Fronti tjet\u00ebr i k\u00ebsaj lufte pritet t\u00eb shp\u00ebrthej\u00eb brenda pak dit\u00ebsh dhe \u00ebsht\u00eb ai i Unaz\u00ebs s\u00eb Madhe t\u00eb Tiran\u00ebs.<\/p>\n

Jan\u00eb t\u00eb nj\u00ebjt\u00ebt aktor\u00eb dhe \u00ebsht\u00eb e nj\u00ebjta p\u00ebrplasje identike. N\u00eb 22 korrik, Autoriteti Rrugor Shqiptar hapi ofertat e tenderit p\u00ebr nd\u00ebrtimin e lotit te pare te Unazes, n\u00eb segmentin q\u00eb p\u00ebrfshin rrethrrotullimin e Shqiponj\u00ebs. N\u00eb gar\u00eb mor\u00ebn pjes\u00eb 8 kompani, mor\u00ebn pjes\u00eb 8 kompani, ku oferta m\u00eb e ul\u00ebt u paraqit nga Alb Building me 1.72 miliard\u00eb lek\u00eb ose 14.2 milion\u00eb euro, nd\u00ebrsa e dyta ishte e Salillarit me 1.77 miliard\u00eb lek\u00eb.<\/p>\n

Por ashtu si n\u00eb rastin e Kardhiqit, pas shqyrtimit t\u00eb ofertave, Autoriteti Rrugor Shqiptar skualifikoi p\u00ebr mosp\u00ebrmbushje t\u00eb kritereve dy ofertat m\u00eb t\u00eb ul\u00ebta duke shpallur fituese kompanin\u00eb e vendit t\u00eb tret\u00eb, v\u00ebllez\u00ebrit Hysa, e cila ka ofruar ta nd\u00ebrtoj\u00eb vepr\u00ebn me 14.6 milione euro, pra 400 mij\u00eb euro m\u00eb shum\u00eb se oferta m\u00eb e ul\u00ebt.<\/p>\n

Edhe n\u00eb tenderin e Unaz\u00ebs, vendimi i ARRSH \u00ebsht\u00eb kund\u00ebrshtuar nga kompanit\u00eb me ofertat m\u00eb t\u00eb ul\u00ebta, p\u00ebrkat\u00ebsisht Alb Building dhe Salillari, t\u00eb cilat e ankimuan shpalljen e fituesit n\u00eb Komisonin e Prokurimeve. Ashtu si\u00e7 parashikon procedura, me marrjen e ankes\u00ebs KPP ka pezulluar menj\u00ebher\u00eb lidhjen e kontrat\u00ebs, deri n\u00eb vendimin p\u00ebrfundimtar q\u00eb do t\u00eb marr\u00eb pas shqyrtimit t\u00eb dokumenteve. Dosja ka tre jave q\u00eb q\u00ebndron n\u00eb KPP dhe deri tani nuk ka asnj\u00eb vendim.<\/p>\n

Ngjashm\u00ebria mes dy tenderave \u00ebsht\u00eb e frikshme. N\u00eb t\u00eb dy rastet ARRSH ka skualifikuar ofertat m\u00eb t\u00eb ul\u00ebta. N\u00eb tenderin e Kardhiq-Delvine ajo shpalli fituese kompanin\u00eb me ofert\u00ebn m\u00eb t\u00eb lart\u00eb duke skualifikuar 5 ofertat m\u00eb t\u00eb ul\u00ebta, nd\u00ebrsa n\u00eb tenderin e Unaz\u00ebs u shpall fituese oferta e tret\u00eb m\u00eb e lart\u00eb dhe u skualifikuan dy kompanit\u00eb me ofertat m\u00eb t\u00eb ul\u00ebta.<\/p>\n

Por kjo nuk \u00ebsht\u00eb koincidenca e vetme. N\u00eb t\u00eb dy tenderat, fituesi \u00ebsht\u00eb i nj\u00ebjti. Ose me sakt\u00eb prokurimi ka shkuar n\u00eb t\u00eb nj\u00ebjt\u00ebn dor\u00eb. B\u00ebhet fjal\u00eb p\u00ebr kompanin\u00eb V\u00ebllez\u00ebrit Hysa. Edhe pse n\u00eb tenderin e Kardhiqit kjo kompani nuk figuron vet\u00eb n\u00eb konsorciumin fitues, ajo merr pjes\u00eb p\u00ebrmes kompanis\u00eb satelit t\u00eb saj, Sulova. Kjo e fundit \u00ebsht\u00eb nj\u00eb kompani q\u00eb figuron n\u00eb pron\u00ebsi t\u00eb Elton Must\u00ebs, p\u00ebr vite t\u00eb t\u00ebra ish-ekonomisti i kompanis\u00eb Vellezerit Hysa.<\/p>\n

Por vendimi i ARRSH-s\u00eb p\u00ebr t\u2019i \u00e7uar dy tenderat m\u00eb t\u00eb m\u00ebdhenj t\u00eb infrastruktur\u00ebs rrugore p\u00ebr vitin 2019 n\u00eb t\u00eb nj\u00ebjt\u00ebn dor\u00eb duket se nuk ka qen\u00eb i koordinuar n\u00eb t\u00eb gjith\u00eb hierarkine e pushtetit. Prova p\u00ebr k\u00ebt\u00eb ishte ndryshimi i fituesit nga Komisioni i Prokurimit.<\/p>\n

N\u00eb tenderin e Kardhiqit vendimi i ARRSH-s\u00eb p\u00ebr t\u00eb shpallur fituese ofert\u00ebn m\u00eb t\u00eb lart\u00eb u cil\u00ebsua si i paligjsh\u00ebm nga Komisioni i Prokurimeve, i cili p\u00ebrmbysi fituesin duke urdh\u00ebruar kualifikimin e ofert\u00ebs m\u00eb t\u00eb ul\u00ebt, asaj t\u00eb konsorciumit t\u00eb p\u00ebrb\u00ebr\u00eb nga Gjoka dhe Cobial me ofert\u00eb 4 milione euro m\u00eb t\u00eb ulet. Por pas refuzimit t\u00eb Sonila Qatos p\u00ebr t\u00eb ndryshuar fituesin, n\u00eb loj\u00eb hyri Ministria e Infrastruktur\u00ebs q\u00eb urdh\u00ebroi anulimin e tenderit.<\/p>\n

Gjasat jan\u00eb q\u00eb edhe n\u00eb rastin e Unazes vendimi i ARRSH-s\u00eb t\u00eb rr\u00ebzohet s\u00ebrish dhe fituesi t\u00eb ndryshoj\u00eb. N\u00eb k\u00ebt\u00eb situat\u00eb ka dy skenar\u00eb. Ose Sonila Qato zbaton vendimin e KPP-s\u00eb dhe ndryshon fituesin, ose e refuzon s\u00ebrish ashtu si\u00e7 b\u00ebri me Kardhiqin dhe tenderi i Unaz\u00ebs mund t\u00eb shkoj\u00eb drejt anulimit. Gjithmon\u00eb n\u00ebse nuk do t\u00eb ket\u00eb ndryshime n\u00eb kupolen drejtuese t\u00eb ARRSH-s\u00eb, \u00e7ka pas k\u00ebtyre q\u00eb kan\u00eb ndodhur nuk do t\u00eb ishin t\u00eb paimagjinueshme.<\/p>\n

Tenderat 40 milion\u00eb euro t\u00eb rrug\u00ebs Kardhiq-Delvin\u00eb dhe Unaz\u00ebs s\u00eb Tiran\u00ebs nxor\u00ebn n\u00eb syt\u00eb e opinionit publik luft\u00ebn e ashp\u00ebr mes klaneve ekonomike t\u00eb maxhoranc\u00ebs. Por mbi t\u00eb gjitha ato ekspozuan n\u00eb drit\u00ebn e diellit pazaret dhe korrupsionin n\u00eb tenderat publike n\u00eb Shqip\u00ebri. Tashm\u00eb Partia Socialiste nuk \u00ebsht\u00eb m\u00eb nj\u00eb parti politike, por nj\u00eb organizat\u00eb e mir\u00ebfillt\u00eb interesash, t\u00eb cilat tani jan\u00eb n\u00eb luft\u00eb t\u00eb ashp\u00ebr brenda llojit.
