Opozita ka nd\u00ebrmarr\u00eb nj\u00eb veprim in extremis, si\u00e7 \u00ebsht\u00eb djegia e mandateve parlamentare. Nj\u00eb veprim i d\u00ebmsh\u00ebm dhe me pasoja q\u00eb k\u00ebrkon t\u00eb \u201cmilitarizoj\u00eb\u201d mendjen dhe artikulimin publik. Bojkoti e ka shoq\u00ebruar, p\u00ebr fat t\u00eb keq, jet\u00ebn parlamentare gjat\u00eb gjith\u00eb trajektores s\u00eb demokratizimit t\u00eb vendit q\u00eb prej shembjes s\u00eb regjimit komunist, duke mos sh\u00ebnuar nga ana tjet\u00ebr suksese t\u00eb prekshme n\u00eb arritjen e objektivit politik. Por k\u00ebsaj radhe ne p\u00ebrballemi me nj\u00eb situat\u00eb t\u00eb paprecedent\u00eb, pasi djegia e mandateve \u00ebsht\u00eb nj\u00eb rrug\u00eb pa kthim, \u00e7ka e b\u00ebn rrjedhimisht m\u00eb t\u00eb v\u00ebshtir\u00eb parashikimin p\u00ebr daljen nga rrethrrotullimi.<\/p>\n<p>E megjithat\u00eb, nuk do shum\u00eb mend p\u00ebr t\u00eb kuptuar q\u00eb takimi i pritsh\u00ebm n\u00eb qershor i Bashkimit Europian, ku do t\u00eb shqyrtohet edhe mund\u00ebsia e fillimit t\u00eb bisedimeve p\u00ebr an\u00ebtar\u00ebsim me Shqip\u00ebrin\u00eb, do t\u00eb ndikohet nga kjo situat\u00eb. \u00cbsht\u00eb e v\u00ebrtet\u00eb q\u00eb BE-ja po p\u00ebrballet me sfida t\u00eb panum\u00ebrta brenda sht\u00ebpis\u00eb dhe v\u00ebmendja ndaj oborrit t\u00eb vet nuk \u00ebsht\u00eb e madhe. Ky realitet duhet t\u00eb na b\u00ebj\u00eb edhe m\u00eb t\u00eb vet\u00ebdijsh\u00ebm e t\u00eb p\u00ebrgjegjsh\u00ebm p\u00ebr rrug\u00ebtimin ton\u00eb, pasi n\u00eb BE askush nuk ka \u201coreks\u201d t\u00eb ulet n\u00eb bisedime e t\u00eb projektoj\u00eb procesin e an\u00ebtar\u00ebsimit me nj\u00eb vend, klas\u00ebs politike t\u00eb s\u00eb cilit i mungon baza e kultur\u00ebs politike, dialogu. Element\u00eb k\u00ebta, t\u00eb trup\u00ebzuar edhe n\u00eb t\u00eb ashtuquajturat kritere t\u00eb Kopenhagenit, q\u00eb nj\u00eb vend aspirant p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE duhet t\u00eb p\u00ebrmbush\u00eb.<\/p>\n<p>Pik\u00ebrisht, r\u00ebnd\u00ebsia e p\u00ebrmbushjes s\u00eb k\u00ebtyre kritereve, jo vet\u00ebm gjat\u00eb procesit t\u00eb an\u00ebtar\u00ebsimit, e ka b\u00ebr\u00eb BE-n\u00eb q\u00eb t\u00eb zhvilloj\u00eb mekanizma mbik\u00ebqyr\u00ebs edhe p\u00ebr vet\u00eb vendet an\u00ebtare, n\u00eb lidhje me sundimin e s\u00eb drejt\u00ebs.<\/p>\n<p>Nuk e di pse \u00ebsht\u00eb kaq e v\u00ebshtir\u00eb p\u00ebr t\u00eb kuptuar se rreziku q\u00eb i kanoset Shqip\u00ebris\u00eb nga mungesa e qart\u00eb e perspektiv\u00ebs europiane, \u00ebsht\u00eb m\u00eb i madh p\u00ebr ne sesa p\u00ebr BE-n\u00eb. E them k\u00ebt\u00eb, pasi BE-ja ka jetuar p\u00ebr nj\u00eb\u00a0koh\u00eb t\u00eb gjat\u00eb pa Shqip\u00ebrin\u00eb dhe shqiptar\u00ebt. Mund t\u00eb jetoj\u00eb fare mir\u00eb edhe dekada t\u00eb tjera pa ne. Dikujt mund t\u2019i duket i ekzagjeruar ky konstatim, por p\u00ebrve\u00e7 integrimit europian nuk shoh asnj\u00eb mund\u00ebsi tjet\u00ebr q\u00eb Shqip\u00ebria t\u00eb zhvillohet e demokratizohet m\u00eb tej. \u00cbsht\u00eb nj\u00eb rrug\u00eb e v\u00ebshtir\u00eb, q\u00eb k\u00ebrkon reforma shtetkonsoliduese dhe mir\u00ebkuptim politik. Nj\u00eb gj\u00eb t\u00eb till\u00eb na e d\u00ebshmon edhe eksperienca e vendeve t\u00eb Europ\u00ebs Qendrore e Lindore, vende t\u00eb cilat kan\u00eb pasur nj\u00eb tradit\u00eb demokratike m\u00eb t\u00eb pasur se vendi yn\u00eb.<\/p>\n<p>P\u00ebr t\u00eb ilustruar k\u00ebt\u00eb rrezik ia vlen t\u00eb kujtojm\u00eb se Shqip\u00ebris\u00eb s\u00eb mesviteve \u201990 iu ofrua mund\u00ebsia p\u00ebr t\u00eb n\u00ebnshkruar nj\u00eb marr\u00ebveshje europiane me BE-n\u00eb. Mir\u00ebpo, p\u00ebr shkak t\u00eb kriz\u00ebs politike dhe kaosit q\u00eb p\u00ebrjetuam n\u00eb \u201897, u desh\u00ebn rreth 10 vjet dhe vet\u00ebm n\u00eb vitin 2006 n\u00ebnshkruam Marr\u00ebveshjen e Stabilizim Asociimit, e cila gjithsesi nuk parashikon t\u00eb nj\u00ebjt\u00ebn shkall\u00eb integrimi si\u00e7 parashikonin marr\u00ebveshjet europiane. Nuk humb\u00ebm nj\u00eb stacion, as nj\u00eb dekad\u00eb, por mund\u00ebsin\u00eb e nj\u00eb brezi t\u00eb t\u00ebr\u00eb, i cili do t\u00eb ishte p\u00ebrfituesi kryesor i Shqip\u00ebris\u00eb Europiane. Sot mund t\u00eb ishim fare mir\u00eb n\u00eb nj\u00eb tryez\u00eb me Bullgarin\u00eb, Rumanin\u00eb apo me Kroacin\u00eb, e cila deri n\u00eb 1995 ishte e p\u00ebrfshir\u00eb nga flak\u00ebt e luft\u00ebs. Mund t\u00eb ishim p\u00ebrfitues dhe kontribuues m\u00eb t\u00eb m\u00ebdhenj e me m\u00eb shum\u00eb plag\u00eb t\u00eb kuruara nga tranzicioni.<\/p>\n<p>Ndoshta gj\u00ebja m\u00eb e thjesht\u00eb q\u00eb mund t\u00eb b\u00ebjm\u00eb sot \u00ebsht\u00eb t\u00eb hedhim syt\u00eb nga fqinj\u00ebt, t\u00eb reflektojm\u00eb p\u00ebr nj\u00eb \u00e7ast e ta ngulisim nj\u00eb her\u00eb e mir\u00eb n\u00eb m\u00ebndje se, n\u00ebse nuk jemi n\u00eb gjendje t\u00eb krijojm\u00eb nj\u00eb perspektive t\u00eb prekshme europiane e t\u00eb gjenerojm\u00eb kapacitet p\u00ebr ndryshim duke dal\u00eb nga rrethrrotullimi, askush nga institucionet europiane nuk do ta b\u00ebj\u00eb nj\u00eb gj\u00eb t\u00eb till\u00eb p\u00ebr ne. E as nuk do t\u00eb impresionohet n\u00ebse ne do t\u2019u bishtnojm\u00eb p\u00ebrgjegj\u00ebsive tona, duke mbetur peng t\u00eb instinkteve t\u00eb vjetra.
