eb drejt\u00ebn e votimit si dhe p\u00ebr t\u2019u dh\u00ebn\u00eb fund komisioner\u00ebve partiak\u00eb.<\/p>\n<p>Formimi dhe konsolidimi i opozit\u00ebs s\u00eb re, pas aktit ekstrem t\u00eb PD-LSI p\u00ebr t\u00eb dal\u00eb nga sistemi Kushtetues, Kuvendi i Shqip\u00ebris\u00eb ka 99 vota, t\u00eb mjaftueshme jo vet\u00ebm p\u00ebr miratimin e reform\u00ebs zgjedhore (84 vota), por edhe p\u00ebr ndryshimin e Kushtetut\u00ebs (94 vota) si dhe p\u00ebr zgjedhjen e presidentit q\u00eb n\u00eb raundin e par\u00eb, gjithnj\u00eb n\u00ebse Ilir Meta do t\u00eb jap\u00eb dor\u00ebheqjen sikund\u00ebr ka paralajm\u00ebruar.<\/p>\n<p>Vot\u00ebn e opozit\u00ebs s\u00eb re n\u00eb Kuvendin e Shqip\u00ebris\u00eb e presin edhe disa nisma t\u00eb tjera t\u00eb r\u00ebnd\u00ebsishme, p\u00ebr votimin e t\u00eb cilave duhen 84 vota.<\/p>\n<p>Q\u00eb n\u00eb dat\u00ebn 22 qershor 2018, deputeti social Pjerin Ndreu ka depozituar n\u00eb Kuvend nj\u00eb projektligj p\u00ebr\u00a0<strong>ndryshimin e Kodit Rrugor<\/strong>, i cili k\u00ebrkon 84 vota.<\/p>\n<p>Nisma parashikon heqjen e pezullimit t\u00eb patent\u00ebs p\u00ebr emigrant\u00ebt n\u00ebse paguajn\u00eb menj\u00ebher\u00eb dyfishin e gjob\u00ebs. Ky propozim adreson nj\u00eb problematik\u00eb t\u00eb emigrant\u00ebve shqiptar\u00eb, shqiptar\u00ebve t\u00eb Kosov\u00ebs dhe t\u00eb huajve, t\u00eb cil\u00ebt humbasin shum\u00eb koh\u00eb n\u00ebp\u00ebr hallkat institucioneve pasi u pezullohet patenta.<\/p>\n<p>Nj\u00eb tjet\u00ebr nism\u00eb q\u00eb pret vot\u00ebn e opozit\u00ebs s\u00eb re \u00ebsht\u00eb projektligji i p\u00ebr\u00a0<strong>ndryshimin e Kodit Penal<\/strong>, i propozuar nga 37 mij\u00eb zgjedh\u00ebs q\u00eb n\u00eb 6 qershor 2017.<\/p>\n<p>Nj\u00eb nga nism\u00ebtar\u00ebt kryesor\u00eb t\u00eb k\u00ebtij projektligji \u00ebsht\u00eb kryetari i Bashkis\u00eb s\u00eb Tiran\u00ebs, Erion Veliaj. Nisma parashikon kriminalizimin \u00e7do forme dhune ndaj kafsh\u00ebve.<\/p>\n<p>Projektligji i depozituar n\u00eb Kuvend parashikon 18 veprime kund\u00ebr kafsh\u00ebve, t\u00eb cilat do t\u00eb d\u00ebnohen me burg. Do t\u00eb d\u00ebnohen me burgim personat q\u00eb vrasin kafsh\u00ebt, i plagosin, i braktisin, u shkaktojn\u00eb vuajtje, i detyrojn\u00eb t\u00eb b\u00ebjn\u00eb pun\u00eb jasht\u00eb karakteristikave t\u00eb tyre etj.<\/p>\n<p>Gjithashtu, n\u00eb sirtar\u00ebt e Kuvendit q\u00ebndron edhe nj\u00eb projektligj p\u00ebr n<strong>dryshimin e Kodit Ajror.<\/strong><\/p>\n<p>Vota e opozit\u00ebs s\u00eb re \u00ebsht\u00eb p\u00ebrcaktuese edhe p\u00ebr miratimin e<strong>\u00a0projektligjit p\u00ebr shtet\u00ebsin\u00eb<\/strong>. Nisma e hartuar nga qeveria hap rrug\u00ebn p\u00ebr marrjen e shtet\u00ebsis\u00eb shqiptare p\u00ebr t\u00eb gjith\u00eb pjes\u00ebn e popullit shqiptar q\u00eb jeton jasht\u00eb kufijve t\u00eb Shqip\u00ebris\u00eb, p\u00ebr shkak t\u00eb emigrimit t\u00eb hersh\u00ebm apo t\u00eb vonsh\u00ebm, me kushtin q\u00eb personat t\u00eb ken\u00eb ruajtur lidhje gjuh\u00ebsore, kulturore dhe t\u00eb tradit\u00ebs me Shqip\u00ebrin\u00eb.
