P\u00ebr disa prej nesh q\u00eb kemi kaluar disa procese negociatore t\u00eb Kosov\u00ebs- si dhe p\u00ebr disa prej t\u00eb tjer\u00ebve q\u00eb kan\u00eb kaluar procese t\u00eb tjera negociatore n\u00eb kriza t\u00eb ndryshme – gjithnj\u00eb lind tundimi p\u00ebr ta identifikuar k\u00ebt\u00eb moment n\u00eb Kosov\u00eb si \u201cdi\u00e7ka ngjash\u00ebm me vitin…\u201d apo \u201cdi\u00e7ka ngjash\u00ebm me ardhjen e …. n\u00eb Kosov\u00eb\u201d. Dhe, \u00ebsht\u00eb e v\u00ebrtet\u00eb q\u00eb ndon\u00ebse \u00e7do negociat\u00eb \u00ebsht\u00eb e ndryshme prej tjetr\u00ebs, \u00e7do nj\u00ebra ka disa ligjshm\u00ebri q\u00eb e b\u00ebjn\u00eb dinamik\u00ebn e nj\u00eb procesi t\u00eb lexuesh\u00ebm p\u00ebr v\u00ebshtruesit e jasht\u00ebm. Ky proces \u00ebsht\u00eb p\u00ebrjashtim, p\u00ebr nj\u00eb arsye t\u00eb thjesht\u00eb, sepse nuk b\u00ebhet fjal\u00eb p\u00ebr nj\u00eb, por p\u00ebr dy procese. Nj\u00ebri proces negociator \u00ebsht\u00eb ai i filluar q\u00eb nga viti 2011, i nd\u00ebrmjet\u00ebsuar nga BE-ja e me autorizim t\u00eb Asambles\u00eb s\u00eb P\u00ebrgjithshme t\u00eb OKB-s\u00eb q\u00eb sot merr form\u00ebn e nd\u00ebrmjet\u00ebsimit t\u00eb t\u00eb d\u00ebrguarit t\u00eb ve\u00e7ant\u00eb evropian, M. Laj\u00e7ak. Tjetri \u00ebsht\u00eb ai q\u00eb identifikohet si \u201camerikan\u201d, por q\u00eb lidhet m\u00eb shum\u00eb me t\u00eb d\u00ebrguarin e ve\u00e7ant\u00eb t\u00eb presidentit amerikan, R.Grenell, sesa me diplomacin\u00eb tradicionale amerikane. K\u00ebto dy procese negociatore nuk jan\u00eb n\u00eb konvergjenc\u00eb p\u00ebr nga mjetet, synimet dhe dinamika. N\u00eb at\u00eb \u201cevropian\u201d synohet q\u00eb pas viteve t\u00eb stagnimit, negociatat Kosov\u00ebSerbi t\u00eb ngrihen prej zgjidhjeve parciale n\u00eb nivel t\u00eb \u201cmarr\u00ebveshjes gjith\u00ebp\u00ebrfshir\u00ebse\u201d dhe q\u00eb kjo t\u00eb b\u00ebhet mund\u00ebsisht deri n\u00eb pjes\u00ebn e par\u00eb t\u00eb vitit 2021. N\u00eb at\u00eb \u201camerikan\u201d, nd\u00ebrkaq, synohet nj\u00eb zgjidhje e shpejt\u00eb, para zgjedhjeve presidenciale amerikane n\u00eb n\u00ebntor t\u00eb k\u00ebtij viti e me synim t\u00eb shprehur p\u00ebr njohje t\u00eb nd\u00ebrsjell\u00eb t\u00eb dy shteteve. K\u00ebshtu, k\u00ebto negociata nuk kan\u00eb analogji n\u00eb t\u00eb kaluar\u00ebn, e n\u00eb mas\u00eb t\u00eb madhe as me procese t\u00eb tjera negociatore n\u00eb bot\u00eb. I vetmi p\u00ebrjashtim ndoshta mund t\u00eb jet\u00eb p\u00ebrpjekja e d\u00ebshtuar e k\u00ebsaj administrate amerikane p\u00ebrfaq\u00ebsuar nga dh\u00ebndri i presidentit q\u00eb t\u00eb arrihet nj\u00eb marr\u00ebveshje e njohjes s\u00eb nd\u00ebrsjell\u00eb mes Izraelit dhe Palestin\u00ebs. Nj\u00eb marr\u00ebveshje Kosov\u00eb-Serbi me k\u00ebmbime territoriale mund t\u00eb jet\u00eb nj\u00eb kopje e dob\u00ebt e asaj q\u00eb prodhoi dh\u00ebndri i presidentit amerikan.<\/p>\n

2.<\/strong><\/p>\n

Procesi \u201cGrenell\u201d ka koh\u00eb q\u00eb \u00ebsht\u00eb n\u00eb zhvillim e sip\u00ebr dhe tashm\u00eb ka treguar efektet e veta. N\u00eb aspektin p\u00ebrmbajtjesor \u00ebsht\u00eb nj\u00eb proces, i cili fillon nga nj\u00eb pozicion tejet i varf\u00ebr, si\u00e7 ishte marr\u00ebveshja p\u00ebr nj\u00eb \u201clet\u00ebr q\u00ebllimesh\u201d t\u00eb nj\u00eb kompanie subsidiare t\u00eb Lufthans\u00ebs t\u00eb fluturoj\u00eb mes Prishtin\u00ebs dhe Beogradit. Kjo marr\u00ebveshje e arritur me nd\u00ebrmjet\u00ebsimin e ambasadorit Grenell \u00ebsht\u00eb krejt\u00ebsisht e par\u00ebnd\u00ebsishme krahasuar edhe me ato – jo shum\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb arritura n\u00eb\u00a0 dialogun e Brukselit e megjithat\u00eb u quajt \u201chistorike\u201d n\u00eb Sht\u00ebpin\u00eb e Bardh\u00eb. Por, n\u00eb aspektin operacional, procesi \u201cGrenell\u201d u tregua jasht\u00ebzakonisht i fort\u00eb ngase arriti t\u00eb ndikoj\u00eb gjat\u00eb pandemis\u00eb n\u00eb rr\u00ebzimin e Qeveris\u00eb s\u00eb Kosov\u00ebs q\u00eb kishte shumic\u00ebn e votave shqiptare, duke ndikuar q\u00eb n\u00eb vend t\u00eb saj t\u00eb formohet nj\u00eb Qeveri me pakic\u00eb votash shqiptare dhe e varur nga Lista Serbe, forc\u00eb e kontrolluar nga presidenti i Serbis\u00eb. Kjo Qeveri e re nd\u00ebrmori si hap t\u00eb vetin t\u00eb par\u00eb heqjen e masave t\u00eb reciprocitetit me Republik\u00ebn e Serbis\u00eb. Nga aspekti\u00a0 peracional, n\u00eb \u201cprocesin Grenell\u201d Kosova hyn me nj\u00eb Qeveri me m\u00eb pak legjitimitet politik te popullata shumic\u00eb dhe me pozicion t\u00eb vet\u00ebpranuar asimetrik karshi Serbis\u00eb, pra\u00a0etidentifikohet si shtet, por jo i barabart\u00eb me Serbin\u00eb. Ky proces ka edhe disa mang\u00ebsi t\u00eb theksuara strukturore. \u00cbsht\u00eb i lidhur n\u00eb afat me fushat\u00ebn zgjedhore t\u00eb presidentit Trump, pra \u00ebsht\u00eb proces q\u00eb duhet t\u00eb prodhoj\u00eb \u00e7far\u00ebdo marr\u00ebveshje q\u00eb mund ta n\u00ebnshkruajn\u00eb pal\u00ebt e q\u00eb t\u00eb shpallet si marr\u00ebveshje historike. Meq\u00eb presidenti amerikan tashm\u00eb e ka quajtur \u201chistorike\u201d letr\u00ebn e synimit q\u00eb nj\u00eb kompani t\u00eb mbaj\u00eb fluturimin Prishtin\u00eb-Beograd, pragu i marr\u00ebveshjes eventuale \u201chistorike\u201d mes Kosov\u00ebs dhe Serbis\u00eb \u00ebsht\u00eb i ul\u00ebt. Kosova, si pal\u00eb e dob\u00ebt nga aspekti i legjitimitetit politik dhe me koncesione ende pa filluar negociatat, mund t\u2019i n\u00ebnshtrohet presionit q\u00eb t\u00eb n\u00ebnshkruaj\u00eb \u00e7far\u00ebdo q\u00eb n\u00eb fushat\u00ebn zgjedhore amerikane quhet \u201chistorike\u201d. P\u00ebr m\u00eb tep\u00ebr, n\u00eb k\u00ebt\u00eb skem\u00eb do t\u00eb hynte edhe interesi eventual i presidentit Tha\u00e7i, i cili ka shtyr\u00eb n\u00eb form\u00eb dinamike me fushat\u00eb lobuese nj\u00eb skenar t\u00eb till\u00eb, q\u00eb n\u00ebp\u00ebrmjet t\u00eb nj\u00eb \u201cmarr\u00ebveshjeje historike\u201d t\u00eb anulohej apo t\u00eb zbutej barra e madhe e akuzave t\u00eb m\u00ebdha p\u00ebr krim ndaj tij, n\u00eb mesin e t\u00eb cilave ato p\u00ebr hajni ting\u00ebllojn\u00eb si t\u00eb rendit t\u00eb dyt\u00eb.<\/p>\n

3.\u00a0<\/strong><\/p>\n

Sikur t\u00eb ishin k\u00ebto mang\u00ebsi t\u00eb pamjaftueshme, aty \u00ebsht\u00eb edhe nj\u00eb me pesh\u00eb t\u00eb jasht\u00ebzakonshme: fjala \u00ebsht\u00eb p\u00ebr nj\u00eb kriz\u00eb q\u00eb gjendet n\u00eb kontinentin evropian dhe \u00e7far\u00ebdo marr\u00ebveshje q\u00eb t\u00eb arrihet do t\u00eb implementohet n\u00eb kontinentin evropian. Administrata e tanishme amerikane \u00ebsht\u00eb e z\u00ebn\u00eb n\u00eb nj\u00eb paradoks t\u00eb brendsh\u00ebm edhe me k\u00ebt\u00eb rast: ajo k\u00ebrkon q\u00eb t\u00eb largohet sa m\u00eb shum\u00eb nga Evropa – dhe vendet e tjera t\u00eb bot\u00ebs – por nj\u00ebkoh\u00ebsisht po merret me nj\u00eb problem evropian, q\u00eb si \u00e7do problem tjet\u00ebr evropian prej\u00a0 uft\u00ebs s\u00eb Dyt\u00eb Bot\u00ebrore e k\u00ebtej, \u00ebsht\u00eb n\u00eb fakt problem Trans-atlantik, pra \u00ebsht\u00eb problem thelb\u00ebsor i siguris\u00eb s\u00eb p\u00ebrbashk\u00ebt SHBA-Evrop\u00eb. As n\u00eb rastin m\u00eb t\u00eb mir\u00eb nuk ekziston mund\u00ebsi q\u00eb t\u00eb zgjidhet nj\u00eb problem mes Kosov\u00ebs dhe Serbis\u00eb n\u00eb Sht\u00ebpin\u00eb e Bardh\u00eb e q\u00eb ky problem pastaj t\u00eb mos bartet te Bashkimi Evropian dhe NATO p\u00ebr implementim t\u00eb m\u00ebtejm\u00eb. Rrjedhimisht, nuk ekziston mund\u00ebsi reale suksesi p\u00ebr nj\u00eb marr\u00ebveshje, pa pjes\u00ebmarrjen dhe nd\u00ebrmjet\u00ebsimin e BE-s\u00eb n\u00eb at\u00eb proces. Dhe, pra, rrjedhimisht, nuk mund t\u00eb ket\u00eb sukses me dy procese paralele, at\u00eb \u201cGrenell\u201d dhe at\u00eb \u201cLaj\u00e7ak\u201d, por do unifikim t\u00eb tyre. Negociatat n\u00eb Rambouillet dhe ato n\u00eb Vjen\u00eb nuk do t\u00eb ishin t\u00eb mundura e me epilogun q\u00eb kishin po t\u00eb mos ishin vep\u00ebr e p\u00ebrbashk\u00ebt SHBA-Evrop\u00eb. Anasjelltas, negociatat e \u201clodh\u00ebta\u201d t\u00eb Brukselit q\u00eb me ndihm\u00ebn e H.Tha\u00e7it degjeneruan n\u00eb d\u00ebmtim t\u00eb shtet\u00ebsis\u00eb s\u00eb Kosov\u00ebs, ishin t\u00eb atilla edhe sepse u udh\u00ebhoq\u00ebn pa pjes\u00ebmarrjen aktive e t\u00eb nivelit t\u00eb duhur diplomatik t\u00eb SHBA-s\u00eb.<\/p>\n

4<\/strong><\/p>\n

Procesi \u201cGrenell\u201d ka gjasa t\u00eb prodhoj\u00eb fare pak sukses negociator dhe, si\u00e7 ka nisur, fare shum\u00eb polarizim t\u00eb m\u00ebtejm\u00eb t\u00eb shoq\u00ebris\u00eb kosovare. Kosova k\u00ebshtu do t\u2019i shtohej list\u00ebs s\u00eb gjat\u00eb t\u00eb polarizimeve me t\u00eb cilat njihet kjo administrat\u00eb, gjithandej bot\u00ebs dhe n\u00eb vet\u00eb SHBA-n\u00eb. Kjo megjithat\u00eb nuk e zgjidh problemin. Vendin e nj\u00eb udh\u00ebheqjeje t\u00eb dob\u00ebt amerikane nuk \u00ebsht\u00eb se po e mbush nj\u00eb udh\u00ebheqje e mir\u00eb evropiane. D\u00ebshtimi eventual i \u201cGrenellit\u201d nuk do t\u00eb thot\u00eb sukses i \u201cLaj\u00e7akut\u201d. Procesi \u201cLaj\u00e7ak\u201d ende nuk ka filluar. Kurdo t\u00eb filloj\u00eb do t\u00eb marr\u00eb form\u00ebn e rrath\u00ebve koncentrik\u00eb. Do t\u00eb merren mendimet e Prishtin\u00ebs e Beogradit, do t\u00eb merren mendimet e kryeqyteteve t\u00eb m\u00ebdha evropiane, do t\u00eb merren mendimet e shteteve an\u00ebtare t\u00eb BE-s\u00eb, do t\u00eb merret, detyrimisht, mendimi i Washingtonit. Prej atyre mendimeve do t\u00eb gatuhet brumi i par\u00eb negociator q\u00eb mund t\u00eb shkoj\u00eb duke u t\u00ebholluar p\u00ebr aq sa ka energji e interes negociator. N\u00eb k\u00ebt\u00eb pik\u00eb jemi sot. N\u00eb analogjit\u00eb eventuale negociatore, jemi n\u00eb pik\u00ebn kur po kornizohen negociatat eventuale. E k\u00ebtill\u00eb \u00e7far\u00eb \u00ebsht\u00eb sot Kosova, ka gjasa q\u00eb kjo faz\u00eb tejet e r\u00ebnd\u00ebsishme p\u00ebr t\u00eb ardhmen, t\u00eb kaloj\u00eb pa nj\u00eb mendim t\u00eb unifikuar.
