Kjo jav\u00eb p\u00ebrfaq\u00ebson nj\u00eb fushat\u00eb globale p\u00ebr t\u00eb rritur nd\u00ebrgjegj\u00ebsimin mbi r\u00ebnd\u00ebsin\u00eb e edukimit dhe mbrojtjes s\u00eb investuesve. N\u00eb t\u00eb gjashta kontinentet u zhvilluan nj\u00eb larmi aktivitetesh, duke p\u00ebrfshir\u00eb komunikimet dhe sh\u00ebrbimet e p\u00ebrqendruara tek investuesit, rritjen e nd\u00ebrgjegj\u00ebsimit p\u00ebr iniciativat e edukimit t\u00eb investuesve, n\u00ebp\u00ebrmjet organizimit t\u00eb nj\u00eb s\u00ebr\u00eb seminaresh dhe konferencash njoh\u00ebse. Tek ne, Autoriteti i Mbik\u00ebqyrjes Financiare (AMF) zhvilloi m\u00eb 30 shtator nj\u00eb seminar njoh\u00ebs n\u00eb mjediset e Dhom\u00ebs s\u00eb Tregtis\u00eb dhe Industris\u00eb s\u00eb Tiran\u00ebs, me shoqatat profesionale t\u00eb fush\u00ebs. N\u00eb 2 tetor me student\u00eb dhe pedagog\u00eb t\u00eb Universitetit t\u00eb Tiran\u00ebs, Fakulteti i Ekonomis\u00eb, nd\u00ebrsa n\u00eb dy dit\u00ebt n\u00eb vijim me pedagog\u00eb dhe nx\u00ebn\u00ebs s\u00eb shkoll\u00ebs s\u00eb mesme Teknike Ekonomike, Tiran\u00eb dhe shkoll\u00ebs se mesme \u201cKristo Isak\u201d n\u00eb Berat. Po pse kan\u00eb r\u00ebnd\u00ebsi p\u00ebr t\u00eb gjith\u00eb ne qytetar\u00ebt k\u00ebto takime-filiza t\u00eb informacionit dobiprur\u00ebs financiar jobankar? Sepse jan\u00eb me dhjet\u00ebra-mij\u00ebra qytetar\u00eb, q\u00eb blejn\u00eb obligacione dhe bono thesari t\u00eb Shtetit Shqiptar. Ky treg deri tani p\u00ebr vet\u00ebm k\u00ebt\u00eb vit ka kapur shifr\u00ebn 821 milion\u00eb dollar\u00eb. Jan\u00eb pra me dhjet\u00ebra milion\u00eb euro t\u00eb qytetar\u00ebve t\u00eb investuara n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb. Qytetari \u00ebsht\u00eb i sigurt, pse rreziku \u00ebsht\u00eb gati zero (qeveria dhe shteti gati nuk falimentojn\u00eb kurr\u00eb). Nd\u00ebrkoh\u00eb, fondet e investimit dhe ato t\u00eb pensioneve private, po t\u00eb zhvillohen si duhet edhe tek ne, mund t\u00eb jen\u00eb motor\u00ebt tan\u00eb t\u00eb munguar t\u00eb zhvillimit ekonomik. Po si? N\u00eb t\u00eb gjith\u00eb bot\u00ebn e zhvilluar, edhe tek ekonomit\u00eb e rajonit ton\u00eb t\u00eb ngjashme me ne, funksionojn\u00eb tregjet e kapitalit. Vet\u00ebm tek ne jo. Ose jan\u00eb ende n\u00eb pelena.<\/p>\n<p>K\u00ebshtu, nd\u00ebrsa n\u00eb tregun e par\u00eb(primar) t\u00eb letrave me vler\u00eb, pjes\u00ebmarrja e bankave tregtare dhe e qytetar\u00ebve \u00ebsht\u00eb e mir\u00eb, pjes\u00ebmarrja e kompanive tona t\u00eb konsoliduara (t\u00eb quajtura ndryshe edhe korporata) n\u00eb tregun e titujve (letrave me vler\u00eb) \u00ebsht\u00eb tejet e ul\u00ebt. Nd\u00ebrkoh\u00eb q\u00eb paraja kart\u00ebmonedh\u00eb (e quajtur likuiditet) \u00ebsht\u00eb e mjaftueshme p\u00ebr t\u00eb mund\u00ebsuar financim t\u00eb titujve korporativ\u00eb tek ne. Po pse duhet zhvillimi i nj\u00eb tregu t\u00eb till\u00eb? Sepse sot kompanit\u00eb shqiptare vuajn\u00eb nga mungesa e paras\u00eb kart\u00ebmonedh\u00eb dhe nj\u00eb mjet i mir\u00eb financimi do t\u00eb ishte pik\u00ebrisht investimi me tituj korporative (letra me vler\u00eb p\u00ebr kapitalet e kompanive t\u00eb konsoliduara. Emetimi i titujve t\u00eb kapitalit nga biznesi i konsoliduar do t\u00eb p\u00ebrmir\u00ebsonte raportin borxh-kapital te sip\u00ebrmarrjet shqiptare. Ai do t\u00eb mund\u00ebsonte financimin e planeve t\u00eb zgjerimit t\u00eb kompanive, n\u00eb kushtet kur kredia bankare ka nj\u00eb kosto t\u00eb lart\u00eb.<\/p>\n<div id=\"videoad\"><\/div>\n<div id=\"pa_1x1_psbk_1574579289104\"><\/div>\n<p>Do t\u00eb rriteshin transparenca e aktivitetit t\u00eb biznesit t\u00eb financuar n\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, si dhe standardet e drejtimit t\u00eb biznesit. Ende vendimmarrja ekonomike qeveritare ka nj\u00eb moskuptim, p\u00ebr rrjedhoj\u00eb edhe v\u00ebmendje t\u00eb pakt\u00eb ndaj \u201cmotor\u00ebve\u201d ekonomik\u00eb, q\u00eb \u201cfsheh\u201d tregu financiar jobankar tek ne. P\u00ebr t\u00eb nxitur k\u00ebt\u00eb treg, AMF, Autoriteti i Mbik\u00ebqyrjes Financiare ka marr\u00eb nism\u00ebn e ndryshimeve t\u00eb r\u00ebnd\u00ebsishme ligjore dhe rregullatore. Me asistenc\u00ebn e ekspert\u00ebve t\u00eb Bank\u00ebs Bot\u00ebrore ka hartuar projektligjin \u201cP\u00ebr Sip\u00ebrmarrjet e Investimeve Kolektive\u201d dhe projektligjin \u201cP\u00ebr Tregjet e Kapitalit\u201d. T\u00eb dyja k\u00ebto projektligje jan\u00eb depozituar te Ministria e Financave dhe kan\u00eb kaluar tashm\u00eb procesin e konsultimit publik. I takon Kuvendit t\u2019i shqyrtoj\u00eb dhe miratoj\u00eb, pasi synojn\u00eb rregullimin m\u00eb t\u00eb mir\u00eb t\u00eb tregjeve financiare te ne dhe harmonizimin me direktivat e Bashkimit Europian, t\u00eb tilla si direktivat \u201cUCITS IV\u201d, \u201cAIFMD\u201d, \u201cMIFID 2\u201d etj. Ato sigurojn\u00eb mbrojtje m\u00eb t\u00eb mir\u00eb t\u00eb investuesit dhe kompetenca shtes\u00eb t\u00eb AMF, n\u00eb drejtim t\u00eb parandalimit t\u00eb pastrimit t\u00eb parave dhe Financimit t\u00eb Terrorizmit. Me k\u00ebto dy ligje t\u00eb reja, me rritjen e v\u00ebmendjes s\u00eb politik\u00ebs dhe vendimmarr\u00ebsve ekonomik\u00eb qeveritar\u00eb ndaj tregut t\u00eb fondeve t\u00eb investimeve dhe pensioneve private, ekonomia jon\u00eb do t\u00eb p\u00ebrfitonte n\u00eb shp\u00ebrndarje m\u00eb t\u00eb mir\u00eb t\u00eb burimeve t\u00eb financimit, n\u00eb hap\u00ebsira t\u00eb reja investimi, n\u00eb nj\u00eb administrim m\u00eb t\u00eb mir\u00eb t\u00eb rrezikut dhe tek e fundit, n\u00eb nj\u00eb rritje m\u00eb t\u00eb ndjeshme ekonomike.<\/p>\n<p>Sa kemi nevoj\u00eb p\u00ebr k\u00ebt\u00eb p\u00ebrshpejtim t\u00eb rritjes tani, q\u00eb n\u00eb k\u00ebto n\u00ebnt\u00eb muajt e par\u00eb t\u00eb vitit kemi siguruar pak m\u00eb shum\u00eb se vet\u00ebm gjysm\u00ebn e rritjes ekonomike t\u00eb parashikuar, 2.6 p\u00ebr qind nga 4 p\u00ebr qind! \u00c7do lek apo euro e investuar n\u00eb tregjet financiare jobankare mund t\u00eb rris\u00eb vler\u00ebn dhe p\u00ebrdorimin e tij deri n\u00eb shum\u00ebfishim, \u00e7ka nuk mund t\u00eb ndodh\u00eb n\u00eb tregje t\u00eb tjera. Sigurisht q\u00eb duke investuar n\u00eb k\u00ebto tregje, p\u00ebrballesh me nj\u00eb nivel disi m\u00eb t\u00eb rritur t\u00eb riskut. P\u00ebr k\u00ebt\u00eb, AMF-ja ka nj\u00eb platform\u00eb t\u00eb kushtuar \u2018online\u2019 p\u00ebr ankesat e investitor\u00ebve. Autoriteti vet\u00eb shfaq her\u00eb pas here paralajm\u00ebrimet e tij mbi rreziqet n\u00eb tregjet q\u00eb mbik\u00ebqyr, apo paralajm\u00ebrimet e ESMA-s (Autoritetit t\u00eb Bashkimit Evropian p\u00ebr Tregjet e Letrave me Vler\u00eb dhe t\u00eb Kapitalit), si dhe t\u00eb IOSCO-s (Organizat\u00ebs Nd\u00ebrkomb\u00ebtare t\u00eb Komisioneve t\u00eb Letrave me Vler\u00eb).
