N\u00eb konferenc\u00ebn e organizuar n\u00eb Prishtin\u00eb nga Instituti RIDEA u tha se 62 % e qytetar\u00ebve t\u00eb Kosov\u00ebs e mb\u00ebshtesin dialogun Kosov\u00eb-Serbi. Por politikan\u00ebt pat\u00ebn dallime n\u00eb q\u00ebndrime lidhur me dialogun me Serbin\u00eb.<\/p>\n

Presidenti i Kosov\u00ebs, Hashim Tha\u00e7i tha t\u00eb m\u00ebrkur\u00ebn, se “mund t\u00eb ket\u00eb destabilizim t\u00eb rajonit, n\u00ebse nuk ka marr\u00ebveshje me Serbin\u00eb\u201d. Prandaj presidenti\u00a0 t\u00ebrhoqi\u00a0 v\u00ebrejtjen se k\u00ebt\u00eb vit duhet t\u00eb ket\u00eb marr\u00ebveshje Kosov\u00eb-Serbi, me garanci dhe zotimin e SHBA-s\u00eb. K\u00ebt\u00eb deklarat\u00eb, presidenti e b\u00ebri gjat\u00eb nj\u00eb konference, “Z\u00ebri i Popullit rreth Finales s\u00eb Madhe\u201d q\u00eb u organizua n\u00eb Prishtin\u00eb nga Instituti K\u00ebrkimor p\u00ebr \u00c7\u00ebshtje Evropiane dhe t\u00eb Zhvillimit. Ky institut prezantoi edhe nj\u00eb sondazh q\u00eb sipas organizator\u00ebve “i jep p\u00ebrgjigje disa prej dilemave kryesore q\u00eb po e karakterizojn\u00eb debatin rreth faz\u00ebs finale t\u00eb dialogut nd\u00ebrmjet Kosov\u00ebs dhe Serbis\u00eb.” Ky Institut ka organizuar t\u00eb m\u00ebrkur\u00ebn konferenc\u00ebn, “Z\u00ebri i Popullit rreth Finales s\u00eb Madhe\u201d nd\u00ebrmjet Kosov\u00ebs dhe Serbis\u00eb, duke iu referuar k\u00ebshtu procesit t\u00eb dialogut mes k\u00ebtyre dy shteteve q\u00eb nd\u00ebrmjet\u00ebsohet nga Bashkimi Evropian n\u00eb Bruksel.<\/p>\n

Ka ardhur koha p\u00ebr ta l\u00ebn\u00eb prapa armiq\u00ebsin\u00eb q\u00eb ka prodhuar tragjedi<\/strong><\/p>\n

“Mbi nj\u00eb shekull kemi pasur armiq\u00ebsi n\u00eb raportet Kosov\u00eb-Serbi. Por, tani edhe un\u00eb besoj fuqish\u00ebm n\u00eb k\u00ebt\u00eb q\u00ebndrim, se ka ardhur koha p\u00ebr ta l\u00ebn\u00eb prapa armiq\u00ebsin\u00eb q\u00eb ka prodhuar tragjedi t\u00eb nj\u00ebpasnj\u00ebshme n\u00eb Kosov\u00eb, dhe p\u00ebr ta b\u00ebr\u00eb Marr\u00ebveshjen Gjith\u00ebp\u00ebrfshir\u00ebse p\u00ebr normalizimin e marr\u00ebdh\u00ebnieve n\u00eb mes t\u00eb dy shteteve\u201d, tha presidenti Tha\u00e7i, duke e bazuar konkludimin e tij n\u00eb disa\u00a0 argumente.<\/p>\n

S\u00eb pari, presidenti Tha\u00e7i tha se opsioni i ruajtjes s\u00eb status quo-s n\u00eb raportet n\u00eb mes t\u00eb Kosov\u00ebs dhe Serbis\u00eb, i cili \u00ebsht\u00eb mb\u00ebshtetur dhe ende mb\u00ebshtetet nga disa, \u00ebsht\u00eb treguar i gabuar dhe i paq\u00ebndruesh\u00ebm.<\/p>\n

“Un\u00eb mendoj se status quo-ja nuk paraqet as vendnum\u00ebrim, por \u00ebsht\u00eb kthim prapa. N\u00eb dymb\u00ebdhjet\u00eb muajt e fundit ka p\u00ebrkeq\u00ebsim dhe regres n\u00eb raportet e Kosov\u00ebs dhe Serbis\u00eb. Nuk kam kurrfar\u00eb dyshimi q\u00eb n\u00ebse k\u00ebt\u00eb vit nuk do ta b\u00ebjm\u00eb marr\u00ebveshjen ligj\u00ebrisht detyruese n\u00eb mes t\u00eb Kosov\u00ebs dhe Serbis\u00eb, do t\u00eb hyjm\u00eb n\u00eb nj\u00eb zon\u00eb t\u00eb rrezikshme t\u00eb k\u00ebtyre raporteve, q\u00eb mund ta destabilizojn\u00eb gjith\u00eb rajonin. Kurti: Nuk duhet t\u00eb ket\u00eb korrigjim kufiri<\/strong><\/p>\n

Q\u00ebndrimet e Presidentit Tha\u00e7i u kund\u00ebrshtuan nga lideri i l\u00ebvizjes Vet\u00ebvendosja Albin Kurti, i cili vazhdon t\u00eb jet\u00eb i bindur q\u00eb nd\u00ebrmjet Kosov\u00ebs dhe Serbis\u00eb nuk duhet t\u00eb ket\u00eb korigjim kufiri. Kurti thot\u00eb se, “askush nuk ka t\u00eb drejt\u00eb t\u00eb fal\u00eb tok\u00ebn e Kosov\u00ebs\u201d.”A e dini pse qytetar\u00ebt nuk duan status-quo, sepse e kan\u00eb mendjen tek papun\u00ebsia, varf\u00ebria. Brezi i sot\u00ebm \u00ebsht\u00eb mjaft i pasigurt. Kund\u00ebrshtimi i status-quos \u00ebsht\u00eb me shum\u00eb kund\u00ebrshtim socio-ekonomik. As d\u00ebshmor\u00ebt nga varret nuk kan\u00eb t\u00eb drejt\u00eb t\u00eb falin tok\u00eb t\u00eb Kosov\u00ebs e l\u00ebre m\u00eb njer\u00ebzit e gjall\u00eb. \u00cbsht\u00eb keq q\u00eb s’ka ndodh korrigjimi me Malin e Zi, por \u00ebsht\u00eb mir\u00eb q\u00eb s’ka ndodh\u00eb korrigjimi me Serbin\u00eb si kompromis i dhimbsh\u00ebm. Por, mos t\u00eb shtiremi se s’kemi marr\u00ebveshje me Serbin\u00eb. Plot 33 marr\u00ebveshje gjat\u00eb dialogut Kosov\u00eb-Serbi kan\u00eb ndodhur\u201d, tha Albin Kurti. Sipas tij, kuvendi i Kosov\u00ebs duhet t’i\u00a0 trajtoj\u00eb k\u00ebto marr\u00ebveshje se sa jan\u00eb p\u00ebrmbushur.<\/p>\n

“Mos t\u00eb harrojm\u00eb se 33 marr\u00ebveshje Kosov\u00eb-Serbi nuk ia kan\u00eb ndryshuar mendjen as nj\u00eb vendi t\u00eb Evrop\u00ebs e as Kin\u00ebs dhe Rusis\u00eb. Prandaj nuk \u00ebsht\u00eb mir\u00eb q\u00eb t\u00eb magjepsemi p\u00ebr nj\u00eb marr\u00ebveshje t\u00eb ardhshme.\u00a0 Ne e dim\u00eb se \u00e7far\u00eb do Serbia. Kufizim me shqiptar\u00ebt, praktikisht p\u00ebrmes ndarjes\u201d, deklaroi Albin Kurti.<\/p>\n

Propozimi i Ivica Da\u00e7iq<\/strong><\/p>\n

P\u00ebr ndarje, nj\u00eb kufi nd\u00ebrmjet serb\u00ebve dhe Shqiptar\u00ebve n\u00eb fillim t\u00eb k\u00ebsaj jave foli edhe shefi i diplomacis\u00eb serbe, Ivica Daciq. Mediet n\u00eb Serbi citojn\u00eb Da\u00e7iqin t\u00eb ket\u00eb th\u00ebn\u00eb se “propozimi zyrtar i Serbis\u00eb, p\u00ebr zgjidhjen e \u00e7\u00ebshtjes s\u00eb Kosov\u00ebs \u00ebsht\u00eb ndarja e kufirit mes serb\u00ebve dhe shqiptar\u00ebve\u201d. Sipas tij, “n\u00ebse kjo ide ndonj\u00ebher\u00eb do t\u00eb jet\u00eb n\u00eb tryez\u00eb t\u00eb bisedimeve, at\u00ebher\u00eb t\u00eb dyja pal\u00ebt do t\u00eb deklarohen p\u00ebr t\u00eb\u201d.<\/p>\n

Sidoqoft\u00eb, n\u00eb konferenc\u00ebn e sotme n\u00eb Prishtin\u00eb\u00a0 “Z\u00ebri i Popullit rreth “Finales s\u00eb Madhe\u201d, nd\u00ebrmjet Kosov\u00ebs dhe Serbis\u00eb, ku mor\u00ebn pjes\u00eb shum\u00eb figura t\u00eb jet\u00ebs politike dhe\u00a0 publike e organizuar nga Instituti K\u00ebrkimor p\u00ebr \u00c7\u00ebshtje Evropiane dhe t\u00eb Zhvillimit (RIDEA), u prezantua edhe nj\u00eb \/sondazh, ku u tha se 62 p\u00ebr qind e qytetar\u00ebve mb\u00ebshtesin vazhdimin e dialogut n\u00eb formatin aktual. Labinot Graicevci, q\u00eb prezantoi hulumtimin tha se “kan\u00eb testuar tre skenar\u00eb me qytetar\u00eb duke i pyetur ata rreth marr\u00ebveshjeve t\u00eb mundshme mes Kosov\u00ebs dhe Serbis\u00eb<\/p>\n

Vet\u00ebm 16 p\u00ebr qind e qytetar\u00ebve t\u00eb Kosov\u00ebs mb\u00ebshtesin status-quon aktuale nd\u00ebrmjet Kosov\u00ebs dhe Serbis\u00eb. Skenari i dyt\u00eb ka t\u00eb b\u00ebj\u00eb me Asociacionin e komunave me shumic\u00eb serbe me kompetenca ekzekutive n\u00eb k\u00ebmbim t\u00eb njohjes defakto t\u00eb pavar\u00ebsis\u00eb s\u00eb Kosov\u00ebs nga Serbia. Vet\u00ebm 10 p\u00ebr qind e mb\u00ebshtesin k\u00ebt\u00eb skenar. Dhe skenari i tret\u00eb ka t\u00eb b\u00ebj\u00eb me korrigjimin e kufirit nd\u00ebrmjet Kosov\u00ebs dhe Serbis\u00eb n\u00eb k\u00ebmbim t\u00eb njohjes globale dhe an\u00ebtar\u00ebsimit n\u00eb OKB. Ky skenar ka hasur n\u00eb 30 p\u00ebr qind mb\u00ebshtetje nga qytetar\u00ebt e Kosov\u00ebs\u201d, tha Labinot Grei\u00e7evci, duke prezantuar hulumtimin\u00a0 e Institutit K\u00ebrkimor p\u00ebr \u00c7\u00ebshtje Evropiane dhe t\u00eb Zhvillimit (RIDEA).<\/p>\n

N\u00eb debatin p\u00ebr nj\u00eb marr\u00ebveshje finale Kosov\u00eb-Serbi, ligj\u00ebrisht t\u00eb obligueshme jan\u00eb p\u00ebrfshir\u00eb edhe vendet e QUINT-it. SHBA-ja mbajn\u00eb q\u00ebndrimin q\u00eb do t\u00eb pranojn\u00eb \u00e7do marr\u00ebveshje, p\u00ebr t\u00eb cil\u00ebn pajtohen Kosova dhe Serbia.
