Personat me aft\u00ebsi t\u00eb kufizuar, si t\u00eb gjith\u00eb zgjedh\u00ebsit e tjer\u00eb n\u00eb vend g\u00ebzonin t\u00eb drejt\u00ebn t\u00eb zgjidheshin dhe zgjidhnin n\u00eb k\u00ebto zgjedhje.<\/p>\n<p>Personat me aft\u00ebsi t\u00eb kufizuar p\u00ebrb\u00ebjn\u00eb t\u00eb pakt\u00ebn 6,2% t\u00eb popull\u00ebsis\u00eb ose rreth 170.000 persona referuar Censusit t\u00eb vitit 2011.<\/p>\n<p>N\u00eb lidhje me p\u00ebrfshirjen e personave me aft\u00ebsi t\u00eb kufizuar si kandidat\u00eb n\u00eb zgjedhje apo p\u00ebrfaq\u00ebsimin e c\u00ebshtjeve t\u00eb tyre n\u00eb programet e partive politike dhe diskurset publike pati problematika t\u00eb shum\u00ebta.<\/p>\n<ol>\n<li>A pati kandidat\u00eb me aft\u00ebsi t\u00eb kufizuar n\u00eb k\u00ebto zgjedhje?<\/li>\n<\/ol>\n<p>Megjith\u00ebse, personat me aft\u00ebsi t\u00eb kufizuar jan\u00eb minoritet m\u00eb i madh n\u00eb vend, ata jan\u00eb t\u00eb p\u00ebrjashtuar nga jeta publike dhe politike.\u00a0 Partit\u00eb politike nuk kan\u00eb politika q\u00eb t\u00eb p\u00ebrfshijn\u00eb grupe t\u00eb ndryshme shoq\u00ebrore n\u00eb kuad\u00ebr t\u00eb demokracis\u00eb p\u00ebrfaq\u00ebsuese n\u00eb gjirin e tyre. N\u00eb fakt, nga monitorimi i kryer nga Fondacioni \u201cS\u00eb Bashku\u201d pati vet\u00ebm nj\u00eb kandidat p\u00ebr deputet me aft\u00ebsi t\u00eb kufizuar n\u00eb qarkun e Lezh\u00ebs, Z. Danjel Coku kandiduar nga Nisma Thurje. Nd\u00ebrsa partit\u00eb e tjera e sidomos ato kryesore nuk kan\u00eb p\u00ebrfshir\u00eb n\u00eb listat e tyre persona me aft\u00ebsi t\u00eb kufizuar, duke mos p\u00ebrfaq\u00ebsuar k\u00ebshtu z\u00ebrin e nj\u00eb pjese t\u00eb konsiderueshme t\u00eb shoq\u00ebris ton\u00eb.<\/p>\n<ol start=\"2\">\n<li>A p\u00ebrfshine programet politike t\u00eb partive c\u00ebshtje q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me realizimin e t\u00eb drejtave t\u00eb personave me aft\u00ebsi t\u00eb kufizuar?<\/li>\n<\/ol>\n<p>Nga monitorimi online i faqeve zyrtare t\u00eb partive politike, partit\u00eb politike t\u00eb m\u00ebdha si Partia Socialiste (PS), Partia Demokratike (PD), L\u00ebvizja Socialiste p\u00ebr Integrim (LSI) nuk kan\u00eb pasqyruar programet zgjedhore p\u00ebr zgjedhjet p\u00ebr Kuvend t\u00eb 25 Prillit 2021. Nisma Thurje e zgjedhur si parti e vog\u00ebl dhe e re n\u00eb k\u00ebto zgjedhje ka t\u00eb pasqyruar n\u00eb faqen e saj zyrtare disa q\u00ebndrime\/pik\u00ebpamje p\u00ebr \u00e7\u00ebshtje t\u00eb r\u00ebnd\u00ebsishme. Ajo q\u00eb u\u00a0 vu re ishte se n\u00eb muajt Janar \u2013 Shkurt partit\u00eb politike t\u00eb m\u00ebdha kan\u00eb shp\u00ebrndar\u00eb n\u00eb media dokumente, n\u00eb t\u00eb cilat shkurtimisht parashtroheshin p\u00ebrcaktime p\u00ebr \u00e7\u00ebshtje t\u00eb r\u00ebnd\u00ebsishme t\u00eb organizimit dhe funksionimit t\u00eb shtetit.<\/p>\n<p>Nga korrespondenca zyrtare me partit\u00eb politike PS, PD, LSI dhe Nisma Thurje n\u00eb lidhje me programet zgjedhore vet\u00ebm Nisma Thurje iu p\u00ebrgjigj k\u00ebrkes\u00ebs ton\u00eb duke vendosur n\u00eb dispozicion q\u00ebndrimet e saj n\u00eb lidhje me t\u00eb drejtat e personave me aft\u00ebsi t\u00eb kufizuar.<\/p>\n<p>&nbsp;<\/p>\n<p>Partia Demokratike me nism\u00ebn e saj realizoi takime gjat\u00eb fushat\u00ebs me p\u00ebrfaq\u00ebsues t\u00eb organizatave t\u00eb aft\u00ebsis\u00eb s\u00eb kufizuar dhe n\u00ebnshkroi nj\u00eb marreveshje bashk\u00ebpunimi n\u00ebse do t\u00eb vinte n\u00eb pushtet si rezultat i k\u00ebtyre zgjedhjeve.<\/p>\n<p>Pra mbulimi n\u00eb programe dhe dokumenta t\u00eb r\u00ebnd\u00ebsish\u00ebm i c\u00ebshtjeve t\u00eb personave me aft\u00ebsi t\u00eb kufizuar ishte i pjessh\u00ebm ose i munguar t\u00ebr\u00ebsisht.<\/p>\n<ol start=\"3\">\n<li>A u p\u00ebrmend\u00ebn personat me aft\u00ebsi t\u00eb kufizuar gjat\u00eb daljeve mediatike dhe komunikimeve publike t\u00eb kandidat\u00ebve?<\/li>\n<\/ol>\n<p>Shpesh kandidat\u00ebt kan\u00eb takuar persona me aft\u00ebsi t\u00eb kufizuar ose vizituar qendra t\u00eb ndryshme sh\u00ebrbimi p\u00ebr personat me aft\u00ebsi t\u00eb kufizuar, por u vu re q\u00eb qasja e p\u00ebrdorur nuk ishte fuqizuese, duke mos iu referuar modelit social t\u00eb aft\u00ebsis\u00eb s\u00eb kufizuar dhe realizimit t\u00eb t\u00eb drejtave t\u00eb tyre p\u00ebrfshir\u00eb aksesueshm\u00ebrin\u00eb dhe jetes\u00ebn e pavarur.<\/p>\n<p>Nga takimet me kandidat\u00eb dhe komunikimet me partit\u00eb e ndryshme politike nga Fondacioni \u201cS\u00eb Bashku\u201d u vu re q\u00eb ata jo vet\u00ebm nuk njohin mir\u00eb problematikat e personave me aft\u00ebsi t\u00eb kufizuar, kan\u00eb munges\u00eb t\u00eb qasjes s\u00eb t\u00eb drejtave t\u00eb njeriut dhe shpesh p\u00ebrdorin qasjen e m\u00ebshir\u00ebs ndaj tyre, cka bie ndesh me p\u00ebrpjekjen e b\u00ebr\u00eb n\u00eb dekada nga L\u00ebvizja p\u00ebr t\u00eb Drejtat e personave me aftesi t\u00eb kufizuar, e cila pret nga politikb\u00ebr\u00ebsit gjith\u00ebp\u00ebrfshirje dhe mund\u00ebsi t\u00eb barabarta.<\/p>\n<p><strong>Gjuha e p\u00ebrdorur gjat\u00eb fushat\u00ebs zgjedhore<\/strong><\/p>\n<p>Gjuha e p\u00ebrdorur n\u00eb fushat\u00eb zgjedhore ka qen\u00eb nj\u00eb gjuh\u00eb fyese\/diskriminuese kundrejt personave me aft\u00ebsi t\u00eb kufizuar duke sjell\u00eb reagimin zyrtar t\u00eb shoqatave t\u00eb personave me aft\u00ebsi t\u00eb kufizuar n\u00eb Shqip\u00ebri, Avokatit t\u00eb Popullit dhe Komisionerit p\u00ebr Mbrojtjen nga Diskriminimi.
