Kushti i Prishtin\u00ebs<\/strong><\/p>\n

Prej disa dit\u00ebsh grupi negociator i Kosov\u00ebs punoi p\u00ebr hartimin e nj\u00eb platforme p\u00ebr bisedime, t\u00eb cil\u00ebn e ka finalizuar nd\u00ebrkoh\u00eb. P\u00ebr k\u00ebt\u00eb platform\u00eb jan\u00eb pajtuar edhe tre udh\u00ebheq\u00ebsit m\u00eb t\u00eb lart\u00eb t\u00eb shtetit, Presidenti Tha\u00e7i, kryetari i kuvendit Veseli dhe kryeministri Haradinaj, por jo partit\u00eb opozitare. Prishtina zyrtare n\u00eb platform\u00ebn e saj ka v\u00ebn\u00eb nj\u00eb kusht p\u00ebr t’u p\u00ebrfshir\u00eb n\u00eb dialogun p\u00ebr marr\u00ebveshjen finale me Serbin\u00eb. Kushti i saj \u00ebsht\u00eb q\u00eb p\u00ebrpara se t\u00eb ulet n\u00eb tryez\u00ebn e bisedimeve n\u00eb Bruksel, “do zotimin paraprak t\u00eb delegacionit serb se e ka autoritetin q\u00eb t\u00eb bjer\u00eb dakord p\u00ebr njohjen e shtetit t\u00eb Kosov\u00ebs\u201d. Platforma e Prishtin\u00ebs me 11 parime paraqet edhe q\u00ebndrimin zyrtar t\u00eb shtetit t\u00eb Kosov\u00ebs p\u00ebr dialogun, ku thuhet se “marr\u00ebveshja p\u00ebrfundimtare, gjith\u00ebp\u00ebrfshir\u00ebse dhe ligj\u00ebrisht e detyrueshme duhet t\u0451 jet\u00eb e qart\u00eb dhe pa dykuptim\u00ebsi\u201d.<\/p>\n

Pikat e platform\u00ebs s\u00eb dialogut<\/strong><\/p>\n

Parimi 1 i platform\u00ebs, q\u00eb u publikua\u00a0 n\u00eb Prishtin\u00eb thekson se “q\u00ebllimi kryesor i Republik\u00ebs s\u00eb Kosov\u00ebs \u00ebsht\u00eb q\u00eb nga Republika e Serbis\u00eb t\u00eb siguroj\u00eb njohjen dhe pranimin e qart\u00eb t\u00eb sovranitetit t\u00eb Kosov\u00ebs, si shtet i pavarur, me zotime ligj\u00ebrisht t\u00eb detyrueshme\u201d, duke vazhduar m\u00eb tej se “nuk do t\u00eb ket\u00eb marr\u00ebveshje p\u00ebr asgj\u00eb deri sa t\u00eb mos ket\u00eb marr\u00ebveshje p\u00ebr gjith\u00e7ka\u201d.<\/p>\n

“Kushtetuta e Kosov\u00ebs, e cila ka p\u0451rfshir\u0451 obligimet e dala nga Plani i Ahtisarit nuk \u00ebsht\u00eb e hapur p\u00ebr negociim\u201d, prandaj objektivat politike t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs n\u00eb procesin e dialogut synojn\u00eb zgjidhjen e t\u00eb gjitha \u00e7\u00ebshtjeve t\u00eb hapura me Republik\u00ebn e Serbis\u00eb, duke p\u00ebrfshir\u00eb:<\/p>\n

(a) heqjen e t\u00eb gjitha pengesave t\u00eb mbetura ndaj ushtrimit t\u00eb pavarur t\u00eb kompetencave sovrane t\u00eb qeverisjes, n\u00eb p\u00ebrputhje me parimet e mos-intervenimit dhe mos-nd\u00ebrhyrjes;<\/em><\/p>\n

(b) avancimin e t\u00eb drejtave t\u00eb komunitetit shqiptar q\u00eb jetojn\u00eb n\u00eb Republik\u00ebn e Serbis\u00eb, n\u00eb reciprocitet t\u00eb plot\u00eb me komunitetin serb n\u00eb Republik\u00ebn e Kosov\u00ebs;<\/em><\/p>\n

(c) promovimin e respektimin nga t\u00eb gjitha pal\u00ebt e s\u00eb drejt\u00ebs nd\u00ebrkomb\u00ebtare p\u00ebr t\u00eb drejtat e njeriut dhe refugjat\u00ebt, s\u00eb bashku me standardet p\u00ebrkat\u00ebse nd\u00ebrkomb\u00ebtare t\u00eb qeverisjes demokratike, llogaridh\u00ebn\u00ebse dhe transparente;<\/em><\/p>\n

(d) krijimin e mekanizmave t\u00eb p\u00ebrshtatsh\u00ebm p\u00ebr t\u00eb adresuar krimet e luft\u00ebs, shkeljet e t\u00eb drejtave t\u00eb njeriut dhe drejt\u00ebs humanitare, p\u00ebrfshir\u00eb zbardhjen e fatit t\u0451 t\u0451 pagjeturve, si dhe reparacionin.<\/em><\/p>\n

N\u00eb platform\u00eb m\u00eb tej theksohet, se “\u00e7do marr\u00ebveshje p\u00ebrfundimtare duhet t\u00eb jet\u00eb plot\u00ebsisht n\u00eb p\u00ebrputhje me Kushtetut\u00ebn e Republik\u00ebs s\u00eb Kosov\u00ebs, e cila parasheh q\u00eb “sovraniteti dhe integriteti territorial i Republik\u00ebs s\u00eb Kosov\u00ebs \u00ebsht\u00eb i pac\u00ebnuesh\u00ebm, i patjet\u00ebrsuesh\u00ebm dhe i pandash\u00ebm dhe mbrohet me t\u00eb gjitha mjetet e p\u00ebrcaktuara me k\u00ebt\u00eb Kushtetut\u00eb dhe me ligj\u201d. N\u00eb fund t\u00eb platform\u00ebs thuhet se “P\u0451r Republik\u00ebn e Kosov\u00ebs marr\u00ebveshja p\u00ebrfundimtare, ligj\u00ebrisht e detyrueshme hyn n\u0451 fuqi, vet\u0451m pas plot\u00ebsimit t\u00eb kushteve n\u0451 vijim a) q\u00eb Serbia e ka njohur Kosov\u00ebn si shtet t\u00eb pavarur dhe sovran, b) referendumi p\u00ebr marr\u00ebveshjen \u0451sht\u0451 mbajtur n\u0451 Kosov\u00eb, dhe c) marr\u00ebveshja \u0451sht\u0451 ratifikuar nga Kuvendet e t\u0451 dyja shteteve.<\/p>\n

Reagimi i opozit\u00ebs<\/strong><\/p>\n

Partit\u00eb politike opozitare Lidhja Demokratike e Kosov\u00ebs dhe L\u00ebvizja Vet\u00ebvendosje, vazhdimisht e kund\u00ebrshtojn\u00eb ekipin ngociator t\u00eb Kosov\u00ebs, duke e cil\u00ebsuar si nj\u00eb “delegacion jolegjitim\u201d, si\u00e7 thon\u00eb pa mb\u00ebshtetjen e shumic\u00ebs. Ato k\u00ebrkojn\u00eb q\u00eb vendi t\u00eb shkoj\u00eb n\u00eb zgjedhje t\u00eb jasht\u00ebzakonshme dhe pas k\u00ebsaj, qeveria e re ta ket\u00eb legjitimitetin e dialogut me Serbin\u00eb.<\/p>\n

\"Kosovo<\/a><\/div>\n

Lideri i LDK-s\u00eb, Isa Mustafa, n\u00eb nj\u00eb postim n\u00eb profilin e tij, thot\u00eb se “LDK, \u00ebsht\u00eb kund\u00ebr ndryshimit t\u00eb kufijve t\u00eb Kosov\u00ebs\u201d, duke shtuar se “hapja e dialogut p\u00ebr kufijt\u00eb, \u00ebsht\u00eb vetagresion ndaj shtetit dhe territorit t\u00eb vendit. Kufijt\u00eb e Kosov\u00ebs jan\u00eb t\u00eb papreksh\u00ebm dhe se dialogu p\u00ebr kufijt\u00eb \u00ebsht\u00eb i ndaluar\u201d, shkruan Mustafa. Ky reagim i LDK-s\u00eb dhe kreut t\u00eb saj \u00ebsht\u00eb nxitur nga deklarimet e m\u00ebhershme t\u00eb Presidentit t\u00eb Kosov\u00ebs Hashim Tha\u00e7i, i cili ka th\u00ebn\u00eb se “n\u00eb marr\u00ebveshjen p\u00ebrfundimtare gjith\u00ebp\u00ebrfshir\u00ebse nd\u00ebrmjet Kosov\u00ebs dhe Serbis\u00eb mund t\u00eb jet\u00eb edhe korrigjimi i kufijve mes dy vendeve\u201d. Jav\u00ebn e kaluar gjat\u00eb nj\u00eb vizite n\u00eb SHBA, presidenti Tha\u00e7i\u00a0 tha se “nj\u00eb nga pikat do t\u00eb jet\u00eb edhe demarkimi i kufirit n\u00eb mes t\u00eb Kosov\u00ebs dhe Serbis\u00eb. Kjo \u00ebsht\u00eb mund\u00ebsi p\u00ebr t\u00eb korrigjuar kufirin edhe n\u00eb veri t\u00eb Kosov\u00ebs, edhe n\u00eb jug t\u00eb Serbis\u00eb.\u201d<\/p>\n

Serbia: Nuk ka dialog pa heqjen e taks\u00ebs<\/strong><\/p>\n

Megjith\u00eb p\u00ebrpjekjet e Prishtin\u00ebs zyrtare q\u00eb t\u00eb flas\u00eb me nj\u00eb z\u00eb p\u00ebr dialogun me Serbin\u00eb, kjo e fundit sipas Presidentit Aleksand\u00ebr Vu\u00e7iq, “nuk rifillon dialog me Kosov\u00ebn, p\u00ebrderisa Prishtina nuk e heq taks\u00ebn\u00a0 ndaj prodhimeve t\u00eb Serbis\u00eb\u201d. E heqjen e taks\u00ebs po e k\u00ebrkon edhe BE-ja dhe SHBA. Madje tre zyrtar\u00eb t\u00eb lart\u00eb t\u00eb administrat\u00ebs s\u00eb SHBA-s\u00eb, Mathe\u00eb Palmer, z\u00ebvend\u00ebs asistenti i Sekretarit t\u00eb shtetit, Laura Cooper z\u00ebvend\u00ebs assistentja e sekretarit t\u00eb mbrojtjes, dhe z\u00ebvend\u00ebs drejtori p\u00ebr \u00e7\u00ebshtje t\u00eb Evrop\u00ebs n\u00eb k\u00ebshillin e siguris\u00eb komb\u00ebtare, John Erath, d\u00ebrguan nj\u00eb let\u00ebr n\u00eb Prishtin\u00eb ku shprehet shqet\u00ebsimi i SHBA-s\u00eb, q\u00eb qeveria e Kosov\u00ebs po e refuzon k\u00ebshill\u00ebn amerikane q\u00eb ta pezulloj\u00eb taks\u00ebn ndaj produkteve t\u00eb Serbis\u00eb n\u00eb m\u00ebnyr\u00eb q\u00eb t’i hapet rruga dialogut Kosov\u00eb-Serbi.<\/p>\n

“Shtetet e Bashkuara vazhdojn\u00eb t\u00eb jen\u00eb t\u00eb gatshme t\u00eb ndihmojn\u00eb Kosov\u00ebn p\u00ebr t\u00eb arritur nj\u00eb marr\u00ebveshje gjith\u00ebp\u00ebrfshir\u00ebse e normalizuese me Serbin\u00eb, e cila do t\u00eb p\u00ebrq\u00ebndrohej n\u00eb njohje reciproke, gj\u00eb q\u00eb do t\u00eb ishte e implementueshme, jet\u00ebgjat\u00eb dhe n\u00eb t\u00eb mir\u00eb t\u00eb t\u00eb dyja pal\u00ebve\u201d. Nd\u00ebrsa, n\u00eb fund t\u00eb letr\u00ebs thuhet shum\u00eb qart\u00eb se q\u00ebllimi i SHBA-s\u00eb \u00ebsht\u00eb q\u00eb t\u00eb shohin Serbin\u00eb dhe gjithashtu Kosov\u00ebn, t\u00eb veprojn\u00eb me p\u00ebrgjegj\u00ebsi dhe q\u00eb t’i kthehen dialogut. “Hapi i par\u00eb drejt k\u00ebtij q\u00ebllimi do t\u00eb ishte pezullimi i taks\u00ebs.
