Nd\u00ebrsa p\u00ebr \u00e7mimet, jan\u00eb t\u00eb nj\u00ebjta me gjasht\u00ebmujorin e par\u00eb t\u00eb vitit 2018 dhe nuk parashikojn\u00eb q\u00eb t\u00eb ket\u00eb rritje \u00e7mimesh as p\u00ebr vitin 2019.<\/p>\n<p>N\u00eb tregun e qirave p\u00ebr dyqane ka filluar tendenca r\u00ebn\u00ebse e \u00e7mimeve, megjith\u00ebse oferta e shtuar nuk \u00ebsht\u00eb n\u00eb nivelet e pritshme t\u00eb agjent\u00ebve t\u00eb pasurive t\u00eb paluajtshme. A ia vlen t\u00eb investosh n\u00eb blerjen e nj\u00eb apartamenti p\u00ebr ta dh\u00ebn\u00eb me qira?! Kthimi i investimit n\u00eb vite sipas disa zonave kryesore.<\/p>\n<p>Prej shtatorit t\u00eb vitit q\u00eb lam\u00eb pas, apartamenti i zonj\u00ebs Drita Hoxha \u00ebsht\u00eb pa qiraxhinj. Familja q\u00eb jetonte prej tre vitesh aty, njoftoi q\u00eb n\u00eb muajin gusht q\u00eb do t\u00eb lironte apartamentin, i cili ndodhet n\u00eb nj\u00eb pallat ekzistues t\u00eb nd\u00ebrtuar pas viteve \u201990 n\u00eb zon\u00ebn e Bllokut, p\u00ebr t\u2019u shp\u00ebrngulur n\u00eb nj\u00eb zon\u00eb tjet\u00ebr m\u00eb t\u00eb lir\u00eb dhe n\u00eb nj\u00eb apartament me sip\u00ebrfaqe m\u00eb t\u00eb vog\u00ebl. Me p\u00ebrfundimin e muajit janar, mbushen pes\u00eb muaj q\u00eb Drita nuk po gjen qiramarr\u00ebs t\u00eb rinj p\u00ebr apartamentin e saj 2+1 n\u00eb zon\u00ebn e Bllokut.<\/p>\n<p>\u00c7mimi i qiras\u00eb mujore p\u00ebr k\u00ebt\u00eb apartament \u00ebsht\u00eb 450 euro. Familja e m\u00ebparshme, duke qen\u00eb se kishte q\u00ebndruar p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb n\u00eb at\u00eb sht\u00ebpi, paguante nj\u00eb qira mujore prej 350 eurosh. Pasi familja u largua, Drita vendosi q\u00eb t\u00eb kryente rregullime t\u00eb nevojshme, si mobilim t\u00eb ri dhe rregullim t\u00eb tualetit n\u00eb m\u00ebnyr\u00eb q\u00eb ta rihidhte n\u00eb tregun e qiras\u00eb me \u00e7mim m\u00eb t\u00eb lart\u00eb. Megjithat\u00eb, ajo ende nuk ka mundur q\u00eb ta jap\u00eb pron\u00ebn me qira. Gjat\u00eb dit\u00ebs, apartamentin vijn\u00eb e shikojn\u00eb shum\u00eb t\u00eb interesuar, nga student\u00eb, familje t\u00eb vogla, por edhe t\u00eb huajt nuk kan\u00eb munguar, por nuk \u00ebsht\u00eb arritur n\u00eb nj\u00eb finalizim transaksioni. Arsyeja kryesore \u00ebsht\u00eb \u00e7mimi i shtrenjt\u00eb n\u00eb raport me kushtet q\u00eb ofron apartamenti n\u00eb p\u00ebrgjith\u00ebsi.<\/p>\n<p>Xheni Jahja, agjente e pasurive t\u00eb paluajtshme, thot\u00eb p\u00ebr \u201cMonitor\u201d se ka shum\u00eb raste kur ka nj\u00eb mosp\u00ebrputhje t\u00eb \u00e7mimit q\u00eb pretendon t\u00eb marr\u00eb qiradh\u00ebn\u00ebsi nga prona dhe k\u00ebrkes\u00ebs nga qiramarr\u00ebsi. Drita rriti \u00e7mimin pas rregullimeve s\u00eb apartamentit p\u00ebr t\u00eb marr\u00eb nj\u00eb fitim m\u00eb t\u00eb lart\u00eb. Mir\u00ebpo, p\u00ebr shkak se apartamenti i saj po q\u00ebndron p\u00ebr nj\u00eb koh\u00eb t\u00eb gjat\u00eb bosh, Drita ka humbur prej qiras\u00eb s\u00eb munguar.<\/p>\n<p>Jahja thot\u00eb se shpesh, qiramarr\u00ebsit nuk e marrin n\u00eb konsiderat\u00eb humbjen q\u00eb ju vjen nga t\u00eb ardhurat e munguara, p\u00ebr shkak t\u00eb \u00e7mimit t\u00eb lart\u00eb. N\u00ebse do ta mbante qiran\u00eb po aq sa e kishte m\u00eb par\u00eb, 350 euro, prona do t\u00eb ishte dh\u00ebn\u00eb leht\u00ebsisht me qira dhe t\u00eb ardhurat bruto vjetore prej saj do t\u00eb ishin 4200 euro, nd\u00ebrsa me qira mujore 450 euro, t\u00eb ardhurat vjetore, duke zbritur muajt q\u00eb apartamenti ka qen\u00eb bosh, do t\u00eb ishin 3600 euro.<\/p>\n<p>Jahja thot\u00eb p\u00ebr \u201cMonitor\u201d se, p\u00ebrpiqen q\u00eb t\u2019i k\u00ebshillojn\u00eb pronar\u00ebt e sht\u00ebpive q\u00eb t\u00eb jen\u00eb m\u00eb realist\u00eb ndaj k\u00ebrkes\u00ebs s\u00eb tregut n\u00eb segmentin e qiras\u00eb. Aktualisht, Shqip\u00ebria renditet e 19 n\u00eb Europ\u00eb p\u00ebr kthimin nga qiraja n\u00eb zon\u00ebn e qendr\u00ebs, sipas Numbeo, tregues i cili shprehet si p\u00ebrqindje e qiras\u00eb vjetore ndaj \u00e7mimit t\u00eb blerjes s\u00eb nj\u00eb apartamenti. Sa m\u00eb i lart\u00eb t\u00eb jet\u00eb ky tregues, aq m\u00eb pozitive \u00ebsht\u00eb. P\u00ebr vitin 2019, ky tregues \u00ebsht\u00eb 4.28%.<\/p>\n<p>Megjithat\u00eb, agjent\u00ebt e pasurive t\u00eb paluajtshme shpjegojn\u00eb se Shqip\u00ebria renditet nd\u00ebr vendet me kthim t\u00eb ul\u00ebt nga qiraja, p\u00ebr shkak t\u00eb \u00e7mimit t\u00eb lart\u00eb t\u00eb blerjes s\u00eb nj\u00eb apartamenti, sidomos n\u00eb qend\u00ebr dhe qiras\u00eb s\u00eb ul\u00ebt. Genc Zike, nga agjencia Devinf, shpjegon se kjo lidhet ngusht\u00ebsisht me fuqin\u00eb bler\u00ebse t\u00eb qiramarr\u00ebsve.<\/p>\n<p>\u201cArsye kryesore p\u00ebr periudh\u00ebn e gjat\u00eb t\u00eb kthimit nga qiraja \u00ebsht\u00eb fuqia e ul\u00ebt e qirapaguesve n\u00eb tregut ton\u00eb. N\u00eb Europ\u00eb, fuqia e qiramarr\u00ebsve \u00ebsht\u00eb m\u00eb e lart\u00eb, pagat i kan\u00eb t\u00eb larta dhe tregu i qirave \u00ebsht\u00eb shum\u00eb m\u00eb i zhvilluar,\u201d \u2013 shpjegon Zike.<\/p>\n<p>M\u00eb tej, Zike shton se pjesa d\u00ebrrmuese e qiramarr\u00ebsve n\u00eb Shqip\u00ebri k\u00ebrkojn\u00eb sht\u00ebpi n\u00eb fash\u00ebn nga 25,000 deri n\u00eb 30,000 lek\u00eb, duke marr\u00eb n\u00eb konsiderat\u00eb t\u00eb gjith\u00eb zonat e Tiran\u00ebs. Nd\u00ebrsa p\u00ebr sa i p\u00ebrket qendr\u00ebs, ai thot\u00eb se ka nj\u00eb kategori tjet\u00ebr t\u00eb qiramarr\u00ebsve, por q\u00eb nuk p\u00ebrb\u00ebn shumic\u00ebn d\u00ebrrmuese t\u00eb tregut.<\/p>\n<p>Kthimi nga qiraja \u00ebsht\u00eb m\u00eb i lart\u00eb p\u00ebr zonat jasht\u00eb qendr\u00ebs. Sipas Numbeos, ky tregues p\u00ebr 2019 ishte 5.27%, duke e renditur Shqip\u00ebrin\u00eb n\u00eb vend t\u00eb 11 n\u00eb Europ\u00eb. Arsyeja kryesore, sipas agjent\u00ebve t\u00eb pasurive t\u00eb paluajtshme, \u00ebsht\u00eb s\u00eb apartamentet n\u00eb zonat e qendr\u00ebs kan\u00eb nj\u00eb diferenc\u00eb mjaft t\u00eb lart\u00eb n\u00eb \u00e7mim n\u00eb raport me apartamentet n\u00eb qend\u00ebr. Nd\u00ebrsa p\u00ebr sa i p\u00ebrket qiras\u00eb, diferencat nuk jan\u00eb aq t\u00eb larta. P.sh., nj\u00eb apartament brenda Unaz\u00ebs e blen minimumi me 1000-1200 euro\/m2 dhe e jep me qira p\u00ebr 350 \u2013 650 euro n\u00eb muaj. Kthimi nga investimi, p\u00ebr nj\u00eb apartament 100 m2, q\u00eb e blen me 1200 euro p\u00ebr met\u00ebr katror dhe e jep me qira mujore prej 350 eurosh, llogaritur n\u00eb baz\u00eb t\u00eb vler\u00ebs n\u00eb koh\u00eb t\u00eb paras\u00eb, me nj\u00eb interes mesatar prej 3% \u00ebsht\u00eb 27 vjet, shum\u00eb m\u00eb i lart\u00eb sesa niveli optimal prej 12-15 vitesh, kur vler\u00ebsohet si e leverdishme t\u00eb blesh nj\u00eb apartament p\u00ebr ta dh\u00ebn\u00eb me qira.<\/p>\n<p>Nj\u00eb apartament n\u00eb Unaz\u00eb mund ta blesh me 500 euro\/m2 dhe e jep me qira p\u00ebr 200 euro n\u00eb muaj. Sipas s\u00eb nj\u00ebjt\u00ebs formul\u00eb, kthimi \u00ebsht\u00eb p\u00ebr 19 vjet, pra rreth 8 vjet m\u00eb pak sesa nga investimi n\u00eb nj\u00eb sht\u00ebpi brenda Unaz\u00ebs. E leverdishme rezulton dhe investimi n\u00eb zon\u00ebn e \u201cDon Boskos\u201d. P.sh., nj\u00eb sht\u00ebpi 1+1 prej 70 m2, me \u00e7mim shitje prej 900 euro\/m2, e jep me qira mesatare prej 350 eurosh, duke e nxjerr\u00eb investimin p\u00ebr 16 vjet. Agjent\u00ebt e pasurive t\u00eb paluajtshme pohojn\u00eb se kjo \u00ebsht\u00eb nj\u00eb zon\u00eb, q\u00eb nuk \u00ebsht\u00eb ende shum\u00eb e shtrenjt\u00eb, nd\u00ebrsa \u00ebsht\u00eb e preferuar nga qiramarr\u00ebsit e huaj, si turqit, apo student\u00ebt italian\u00eb q\u00eb studiojn\u00eb n\u00eb universitetin \u201cZoja e K\u00ebshillit t\u00eb Mir\u00eb\u201d.<\/p>\n<p><strong>Ku ia vlen t\u00eb blesh sht\u00ebpi p\u00ebr ta dh\u00ebn\u00eb me qira<\/strong><\/p>\n<p>Kthimi nga qiraja \u00ebsht\u00eb m\u00eb i lart\u00eb p\u00ebr zonat jasht\u00eb qendr\u00ebs. Zon\u00eb me leverdi \u00ebsht\u00eb dhe ajo e \u201cDon Boskos\u201d.<\/p>\n<p><strong>\u00c7mimet n\u00eb Tiran\u00eb mbeten t\u00eb q\u00ebndrueshme<\/strong><\/p>\n<p>Edhe pse segmenti i qiras\u00eb \u00ebsht\u00eb nj\u00eb treg dinamik, sipas agjencive t\u00eb pasurive t\u00eb paluajtshme, \u00e7mimet e qirave nuk kan\u00eb pasur ndryshime t\u00eb m\u00ebdha. Genc Zike, nga Devinf, shpjegon se ndryshimet n\u00eb \u00e7mimet e qirave p\u00ebrgjith\u00ebsisht lidhen me flukset e k\u00ebrkes\u00ebs. P.sh. n\u00eb shtator kur vijn\u00eb student\u00ebt, vihet re shtrenjtim n\u00eb \u00e7mimet e qiras\u00eb.<\/p>\n<p>Zona e Bllokut vijon s\u00ebrish t\u00eb mbetet m\u00eb e shtrenjta, sipas t\u00eb dh\u00ebnave t\u00eb grumbulluara nga \u201cMonitor\u201d nga ofertat e publikuara nga agjencit\u00eb kryesore n\u00eb vend. Nj\u00eb apartament deri n\u00eb 100 metra katror\u00eb jepet p\u00ebr nj\u00eb qira mujore nga 550-650 euro p\u00ebr met\u00ebr n\u00eb katror. Ajo \u00e7ka \u00ebsht\u00eb interesante p\u00ebr k\u00ebt\u00eb zon\u00eb jan\u00eb edhe ofertat me \u00e7mime t\u00eb larta q\u00eb i kalojn\u00eb 1000 euro.<\/p>\n<p>Sipas Zikes, ato jan\u00eb prona q\u00eb sh\u00ebnjestrojn\u00eb grupe t\u00eb caktuara, si diplomat\u00ebt e huaj. Ai shton se k\u00ebto prona gjenden n\u00eb pallatet q\u00eb ofrojn\u00eb nj\u00eb standard tjet\u00ebr n\u00eb sh\u00ebrbim dhe kan\u00eb dal\u00eb me nj\u00eb \u00e7mim shitje relativisht t\u00eb lart\u00eb.<\/p>\n<p>Zonat e dyt\u00eb p\u00ebr sa u p\u00ebrket \u00e7mimeve t\u00eb larta \u00ebsht\u00eb zona pran\u00eb Radio Televizionit Shqiptar dhe pran\u00eb Ambasad\u00ebs Amerikane, e cila funksionon me t\u00eb nj\u00ebjt\u00ebn logjik\u00eb k\u00ebrkese dhe oferte sikurse n\u00eb zon\u00ebn e Bllokut. Rruga e Kavaj\u00ebs dhe ajo e Durr\u00ebsit kan\u00eb nj\u00eb qira mesatare p\u00ebr apartament q\u00eb varion nga 400-500 euro. K\u00ebto dy rrug\u00eb jan\u00eb n\u00eb nj\u00eb pozicion strategjik dhe p\u00ebr k\u00ebt\u00eb shkak kan\u00eb nj\u00eb k\u00ebrkes\u00eb t\u00eb lart\u00eb, jo vet\u00ebm p\u00ebr banim, por edhe p\u00ebr zhvillim aktiviteti biznesi. N\u00eb zon\u00ebn e \u201cMyslym Shyrit\u201d, qirat\u00eb mujore variojn\u00eb nga 350-450 euro. Nd\u00ebrkoh\u00eb q\u00eb brenda Unaz\u00ebs s\u00eb Tiran\u00ebs, p\u00ebr sht\u00ebpi q\u00eb kan\u00eb kushtet optimale, \u00e7mimi i qirave nuk bie posht\u00eb nivelit t\u00eb 300 eurove.<\/p>\n<p><strong>Munges\u00eb e ofert\u00ebs s\u00eb re n\u00eb treg<\/strong><\/p>\n<p>Edhe pse numri i lejeve t\u00eb nd\u00ebrtimit \u00ebsht\u00eb rritur n\u00eb tre vitet e fundit dhe ka pasur nj\u00eb bum nd\u00ebrtimesh n\u00eb Tiran\u00eb, k\u00ebto prona ende nuk jan\u00eb hedhur n\u00eb tregun e qiras\u00eb n\u00eb kryeqytet. Xheni Jahja, nga Tirana Real Estate shpjegon se p\u00ebr sa i p\u00ebrket segmentit t\u00eb qiras\u00eb p\u00ebr banim, ka nevoj\u00eb p\u00ebr oferta t\u00eb reja.<\/p>\n<p>\u201cK\u00ebrkesa p\u00ebr qira \u00ebsht\u00eb e vazhdueshme dhe furnizohet me prurje t\u00eb reja \u00e7do vit. Ky segment i tregut t\u00eb pasurive t\u00eb paluajtshme \u00ebsht\u00eb relativisht i zhvilluar, por ofertat nuk jan\u00eb n\u00eb nivelin e duhur p\u00ebr sa i p\u00ebrket \u00e7mimit apo n\u00eb investim brenda pron\u00ebs\u201d, \u2013 shpjegon Jahja.<\/p>\n<p>Genc Zike, nga agjencia Devinf, gjithashtu thot\u00eb se nd\u00ebrtesat e reja nuk kan\u00eb hyr\u00eb ende n\u00eb funksion, por shpjegon se tregu i qirave vijon t\u00eb jet\u00eb stab\u00ebl dhe nuk ka njohur ndonj\u00eb zbritje apo rritje. Oferta p\u00ebr apartamente n\u00eb tregun e qiras\u00eb pritet q\u00eb t\u00eb rritet me finalizimin e disa projekteve t\u00eb m\u00ebdha.<\/p>\n<p><strong>P\u00ebr zyra ka gjithmon\u00eb k\u00ebrkesa<\/strong><\/p>\n<p>P\u00ebr sa u p\u00ebrket ambienteve t\u00eb biznesit, p\u00ebrfshir\u00eb k\u00ebtu zyrat t\u00eb cilat nuk ndodhen n\u00eb katet e para, ka gjithmon\u00eb k\u00ebrkesa. P\u00ebr k\u00ebt\u00eb segment t\u00eb tregut t\u00eb patundshm\u00ebris\u00eb, ka oferta interesante si n\u00eb sip\u00ebrfaqe, vendndodhje dhe n\u00eb \u00e7mim.<\/p>\n<p><strong>Ulen \u00e7mimet e qirave, \u201cfaji i zhvler\u00ebsimit t\u00eb euros\u201d<\/strong><\/p>\n<p>N\u00eb dhjetor, inflacioni p\u00ebr grupin e qirave sh\u00ebnoi r\u00ebnie. Arsye kryesore se pse pjesa m\u00eb d\u00ebrrmuese i mban \u00e7mimet e qirave n\u00eb euro \u00ebsht\u00eb sepse edhe pronat i kan\u00eb bler\u00eb n\u00eb euro dhe n\u00eb p\u00ebrgjith\u00ebsi, kredin\u00eb p\u00ebr t\u00eb bler\u00eb pron\u00ebn e kan\u00eb marr\u00eb n\u00eb euro. Genc Zike, nga Devinf, thot\u00eb p\u00ebr \u201cMonitor\u201d se shqiptar\u00ebt vijojn\u00eb ende t\u00eb ken\u00eb m\u00eb shum\u00eb besim n\u00eb monedh\u00ebn e huaj.<\/p>\n<p><strong>Ka filluar tendenca n\u00eb uljen e qirave p\u00ebr dyqanet<\/strong><\/p>\n<p>Megjithsse pritej q\u00eb n\u00eb fillim t\u00eb k\u00ebtij viti t\u00eb kishte shtim t\u00eb ofert\u00ebs p\u00ebr dyqanet p\u00ebr shkak t\u00eb mbylljes me ligj t\u00eb aktivitetit t\u00eb loj\u00ebrave t\u00eb fatit, agjent\u00ebt e pasurive t\u00eb paluajtshme shprehen situata nuk \u00ebsht\u00eb si\u00e7 e prisnin. Pjesa m\u00eb e madhe e tyre, sipas tij, kan\u00eb rinovuar s\u00ebrish kontratat e qirave p\u00ebr nj\u00eb periudh\u00eb nga 3-6 muaj dhe k\u00ebt\u00eb e kan\u00eb b\u00ebr\u00eb me nj\u00eb \u00e7mim t\u00eb rishikuar. Nj\u00eb pjes\u00eb e pronar\u00ebve t\u00eb k\u00ebtyre aktiviteteve kan\u00eb shpres\u00eb q\u00eb mund t\u00eb filloj\u00eb s\u00ebrish ky aktivitet n\u00eb muajt n\u00eb vijim, sipas Zikes.<\/p>\n<p>Duke qen\u00eb se \u00ebsht\u00eb vet\u00ebm fillimi, ne nuk mund t\u00eb japim nj\u00eb vler\u00ebsim se sa \u00ebsht\u00eb masa e r\u00ebnies s\u00eb \u00e7mimit p\u00ebr dyqanet me qiras\u00eb, por q\u00eb tendenca \u00ebsht\u00eb drejt uljes\u201d, \u2013 shprehet Genc Zike.
