Pritshm\u00ebrit\u00eb ishin p\u00ebr ndryshim sistemi, p\u00ebr hapje listash, p\u00ebr depolitizimin e administrat\u00ebs zgjedhore, p\u00ebr votimin e emigrant\u00ebve, p\u00ebr rritjen e transparenc\u00ebs s\u00eb shpenzimeve elektorale etj. etj.<\/p>\n<p>Asnj\u00eb prej k\u00ebtyre objektivave nuk u realizua, ndaj edhe fraza \u2018u katandis kokoshi nj\u00eb thel\u00eb\u2019 ngjan se i zmadhon rezultatet. M\u00eb sakt\u00eb do t\u00eb ishte: zgjedhorja na la pend\u00ebt.<\/p>\n<p>Tanim\u00eb \u00ebsht\u00eb e sigurt se dhe n\u00eb zgjedhjet e ardhshme do jemi t\u00eb detyruar t\u00eb votojm\u00eb po k\u00ebto parti. Sistemi ekzistues dekurajon \u00e7do p\u00ebrpjekje p\u00ebr krijim partish t\u00eb reja, m\u00eb p\u00ebfaqsuese.<\/p>\n<p>E tep\u00ebrt t\u00eb thuash se p\u00ebrs\u00ebri do jemi t\u00eb detyruar t\u00eb votojm\u00eb lista dhe jo personin q\u00eb do t\u2019i delegojm\u00eb t\u00eb drejt\u00ebn ton\u00eb p\u00ebr t\u00eb marr\u00eb vendime t\u00eb interesit komun.<\/p>\n<p>Me nj\u00eb fjal\u00eb do votojm\u00eb t\u00eb p\u00ebrzgjedhurit nga kryetar\u00ebt e partive dhe pastaj do kthehemi t\u00eb b\u00ebjm\u00eb sehir gallat\u00ebn q\u00eb b\u00ebjn\u00eb n\u00eb parlament. T\u00eb dhen\u00eb pas gallat\u00ebs, do e vem\u00eb dhe s\u2019do e v\u00ebm\u00eb re bat\u00ebrdin\u00eb q\u00eb do vazhdoj\u00eb me pronat, tenderat, koncesionet.<\/p>\n<p>Ka nj\u00eb paradoks \u00e7merit\u00ebs n\u00eb gjith\u00eb k\u00ebt\u00eb loj\u00eb groteske. Fatin e shtetit dhe t\u00eb shoq\u00ebris\u00eb vazhdojm\u00eb ta lem\u00eb n\u00eb duart e dy partive e gjys\u00ebm, grupe t\u00eb mbyllura interesi q\u00eb veprojn\u00eb si bashk\u00ebsi tribale.<\/p>\n<p>T\u00eb v\u00ebna n\u00ebn thundr\u00ebn e nj\u00eb kryetari q\u00eb b\u00ebn dhe shiun dhe diellin, pa jet\u00eb t\u00eb brendshme demokratike e pa meritokraci, luftojn\u00eb e p\u00ebrpiqen p\u00ebr t\u00eb ardhur n\u00eb pushtet a, m\u00eb tro\u00e7, p\u00ebr t\u00eb shtir\u00eb n\u00eb dor\u00eb vendin me gjith\u00eb\u00e7ka q\u00eb, pastaj ta shqyejn\u00eb si pre dhe ta ndajn\u00eb mes tyre. Natyrisht edhe k\u00ebsaj here ndarja e pres\u00eb do b\u00ebhet sipas s\u00ebr\u00ebs e takatit: thelat politikan\u00ebve e oligark\u00ebve, th\u00ebrrimet militant\u00ebve, kurse popullit spektakle politike t\u00eb dala boje.<\/p>\n<p>M\u00eb shum\u00eb se parti politike k\u00ebto jan\u00eb grupe tribale t\u00eb modelit \u2018dil, gjuaj, shqyej e ndaj\u2019. Dhe k\u00ebtu shfaqet paradoksi: presim q\u00eb k\u00ebto bashk\u00ebsi tribale t\u00eb na sjellin p\u00ebrparimin dhe modernizimin e shoq\u00ebris\u00eb, demokracin\u00eb dhe shtetin e s\u00eb drejt\u00ebs.<\/p>\n<p>Shqip\u00ebrin\u00eb e kan\u00eb zen\u00eb njemij\u00eb e nj\u00eb halle, por nd\u00ebr hallet m\u00eb drobit\u00ebse duket se \u00ebsht\u00eb mbyllja e partive.
