REAGIMI I SONILA QATOS<\/b><\/p>\n

Pas nj\u00eb periudhe t\u00eb shkurt\u00ebr pune, por shum\u00eb intensive, p\u00ebr t\u00eb reformuar Autoritetin Rrugor Shqiptar dhe p\u00ebr t\u00eb krijuar nj\u00eb model transparence dhe profesionalizmi n\u00eb k\u00ebt\u00eb institucion, vet\u00ebm pak dit\u00eb m\u00eb par\u00eb jam akuzuar nga nj\u00eb kompani lidhur me nj\u00eb procedur\u00eb, t\u00eb cil\u00ebn un\u00eb e gjykoj plot\u00ebsisht t\u00eb drejt\u00eb dhe ligjore.<\/p>\n

Kjo situat\u00eb m\u00eb ka vendosur n\u00eb nj\u00eb pozit\u00eb t\u00eb v\u00ebshtir\u00eb n\u00eb raport me detyr\u00ebn. Nga nj\u00ebra an\u00eb m\u00eb duhet t\u00eb p\u00ebrballem me akuzat dhe procesin ligjor q\u00eb shfaqen n\u00eb vorbull\u00ebn e pafundme t\u00eb \u00e7udirave mediatike dhe nga ana tjet\u00ebr duhet t\u00eb administroj pun\u00ebn e p\u00ebrditshme dhe projektet infrastrukturore (pjes\u00eb e k\u00ebsaj pune \u00ebsht\u00eb edhe kompania q\u00eb akuzon).<\/span><\/p>\n

Jam e keqardhur p\u00ebr gjith\u00eb k\u00ebt\u00eb zhurm\u00eb dhe e l\u00ebnduar nga spekulimet jasht\u00ebzakonisht t\u00eb m\u00ebdha n\u00eb media mbi procedurat e ndjekura n\u00eb respektim t\u00eb ligjit dhe dokumentacionin zyrtar q\u00eb ka t\u00eb b\u00ebj\u00eb me rastin n\u00eb fjal\u00eb. Por jam edhe n\u00eb pamund\u00ebsi normaliteti n\u00eb nj\u00eb pun\u00eb q\u00eb s\u2019ka as orar dhe as dit\u00eb pushimi, sepse k\u00ebrkon angazhim ekstrem mend\u00ebrisht e fizikisht.<\/p>\n

Prandaj me mir\u00ebnjohjen e sinqert\u00eb p\u00ebr Kryeministrin e vendit, i cili jo vet\u00ebm m\u00eb besoi k\u00ebt\u00eb detyr\u00eb t\u00eb r\u00ebnd\u00ebsishme, por edhe m\u00eb krijoi kushte t\u00eb pavar\u00ebsis\u00eb s\u00eb plot\u00eb n\u00eb drejtimin e institucionit, ndjeva sot detyrimin moral t\u2019u b\u00ebj me dije dor\u00ebheqjen nga detyra q\u00eb m\u00eb \u00ebsht\u00eb ngarkuar.<\/p>\n

Jam e gatshme q\u00eb t\u00eb gjith\u00eb eksperienc\u00ebn, dijen dhe integritetin tim ta v\u00eb n\u00eb dispozicion t\u00eb \u00e7do detyre tjet\u00ebr q\u00eb mund t\u00eb m\u00eb k\u00ebrkohet, por si\u00e7 u mundova ta shpjegoj, e kam t\u00eb pamundur t\u00eb vazhdoj detyr\u00ebn aktuale.<\/p>\n

Faleminderit t\u00eb gjith\u00eb bashk\u00ebpun\u00ebtor\u00ebve t\u00eb mi dhe vazhdim t\u00eb mbar\u00eb t\u00eb nj\u00eb pune q\u00eb kemi nisur mir\u00eb s\u00eb bashku!<\/p>\n

SKANDALI ME RRUGEN E ARBRIT<\/b><\/p>\n

\u201cBalkanWeb\u201d zbuloi pak dite me pare skandalin me kompanin\u00eb q\u00eb po nd\u00ebrton \u201cRrug\u00ebn e Arbrit\u201d, \u201cGjoka Konstruksion\u201d. Autoriteti Rrugor Shqiptar, n\u00eb cil\u00ebsin\u00eb e autoritetit kontraktor, ka b\u00ebr\u00eb verifikimet e nevojshme per kompanine \u201cGjoka Konstruksion\u201d dhe ka zbuluar te dhenat e rreme per punet e kryera prej saj ne \u201cRrugen e Arbrit\u201d. N\u00eb dat\u00ebn 12 shtator, ARRSH i ka k\u00ebrkuar agjencis\u00eb s\u00eb prokurimit publik nisjen e nj\u00eb procedure hetimi administrativ p\u00ebr kompanin\u00eb e nd\u00ebrtimit \u201cGjoka Konstruksion\u201d.<\/p>\n

Konkretisht sipas raportit t\u00eb ARRSH mbi verifikimin e punimeve n\u00eb n\u00ebnkontrat\u00ebn me objekt \u201cP\u00ebrmir\u00ebsimi, nd\u00ebrtimi, operimi dhe mir\u00ebmbajtja e \u201cRrug\u00ebs s\u00eb Arbrit\u201d faza e par\u00eb, segmenti num\u00ebr 3 Zall Bastar -dalje Ura e Vash\u00ebs\u201d, punimet e marra p\u00ebrsip\u00ebr nga operatori \u201cGjoka Konstruksion\u201d nuk kan\u00eb p\u00ebrfunduar sipas kontrat\u00ebs.<\/p>\n

Ka z\u00ebra punimesh q\u00eb jan\u00eb paraqitur si t\u00eb p\u00ebrfunduara por q\u00eb n\u00eb fakt jan\u00eb t\u00eb parealizuara dhe punimet n\u00eb tunele vijojn\u00eb akoma. Inspektimi i kryer \u00ebsht\u00eb realizuar pas nj\u00eb periudhe gati tre mujore nga data e kolaudimit, \u00e7ka do t\u00eb thot\u00eb se kompania \u00ebsht\u00eb paguar nga thesari i shtetit p\u00ebr k\u00ebto punime.<\/p>\n

Por grupi i pun\u00ebs i ngritur nga ARRSH doli n\u00eb p\u00ebrfundimin se asnj\u00eb nga tunelet e \u201cRrug\u00ebs s\u00eb Arbrit\u201d nuk ka p\u00ebrfunduar dhe nuk plot\u00ebson parametrat dhe standardet e k\u00ebrkuara.
\nPunimet e pakryera konsistojn\u00eb kryesisht n\u00eb nd\u00ebrtim drenazhi, torkretim me lla\u00e7, \u00e7imento, vendosje rrjete teli n\u00eb skarpata zgar\u00eb hekuri, sistemi n\u00eb ndri\u00e7im p\u00ebr njoftim evakuimi, sistemi i njoftimit t\u00eb emergjencave n\u00eb tunele, sistemi i detektimit t\u00eb alarmit t\u00eb zjarrit dhe ai i tok\u00ebzimit.
\n\u201cGjoka konstruksion\u201d ka marr\u00eb me koncesion nd\u00ebrtimin e \u201cRrug\u00ebs s\u00eb Arbrit\u201d p\u00ebr 225 milion\u00eb euro. Kompania duhet t\u00eb siguroje parat\u00eb, t\u00eb nd\u00ebrtoj\u00eb rrug\u00ebn dhe m\u00eb pas shteti e paguan, por n\u00eb pamund\u00ebsi p\u00ebr t\u00eb gjetur pagesat ka falsifikuar dokumentet dhe ka marr\u00eb gati 70 miliard\u00eb leke nga thesari i shtetit p\u00ebr pun\u00eb t\u00eb pa p\u00ebrfunduara.<\/p>\n

Sipas ligjit, n\u00eb \u00e7do rast kur v\u00ebrehen paraqitje t\u00eb t\u00eb dh\u00ebnave t\u00eb rreme \u00ebsht\u00eb detyrim taksativ i autoritetit kontraktor t\u00eb shkualifikoj\u00eb operatorin q\u00eb i ka paraqitur ato t\u00eb dh\u00ebna dhe t\u00eb nis\u00eb procedur\u00ebn e p\u00ebrjashtimit nga pjes\u00ebmarrja n\u00eb prokurimet publike.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
