Opozita n\u00eb Shqip\u00ebri k\u00ebrkoi t\u00eb h\u00ebn\u00ebn (18.02.2019) largimin e kryeministrit Edi Rama dhe zgjedhje t\u00eb parakohshme parlamentare. K\u00ebrkesa erdhi menj\u00ebher\u00eb pas vendimit t\u00eb saj p\u00ebr t\u00eb djegur mandatet parlamentare, t\u00eb propozuar nga lideri i Partis\u00eb Demkokratike (PD, Lulzim Basha dhe mb\u00ebshtetur nga partit\u00eb e tjera opozitare. Ajo publikohet pas protest\u00ebn masive t\u00eb 16 shkurtit kur opozita nuk ia doli mban\u00eb t\u00eb largoj\u00eb kryeministrin Rama dhe t\u00eb rr\u00ebzoj\u00eb qeverin\u00eb e tij. Lideri i PD, Lulzim Basha, i cil\u00ebsoi Parlamentin aktual si \u201et\u00eb dal\u00eb me votat e krimit dhe mafias n\u00eb zgjedhjet e manipuluara t\u00eb 25 qershorit 2017\u2033 dhe vendimin e dor\u00ebzimit t\u00eb mandateve parlamentare t\u00eb opozit\u00ebs n\u00eb k\u00ebt\u00eb parlament n\u00eb funksion \u201et\u00eb zgjidhjes politike t\u00eb ofruar nga opozita p\u00ebr nj\u00eb qeveri tranzitore, t\u00eb gatshme p\u00ebr t\u00eb nd\u00ebrmarr\u00eb t\u00eb gjitha hapat e nevojsh\u00ebm, q\u00eb do t\u00eb garantojn\u00eb zgjedhje t\u00eb lira dhe t\u00eb ndershme dhe zhbllokimin e procesit t\u00eb integrimit europian t\u00eb Shqip\u00ebris\u00eb, hapjes s\u00eb negociatave me Bashkimin Europian, p\u00ebrmes zgjedhjeve t\u00eb lira dhe t\u00eb ndershme t\u00eb parakohshme parlamentare\u201d.<\/p>\n

Parlamenti \u00ebsht\u00eb baza e \u00e7do demokracie europiane, \u00ebsht\u00eb vendi ku debatet p\u00ebr reformat dhe zhvillimet p\u00ebrkat\u00ebse duhet t\u00eb diskutohen dhe jo t\u00eb bojkotohen. Presim q\u00eb qeveria dhe opozita t\u00eb angazhohen n\u00eb diskutime konstruktive me q\u00ebllim tejkalimin e situat\u00ebs aktuale politike\u201d, theksoi Maja Kocijan\u00e7i\u00e7, t\u00eb h\u00ebn\u00ebn, n\u00eb nj\u00eb deklarat\u00eb p\u00ebr Agjesin\u00eb Telegrafike Shqiptare.<\/p>\n

A \u00ebsht\u00eb vendimi i opozit\u00ebs \u201enj\u00eb \u04abad\u00ebr n\u00eb form\u00eb bojkoti\u201d?<\/strong><\/p>\n

Por situata politike \u00ebsht\u00eb shum\u00eb e r\u00ebnduar p\u00ebr t\u00eb realizuar shpejt pritshm\u00ebrit\u00eb e Komisionit Evropian per dialog qeveri-opozit\u00eb. Vendimi i opozit\u00ebs \u00ebsht\u00eb i paprecedent\u00eb n\u00eb historin\u00eb e demokracis\u00eb post-komuniste n\u00eb Shqip\u00ebri dhe q\u00eb flet sesa e pakonsoliduar shfaqet ajo. Maxhoranca u shfaq t\u00eb h\u00ebn\u00ebn e pashqet\u00ebsuar nga vendimi i opozit\u00ebs p\u00ebr t\u00eb dor\u00ebzuar mandatet aktuale parlamentare. Kryeministri Rama n\u00eb mbledhjen e grupit parlamentar t\u00eb PS k\u00ebrkoi \u201e fokusimin n\u00eb p\u00ebrgatitjen e zgjedhjeve lokale\u201d t\u00eb parashikuara p\u00ebr t\u2019u zhvilluar pas 4 muajsh, n\u00eb qershor. Ai e cil\u00ebsoi vendimin e opozit\u00ebs \u201eblof, nj\u00eb \u00e7ad\u00ebr n\u00eb forme bojkoti para zgjedhjeve te qershorit\u201d duke risjell\u00eb n\u00eb kujtes\u00eb precedentin e opozit\u00ebs n\u00eb zgjedhjet parlamentare t\u00eb qershorit 2017, kur pas protest\u00ebs 3 mujore t\u00eb opozit\u00ebs n\u00eb \u04abadr\u00ebn e ngritur p\u00ebrball\u00eb kryeministris\u00eb, p\u00ebr t\u00eb k\u00ebrkuar garantimin e zgjedhjeve t\u00eb lira dhe t\u00eb ndershme, PD u fut n\u00eb zgjedhje n\u00eb minut\u00ebn e fundit, pas marrveshjes Rama-Basha dhe marrjes s\u00eb posteve qeveritare n\u00eb qeverin\u00eb e drejtuar po nga Rama, si nj\u00eb formul\u00eb e dakort\u00ebsuar e kontributit t\u00eb opozit\u00ebs p\u00ebr t\u00eb garantuar q\u00eb zgjedhjet parlamentare t\u00eb qershorit 2017 t\u00eb ishin t\u00eb lira dhe t\u00eb ndershme. Analist\u00ebt e pavarur n\u00eb Tiran\u00eb, nisur nga precedenti i marrveshjes Rama-Basha, q\u00eb futi PD n\u00eb zgjedhjet e 2017,\u00a0 ngren\u00eb pik\u00ebpyetje n\u00ebse pas vendimit t\u00eb\u00a0 heqjes dor\u00eb nga mandatet parlamentare fshihet p\u00ebrs\u00ebri nj\u00eb \u201epazar\u201d.<\/p>\n

Cil\u00ebt jan\u00eb skenar\u00ebt e mundsh\u00ebm pas vendimit t\u00eb opozit\u00ebs?<\/strong><\/p>\n

\"Albanien,<\/a><\/div>\n

T\u00eb dor\u00ebzosh mandatin e deputetit nuk \u00ebsht\u00eb e thjesht\u00eb nga pikpamja proceduriale. Burime zyrtare nga Komisioni Q\u00ebndror i Zgjedhjeve (KQZ) than\u00eb p\u00ebr DW se kjo b\u00ebhet n\u00eb k\u00ebt\u00eb komision n\u00eb m\u00ebnyr\u00eb individuale dhe jo \u201een block\u201d n\u00eb baz\u00eb t\u00eb Kodit Zgjedhor. Pas procedur\u00ebs s\u00eb dor\u00ebzimit t\u00eb mandatit\u00a0 KQZ shikon z\u00ebvend\u00ebsimin e deputet\u00ebve q\u00eb lan\u00eb mandatin me kandidat\u00ebt q\u00eb nuk fituan n\u00eb zgjedhjet parlamentare t\u00eb qershorit 2017. Lista e PD rezulton t\u00eb jet\u00eb m\u00eb 194 kandidat\u00eb, nga t\u00eb cil\u00ebt fituan vet\u00ebm 43, q\u00eb do t\u00eb thot\u00eb se ka 151 kandidat\u00eb q\u00eb mund t\u00eb z\u00ebvend\u00ebsojn\u00eb 43 t\u00eb ikurit potencial\u00eb. Kodi Zgjedhor parashikon q\u00eb n\u00ebse asnj\u00eb prej tyre nuk pranon mandatin duke iu bindur vendimit t\u00eb PD, at\u00ebhere 43 deputet\u00ebt opozitar\u00eb z\u00ebvend\u00ebsohen me kandidat\u00eb nga lista e PS. Por ky skenar nxjerr problem cil\u00ebsin\u00eb e qeverisjes, q\u00eb ulet ndjesh\u00ebm n\u00eb nj\u00eb parlament ku opozita ose nuk p\u00ebrfaq\u00ebsohet ose p\u00ebrfaq\u00ebsohet fare dob\u00ebt.<\/p>\n
