Nd\u00ebrsa klima e biznesit n\u00eb vend \u00ebsht\u00eb n\u00eb r\u00ebnie, Tabaku vuri n\u00eb pah problemet e qeveris\u00eb aktuale, nd\u00ebrsa prezantoi edhe planin ekonomik t\u00eb Partis\u00eb Demokratike, q\u00eb sipas saj rrit konkurrueshm\u00ebrin\u00eb e Shqip\u00ebris\u00eb n\u00eb rajon, ul informalitetin si dhe afron investitor\u00ebt e huaj.<\/p>\n

Ajo tha se PD, do t\u00eb ristrukturoj\u00eb t\u00ebr\u00ebsisht administrat\u00ebn tatimore dhe at\u00eb doganore, q\u00ebllimi i t\u00eb cilave nuk do t\u00eb jet\u00eb gjobitja e bizneseve.<\/p>\n

\u201cReformat q\u00eb ne do t\u00eb zbatojm\u00eb, do t\u00eb mund\u00ebsojn\u00eb konkurueshm\u00ebrin\u00eb, do t\u00eb zhb\u00ebjn\u00eb monopolet e d\u00ebmshme, do \u00e7lirojn\u00eb tregun nga oligarkia e padobishme p\u00ebr ekonomin\u00eb dhe do t\u00eb rrisin pun\u00ebsimin dhe t\u00eb ardhurat. Shqip\u00ebria nuk ka p\u00ebrse t\u00eb humbas\u00eb edhe m\u00eb shum\u00eb vende n\u00eb Doing Business, nuk ka p\u00ebrse t\u00eb vazhdoj\u00eb t\u00eb mbetet n\u00eb t\u00eb fundit n\u00eb rajon p\u00ebr investimet e huaja. Ne zotohemi per nj\u00eb ekonomi dinamike ku sip\u00ebrmarrjet shqiptare dhe ato t\u00eb huaja, t\u00eb jen\u00eb pjes\u00eb e tregut dhe ekonomis\u00eb son\u00eb\u201d,- tha ajo.<\/p>\n

Raportet dhe sondazhet e AMCHAM kan\u00eb qen\u00eb nj\u00eb etalon mat\u00ebs dhe vler\u00ebsim real i politikave fiskale dhe ekonomike t\u00eb qeverive.<\/p>\n

Ndaj dua t\u2019ju falenderoj edhe n\u00eb em\u00ebr t\u00eb PD e Koalicionit t\u00eb Opozit\u00ebs s\u00eb Bashkuar p\u00ebr kontributin e \u00e7muar q\u00eb ju keni dh\u00ebn\u00eb n\u00eb vendin ton\u00eb gjith\u00eb k\u00ebto vite.<\/p>\n

T\u00eb flas\u00ebsh p\u00ebr biznesin dhe ekonomin\u00eb n\u00eb Shqip\u00ebri po b\u00ebhet p\u00ebrdit\u00eb e m\u00eb shum\u00eb sfiduese. Mjafton t\u2019i hedh\u00ebsh nj\u00eb sy raporteve q\u00eb kjo Dhom\u00eb ka botuar k\u00ebto vite p\u00ebr t\u00eb kuptuar gjendjen ku ndodhemi. Dhe k\u00ebto rezultate konfirmojn\u00eb shqet\u00ebsimet tona e tuajat t\u00eb viteve t\u00eb fundit.<\/p>\n

N\u00eb k\u00ebt\u00eb sall\u00eb sikund\u00ebr jasht\u00eb saj debati \u00ebsht\u00eb mes dy p\u00ebrqasjeve t\u00eb ndryshme: do taksojm\u00eb pun\u00ebn apo do e nxisim pun\u00ebn?<\/p>\n

Do t\u00eb dor\u00ebzojm\u00eb gjith\u00e7ka n\u00eb duart e nj\u00eb shteti t\u00eb madh, burokratik dhe t\u00eb korruptuar apo do t\u2019ia mir\u00ebbesojm\u00eb tregut dhe marr\u00ebdh\u00ebnieve njer\u00ebzore?<\/p>\n

Do t\u00eb kemi nj\u00eb shtet q\u00eb angazhohet t\u00eb quaj\u00eb treg pseudo-koncesionet q\u00eb shp\u00ebrndan tek nj\u00eb grusht klient\u00ebsh dhe n\u00ebnkontraktor\u00ebt q\u00eb i paracakton n\u00eb zyrat e shtetit dhe n\u00eb darka pazar, apo do t\u00eb stimulojm\u00eb ekonomin\u00eb e lir\u00eb e konkurenc\u00ebn e ndershme?<\/p>\n

Pas 30 vite tranzicion Shqip\u00ebria nuk e ka luksin t\u00eb b\u00ebj\u00eb eksperimente e t\u00eb p\u00ebrs\u00ebris\u00eb t\u00eb nj\u00ebjtat gabime! As ne, as ju!<\/p>\n

Indeksi i sot\u00ebm i biznesit \u00ebsht\u00eb nj\u00eb baz\u00eb e fort\u00eb p\u00ebr t\u00eb kuptuar se ku \u00e7alojn\u00eb jo vet\u00ebm thithja e investimeve t\u00eb huaja por edhe ku \u00ebsht\u00eb problemi n\u00eb lidhje me sip\u00ebrmarrjen n\u00eb vend. Kemi mbajtur sh\u00ebnim dhe po finalizojm\u00eb nj\u00eb dokument, t\u00eb cilin e kemi diskutuar me shum\u00eb prej jush.<\/p>\n

Duke qen\u00eb se situata ekonomike dhe financiare n\u00eb vend, bazuar n\u00eb \u00e7do kriter mat\u00ebs dhe referues, \u00ebsht\u00eb p\u00ebrkeq\u00ebsuar n\u00eb k\u00ebto 7 vitet e fundit, ne besojm\u00eb fort se \u00ebsht\u00eb i nevojsh\u00ebm ndryshimi p\u00ebrmes nj\u00eb politik\u00eb t\u00eb re fiskale dhe rregullave se si do t\u00eb jet\u00eb raporti i sip\u00ebrmarrjes me qeverin\u00eb.<\/p>\n

Nj\u00eb qeveri e madhe, e mbushur me institucione dhe agjenci q\u00eb kan\u00eb p\u00ebrplasje dhe v\u00ebshtirsojn\u00eb jet\u00ebt e biznesit.<\/p>\n

Institucione, leje, autorizime, licenca q\u00eb i marrin dit\u00eb jete sip\u00ebrmarrjes, para edhe energji investitorit dhe q\u00eb ve\u00e7 burokracis\u00eb dhe korrupsionit nuk prodhojn\u00eb eficenc\u00eb n\u00eb treg.<\/p>\n

Nj\u00eb sistem fiskal i cili m\u00eb shum\u00eb t\u00eb shtyn t\u00eb shpenzosh par\u00e0 dhe energji p\u00ebr t\u2019iu shmangur se sa p\u00ebr t\u00eb paguar taksat.<\/p>\n

Nj\u00eb atmosfer\u00eb aspak shqiptare e mikpritjes s\u00eb t\u00eb huajve. Korrupsion dhe nj\u00eb perspektiv\u00eb negative p\u00ebr ekonomin\u00eb. Ekonomi n\u00eb kriz\u00eb dhe besim n\u00eb r\u00ebnie. K\u00ebto t\u00eb v\u00ebrteta t\u00eb dhimbshme jan\u00eb shtysa p\u00ebr rikonceptim themelor p\u00ebr t\u00eb nes\u00ebrmen: politik\u00eb e re fiskale dhe rishikim t\u00ebr\u00ebsor i m\u00ebnyr\u00ebs s\u00eb si do t\u00eb funksionoj\u00eb mar\u00ebdh\u00ebnia me biznesin.<\/p>\n

Nj\u00eb sistem eficent fiskal do t\u00eb jet\u00eb motorri i ekonomis\u00eb son\u00eb dhe karburanti i buxhetit ton\u00eb me norm\u00ebn m\u00eb t\u00eb ul\u00ebt t\u00eb taks\u00ebs n\u00eb rajon prej 9%.<\/p>\n

Taksa e shesht\u00eb do t\u00eb ndihmoj\u00eb n\u00eb luft\u00ebn kund\u00ebr informalitetit dhe korrupsioni dhe do ta b\u00ebj\u00eb k\u00ebt\u00eb sistem m\u00eb t\u00eb thjesht\u00eb dhe transprent. K\u00ebshtu kontabilist\u00ebt nuk do vrasin mendjen si t\u2019i gjejn\u00eb an\u00ebn taksave por si t\u00eb rrisin eficenc\u00ebn e kompanive ku punojn\u00eb.<\/p>\n

Jo vet\u00ebm kaq, por ajo q\u00eb ofrojm\u00eb \u00ebsht\u00eb nj\u00eb shkurtim i llojeve t\u00eb taksave n\u00ebn parimet e transparenc\u00ebs, thjesht\u00ebsis\u00eb, eficenc\u00ebs ekonomike, fleksibilitetit, p\u00ebrgjegj\u00ebsis\u00eb politike dhe paan\u00ebsis\u00eb.<\/p>\n

Boll m\u00eb me 18 taksa dhe mbi qindra licensa q\u00eb ju ngarkojn\u00eb me burokraci.<\/p>\n

Boll me ndryshimeve t\u00eb pakuptimta e tendencioze t\u00eb legjislacioni si\u00e7 ka ndodhur n\u00eb k\u00ebto 7 vite. Ku ligjet fiskale dhe sistemi tatimor i jan\u00eb kryer 150 ndryshime.<\/p>\n

Ju keni nevoj\u00eb p\u00ebr qart\u00ebsi e parashikueshm\u00ebri dhe ne kemi nevoj\u00eb p\u00ebr suksesin e sip\u00ebrmarrjes.<\/p>\n

Kjo jo vet\u00ebm p\u00ebr t\u00eb mund\u00ebsuar nj\u00eb rritje t\u00eb standartit t\u00eb jet\u00ebs s\u00eb shqiptar\u00ebve q\u00eb sot rrezikojn\u00eb nivele varf\u00ebrie si n\u00eb vitin 2005. Por, edhe p\u00ebr t\u00eb mir\u00ebpritur investimet e huaja t\u00eb cil\u00ebt jan\u00eb kthyer si uj\u00ebt e pak\u00ebt n\u00eb ekonomin\u00eb e that\u00ebsir\u00ebs q\u00eb shkret\u00ebtira progresive na ka ofruar deri m\u00eb tani.<\/p>\n

P\u00ebr muaj me radh\u00eb kam d\u00ebgjuar thirrjen e sip\u00ebrmarrjeve q\u00eb k\u00ebrkojn\u00eb m\u00eb shum\u00eb drejt\u00ebsi p\u00ebr m\u00ebnyr\u00ebn se si shkruhen politikat fiskale n\u00eb k\u00ebt\u00eb vend. P\u00ebrher\u00eb e m\u00eb pak z\u00ebri i tyre d\u00ebgjohet n\u00eb nj\u00eb vend me dhjetra institucione dhe agjenci q\u00eb paguhen nga buxheti i shtetit, p\u00ebr t\u00eb mos u dh\u00ebn\u00eb zgjidhje.<\/p>\n

P\u00ebr t\u00eb reduktuar edhe m\u00eb shum\u00eb barr\u00ebn burokratike do t\u00eb angazhohemi p\u00ebr t\u00eb ristrukturuar t\u00ebr\u00ebsisht administrat\u00ebn tatimore dhe at\u00eb doganore. Do t\u00eb jet\u00eb me eficente, m\u00eb mir\u00ebfunksionale dhe nuk do t\u00eb ket\u00eb si synim gjobitjen e sip\u00ebrmarrjes. Nuk mbahet shteti me gjoba.<\/p>\n

Vizioni yn\u00eb ekonomik p\u00ebr Shqip\u00ebrin\u00eb ngrihet mbi themelet e liris\u00eb s\u00eb sip\u00ebrmarrjes, iniciativ\u00ebs private, hapjes ndaj investitor\u00ebve t\u00eb huaj dhe qeveris\u00eb s\u00eb vog\u00ebl. Shteti duhet t\u00eb ket\u00eb rregulla t\u00eb thjeshta p\u00ebr t\u00eb gjitha nivelet dhe llojet e konkurenc\u00ebs.<\/p>\n

Beteja jon\u00eb ngrihet mbi luft\u00ebn ndaj korrupsionit duke krijuar nj\u00eb mjedis t\u00eb paqsh\u00ebm dhe d\u00ebshiruesh\u00ebm p\u00ebr biznesin. Ku burokracia e pak\u00ebt do t\u00eb ket\u00eb synim t\u00eb zgjeroj\u00eb baz\u00ebn tatimore, p\u00ebrmes incentivave dhe leht\u00ebsimit t\u00eb m\u00ebnyr\u00ebs se si do t\u00eb paguhen.<\/p>\n

Jemi t\u00eb bindur dhe t\u00eb qart\u00eb p\u00ebr at\u00eb se \u00e7far\u00eb p\u00ebrfaq\u00ebsojm\u00eb ne n\u00eb rajon, ndaj duam t\u00eb jemi nj\u00eb \u201chub\u201d ku investor\u00ebt nga vendet e partner\u00ebve strategjik t\u00eb ndjehen komod. Ne nuk do t\u00eb luftojm\u00eb vet\u00ebm p\u00ebr t\u00eb krijuar mund\u00ebsi ekonomike p\u00ebr investitor\u00ebt shqiptar\u00eb por synim dhe q\u00ebllim t\u00eb ve\u00e7ant\u00eb kan\u00eb edhe investitor\u00ebt e huaj.<\/p>\n

Partia Demokratike \u00ebsht\u00eb thell\u00ebsisht e shqet\u00ebsuar nga fakti q\u00eb Shqip\u00ebris\u00eb n\u00eb k\u00ebto 7 vite i kan\u00eb munguar investime t\u00eb huaja direkte n\u00eb fusha strategjike p\u00ebr ekonomin\u00eb e s\u00eb ardhmes. E kam ndjekur me tejet trishtim se si tregu jon\u00eb po monopolizohet apo oligarkizohet nd\u00ebrkoh\u00eb q\u00eb biznese t\u00eb r\u00ebnd\u00ebsishme t\u00eb huaja largohen nga vendi duke mos iu ofruar mund\u00ebsi.<\/p>\n

Humbja ka qen\u00eb e dyanshme.<\/p>\n

Ne jemi t\u00eb qart\u00eb q\u00eb p\u00ebr t\u00eb krijuar atmosfer\u00ebn e nevojshme p\u00ebr biznes dhe p\u00ebr t\u2019u rikthyer kompetitiv\u00eb n\u00eb rajon do t\u00eb duhet t\u00eb angazhohemi edhe n\u00eb mbrojtjen e t\u00eb drejtave t\u00eb pron\u00ebsis\u00eb, n\u00eb eliminimin e licencave dhe lejeve t\u00eb padobishme dhe p\u00ebrs\u00ebrit\u00ebse q\u00eb jan\u00eb kthyer barr\u00eb p\u00ebr biznesin.<\/p>\n

Duhet t\u00eb largojm\u00eb nga rregullat institucionale dhe praktika e p\u00ebrditshme vizitat e vazhdueshme e bezdis\u00ebse t\u00eb dhjetra inspektoriateve.<\/p>\n

Shqip\u00ebria nuk ka p\u00ebrse t\u00eb humbas\u00eb edhe m\u00eb shum\u00eb vende n\u00eb Doing Business, nuk ka p\u00ebrse t\u00eb vazhdoj\u00eb t\u00eb mbetet n\u00eb t\u00eb fundit n\u00eb rajon p\u00ebr investimet e huaja.<\/p>\n
