Ky v\u00ebzhgues i besuesh\u00ebm financiar nd\u00ebrkomb\u00ebtar nuk u shpreh p\u00ebr nismat e fundit t\u00eb qeveris\u00eb n\u00eb investime me parat\u00eb e taksapaguesve tan\u00eb. N\u00eb kushte normale, tuneli i Llogaras\u00eb, hidrocentrali i Skavic\u00ebs dhe By-Pass-i(rreth-rrotullimi) i Vlor\u00ebs do t\u00eb ishin p\u00ebrsh\u00ebndetur nga t\u00eb gjith\u00eb, pse do t\u00eb ndihmonin ekonomin\u00eb ton\u00eb n\u00eb rritjen ekonomike. Ndoshta shum\u00eb m\u00eb pak do t\u00eb p\u00ebrsh\u00ebndeteshin 1.2 miliard\u00eb eurot p\u00ebr tenderin e boshtit rrugor Milot-Fier 115 km t\u00eb gjat\u00eb, t\u00eb propozuara nga nj\u00eb studim leverdishm\u00ebrie, q\u00eb ende qeveria nuk na e ka qart\u00ebsuar kush e ka b\u00ebr\u00eb. Kjo, sepse nuk kuptohet do ta paguaj\u00eb privatin qeveria jon\u00eb nga parat\u00eb e taksapaguesve, apo do t\u00eb nis\u00eb t\u00eb marr\u00eb parat\u00eb privati me rrug\u00eb t\u00eb mbaruar, kur t\u00eb fillojm\u00eb ne t\u00eb paguajm\u00eb nga 10 mij\u00eb lek\u00eb t\u00eb vjetra sa her\u00eb do ta p\u00ebrshkruajm\u00eb. Ne nuk e kemi luksin t\u00eb r\u00ebndojm\u00eb pagesat e koncesioneve dhe PPP-ve t\u00eb deritanishme (jan\u00eb 120 milion\u00eb euro n\u00eb vit), me pagesa p\u00ebr pun\u00eb t\u00eb tjera publike, t\u00eb financuara drejt p\u00ebr s\u00eb drejti nga taksat tona. Ne e kemi t\u00eb domosdoshme t\u00eb ndihmojm\u00eb sektorin ton\u00eb t\u00eb prodhimit me material porosit\u00ebsi (prodhim veshjesh dhe k\u00ebpuc\u00ebsh). Jan\u00eb 700 fabrika t\u00eb m\u00ebdha dhe t\u00eb vogla aktive n\u00eb k\u00ebt\u00eb sektor. 40 p\u00ebr qind t\u00eb eksporteve tona (jan\u00eb n\u00eb total mbi 2 miliard\u00eb euro n\u00eb vit q\u00eb eksportojm\u00eb) p\u00ebrb\u00ebhen nga produkte t\u00eb veshjeve dhe k\u00ebpuc\u00ebve. Pra, mbi 800 milion\u00eb euro n\u00eb vit. Shumica e k\u00ebtyre fabrikave prodhuese po punon sot p\u00ebr mbijetes\u00eb. Ky sektor pun\u00ebson 70 mij\u00eb veta dhe siguron ushqim p\u00ebr mbi 56 mij\u00eb familje. P\u00ebrgjegj\u00ebsia kryesore \u00ebsht\u00eb q\u00eb k\u00ebtyre familjeve t\u2019u sigurohet vendi i pun\u00ebs sot dhe n\u00eb t\u00eb ardhmen. N\u00ebse eksportet n\u00eb total te ne ran\u00eb me nj\u00eb t\u00eb tret\u00ebn n\u00eb periudh\u00ebn prill-qershor 2020, eksportet e k\u00ebtyre 700 nd\u00ebrmarrjeve ran\u00eb me 60 p\u00ebr qind. Kjo ka shkaktuar nj\u00eb humbje mbi 130 milion\u00eb euro p\u00ebr sektorin, n\u00eb stoqe t\u00eb pashitura (kontrata t\u00eb bllokuara ose t\u00eb parealizuara) dhe n\u00eb prodhim t\u00eb munguar. Ne, me parat\u00eb e Buxhetit duhet t\u00eb sigurojm\u00eb s\u00eb pari sektor\u00ebt kryesor\u00eb ku mbahemi q\u00eb p\u00ebrpunimi bujq\u00ebsor, produktet e fresk\u00ebta t\u00eb bujq\u00ebsis\u00eb p\u00ebr shitje t\u00eb brendshme dhe eksport, turizmi dhe fasoni t\u00eb vijojn\u00eb t\u00eb prodhojn\u00eb dhe sh\u00ebrbejn\u00eb. Pastaj t\u00eb shikojm\u00eb pun\u00ebt e m\u00ebdha publike. Ky vit, me borxhin publik q\u00eb mund t\u00eb arrij\u00eb 11 miliard\u00eb euro (80 p\u00ebr qind t\u00eb produktit komb\u00ebtar), nuk na jep luksin t\u00eb angazhohemi kaq fort n\u00eb investime q\u00eb arrijn\u00eb edhe 900 milion\u00eb euro s\u00eb bashku, me ekspozim t\u00eb plot\u00eb t\u00eb rrezikut q\u00eb k\u00ebto investime t\u00eb paguhen n\u00eb pjes\u00ebn m\u00eb t\u00eb madhe nga Buxheti i Shtetit.
