Statistikisht, ai rrotacion v\u00ebrtetoi korrelacionin q\u00eb vihet re zakonisht n\u00eb bot\u00eb mes rrotacioneve t\u00eb pushtetit me zgjedhje dhe rritjes s\u00eb pjes\u00ebmarrjes n\u00eb to.<\/p>\n<p>Plot 200 mij\u00eb zgjedh\u00ebs m\u00eb tep\u00ebr se sa n\u00eb zgjedhjet paraardh\u00ebse mor\u00ebn pjes\u00eb n\u00eb zgjedhjet e 2013-\u00ebs n\u00eb Shqip\u00ebri. Partit\u00eb e koalicionit q\u00eb i fitoi ato zgjedhje \u2013 PS, LSI, PSD, etj. \u2013 t\u00eb cilat mor\u00ebn 205 mij\u00eb vota m\u00eb shum\u00eb se sa n\u00eb zgjedhjet paraardh\u00ebse (shihni grafikun shoq\u00ebrues).<\/p>\n<p>Ishte pik\u00ebrisht nj\u00eb dallg\u00eb e till\u00eb elektorale q\u00eb shfaktorizoi avantazhe paraprake t\u00eb partive q\u00eb ishin at\u00ebher\u00eb n\u00eb pushtet, si zot\u00ebrimi i KQZ-s\u00eb, policis\u00eb, gard\u00ebs, gjykatave, administrat\u00ebs etj. Edhe pse shum\u00eb kuti votimi u hap\u00ebn pas zgjedhjeve e u rinum\u00ebruan (gj\u00eb q\u00eb nuk kishte ndodhur n\u00eb zgjedhjet paraardh\u00ebse), rezultati nuk ndryshoi dot \u2013 koalicioni opozitar fitoi 84 mandate.<\/p>\n<p>Nuk \u00ebsht\u00eb b\u00ebr\u00eb ndonj\u00ebher\u00eb nj\u00eb analiz\u00eb e thell\u00eb e fator\u00ebve q\u00eb soll\u00ebn at\u00eb rritje t\u00eb numrit t\u00eb pjesmarr\u00ebsve n\u00eb zgjedhje, n\u00eb sintoni me rritjen e votave p\u00ebr partit\u00eb fitimtare, por mund t\u00eb thuhet se nj\u00eb nd\u00ebrrthurje e pak\u00ebnaq\u00ebsis\u00eb ndaj tet\u00eb viteve t\u00eb qeverisjes me shpres\u00ebn se partit\u00eb opozitare do t\u00eb sillnin nj\u00eb p\u00ebrmirsim t\u00eb ndjesh\u00ebm t\u00eb gjendjes ekonomike ishte n\u00eb themel t\u00eb asaj dallge.<\/p>\n<p>N\u00eb zgjedhjet e 3013-\u00ebs, vet\u00ebm 15% e banor\u00ebve t\u00eb rritur (rreth 400 mij\u00eb) nuk mor\u00ebn pjes\u00eb n\u00eb votim. Por ndryshe ndodhi kat\u00ebr vjet m\u00eb von\u00eb , m\u00eb 2017, kur plot 25% e banor\u00ebve t\u00eb rritur (rreth 550 mij\u00eb) nuk mor\u00ebn pjes\u00eb n\u00eb votim. Dhe rrotacion nuk pat\u00ebm n\u00eb 2017-\u00ebn\u2026<\/p>\n<p>Nga nj\u00eb sondazh q\u00eb zhvillova para nj\u00eb muaji, rezultonte se rreth 35% (me ekstrapolim, rreth 750 mij\u00eb banor\u00eb t\u00eb rritur) nuk ishin gati t\u00eb votonin p\u00ebr asnj\u00ebr\u00ebn nga partit\u00eb ekzistuese n\u00eb muajin prill (n\u00ebse do t\u00eb kishim patur zgjedhje t\u00eb parakoh\u00ebshme). E pra, ky \u00ebsht\u00eb rezervuari i votave, ku partit\u00eb opozitare mun t\u00eb gjejn\u00eb karburantin p\u00ebr t\u00eb ardhur n\u00eb pushtet. Sikur t\u00eb thihthin vet\u00ebm gjysm\u00ebn e tyre, nuk ka \u00e7far\u00eb t\u2019u b\u00ebj\u00eb asnj\u00eb qeveri, polici, gard\u00eb, gjykat\u00eb apo administrat\u00eb.
