Dy kushtet e vendosura nga Bundestagu para se t\u00eb filloj\u00eb konferenca e par\u00eb e an\u00ebtar\u00ebsimit, e cila pritet t\u00eb jet\u00eb nga pranvera e vitit te ardhsh\u00ebm\u00a0jan\u00eb funksionimi i\u00a0 Gjykat\u00ebs Kushtetuese dhe Gjykat\u00ebs s\u00eb Lart\u00eb dhe miratimi i reform\u00ebs zgjedhore. Sipas deputet\u00ebve, ligji i ri zgjedhor duhet t\u00eb jet\u00eb n\u00eb p\u00ebrputhje me rekomandimet e OSBE-ODIHR-it dhe t\u00eb siguroj\u00eb nj\u00eb financim transparent t\u00eb partive dhe fushatave zgjedhore dhe t\u00eb bazohet n\u00eb rezultatet e Komisionit ad-hoc p\u00ebr reform\u00ebn zgjedhore. “P\u00ebrpunimi i\u00a0 draftit t\u00eb hartuar aty duhet t\u00eb b\u00ebhet n\u00eb nj\u00eb dialog t\u00eb hapur duke p\u00ebrfshir\u00eb t\u00eb gjitha forcat politike, si\u00e7 rekomandohet n\u00eb raportin e ODIHR-it t\u00eb dat\u00ebs 5 shtator 2019”, thuhet nd\u00ebr t\u00eb tjera n\u00eb dokumentin q\u00eb e ka ekskluzivisht DW.<\/p>\n

Para se t\u00eb filloj\u00eb konferenca e dyt\u00eb e an\u00ebtar\u00ebsimit, gjegj\u00ebsisht, para se t\u00eb hapen dy kapitujt e par\u00eb, t\u00eb negociatave, deputet\u00ebt k\u00ebrkojn\u00eb nga\u00a0 qeveria federale q\u00eb\u00a0t\u00eb ket\u00eb konstatuar p\u00ebrmbushjen e k\u00ebtyre kushteve nga ana e Shqip\u00ebris\u00eb:<\/p>\n

– zbatimi i ligjit p\u00ebr reform\u00ebn zgjedhore<\/p>\n

– fillim i procedurave penale kund\u00ebr gjykat\u00ebsve dhe prokuror\u00ebve, t\u00eb cil\u00ebt n\u00eb procesin e Vetting-ut jan\u00eb akuzuar p\u00ebr sjellje t\u00eb d\u00ebnueshme penalisht.<\/p>\n

– fillimi i\u00a0 procedurave nga prokuroria\u00a0 dhe eventualisht gjyq\u00ebsori kund\u00ebr atyre q\u00eb kan\u00eb pasur lidhje me blerjen e votave si dhe ecuri serioze dhe t\u00eb shpejt\u00eb t\u00eb proceseve.<\/p>\n

– ngritja e struktur\u00ebs speciale p\u00ebr luftimin e Korrupsionit dhe Krimit t\u00eb Organizuar dhe v\u00ebnia n\u00eb pun\u00eb e saj.<\/p>\n

– suksese n\u00eb luft\u00ebn kund\u00ebr korrupsionit dhe krimit t\u00eb organizuar n\u00eb t\u00eb gjitha nivelet, p\u00ebrfshir\u00eb edhe nisjen p\u00ebrfundimin e\u00a0 proceseve t\u00eb para gjyq\u00ebsore\u00a0 kund\u00ebr zyrtar\u00ebve dhe politikan\u00ebve t\u00eb rangut t\u00eb lart\u00eb.” K\u00ebtu hyjn\u00eb hetime pro-aktive, eventualisht ndjekje dhe d\u00ebnime penale n\u00eb lidhje me korrupsionin dhe krimin e organizuar”, thuhet n\u00eb dokument.<\/p>\n

– nj\u00eb vendim p\u00ebrfundimtar p\u00ebr ligjshm\u00ebrin\u00eb e zgjedhjeve lokale t\u00eb 30 qershorit\u00a0 2019 nga ana e Gjykat\u00ebs Kushtetuese. N\u00ebse vendoset mbajta e zgjedhjeve t\u00eb reja lokale, ato duhet t\u00eb b\u00ebhen mbi baz\u00ebn e ligjit t\u00eb ri zgjedhor.<\/p>\n

Sipas burimeve t\u00eb para nga qarqet e CDU\/CSU , dokumenti u\u00a0 miratua me shumic\u00eb t\u00eb madhe votash.\u00a0 Vet\u00ebm 28 deputet\u00eb kishin qen\u00eb kund\u00ebr, kat\u00ebr abstenuan, nga 246 deputet\u00eb q\u00eb ka gjithsej grupi parlamentar m\u00eb i madh n\u00eb Gjermani. Grupi parlamentar socialdemokrat e kishte miratuar m\u00eb par\u00eb t\u00eb nj\u00ebjtin dokument me shumic\u00eb t\u00eb madhe votash.<\/p>\n

T\u00eb enjten n\u00eb mbr\u00ebmje dokumenti pritet t\u00eb miratohet n\u00eb Bundestag pas nj\u00eb debati 45 minutash. E vetmja parti q\u00eb pritet t\u00eb jet\u00eb kund\u00ebr \u00e7eljes s\u00eb negociatave me dy vendet e Ballkanit Per\u00ebndimor \u00ebsht\u00eb grupi parlamentar opozitar i Alternativ\u00ebs p\u00ebr Gjermanin\u00eb (AfD). Partit\u00eb e tjera opozitare, T\u00eb Gjelbrit, dhe liberal\u00ebt e FDP-s\u00eb pritet t\u00eb thon\u00eb po, nd\u00ebrsa e Majta \u00ebsht\u00eb ende e l\u00ebkundur, por anon nga po-ja.\/DW<\/p>\n
