Kjo lidhet me munges\u00ebn e burimeve dhe nd\u00ebrgjegj\u00ebsimit mbi ligjshm\u00ebrin\u00eb e duhur, si dhe infrastruktur\u00ebn e pamjaftueshme q\u00eb mb\u00ebshtet k\u00ebto dispozita. Po ashtu, mungesa e kontrollit dhe zbatimit n\u00eb nivel lokal dhe qendror b\u00ebn q\u00eb ligjet t\u00eb mbeten t\u00eb zbatuara vet\u00ebm n\u00eb teori, nd\u00ebrkoh\u00eb q\u00eb praktikisht p\u00ebrpjekjet p\u00ebr integrim mbeten t\u00eb paplot\u00ebsuara.
