Deri m\u00eb sot ka patur shum\u00eb z\u00ebra q\u00eb kan\u00eb k\u00ebrkuar q\u00eb reforma zgjedhore, t\u00eb p\u00ebrfshij\u00eb jo vet\u00ebm procedurat zgjedhore, por edhe vet\u00eb sistemin zgjedhor.<\/p>\n<p>Kritika kryesore q\u00eb i b\u00ebhet sistemit aktual zgjedhor \u00ebsht\u00eb ajo q\u00eb lidhet me t\u00eb drejt\u00ebn q\u00eb kan\u00eb de facto kryetar\u00ebt e partive p\u00ebr t\u00eb renditur kandidat\u00ebt e tyre n\u00eb listat e qarqeve. Kjo e drejt\u00eb i ka kthyer ata, thon\u00eb kritik\u00ebt, n\u00eb pashallar\u00eb t\u00eb partive, q\u00eb n\u00eb or\u00ebn 12 t\u00eb nat\u00ebs \u00e7ojn\u00eb n\u00eb KQZ listat e kandidat\u00ebve, si t\u2019u teket atyre.<\/p>\n<p>Nj\u00eb kritik\u00eb tjet\u00ebr q\u00eb i b\u00ebhet sistemit aktual zgjedhor \u00ebsht\u00eb pabarazia q\u00eb krijon mes partive t\u00eb vogla q\u00eb futen n\u00eb koalicion me t\u00eb m\u00ebdhat\u00eb dhe atyre q\u00eb garojn\u00eb m\u00eb vete. T\u00eb parave u duhen gjysma e votave p\u00ebr t\u00eb nxjerr\u00eb nj\u00eb deputet, krahasuar me t\u00eb dytat.<\/p>\n<p>Q\u00eb t\u00eb adresohen k\u00ebto dy probleme, mund t\u00eb p\u00ebrdoret nj\u00eb sistem zgjerdhor rajonal me lista t\u00eb hapura dhe pa koalicione parazgjedhore, i ngjash\u00ebm me at\u00eb t\u00eb Greqis\u00eb.<\/p>\n<p>K\u00ebshtu, Shqip\u00ebria mund t\u00eb ndahet n\u00eb 20 zona zgjedhore me nga 5 deputet\u00eb (gjithsej 100 deputet\u00eb n\u00eb Kuvend), ku numri i zgjedh\u00ebsve t\u00eb jet\u00eb pothuaj i barabart\u00eb p\u00ebr \u00e7do zon\u00eb. N\u00eb \u00e7do zon\u00eb votimi kryhet me dy fleta; n\u00eb t\u00eb par\u00ebn votuesi zgjedh partin\u00eb q\u00eb preferon dhe n\u00eb t\u00eb dyt\u00ebn kandidatin e saj q\u00eb p\u00eblqen m\u00eb shum\u00eb ta p\u00ebrfaq\u00ebsoj\u00eb partin\u00eb n\u00eb Kuvend (nga 5 gjithsej). P\u00ebrvoja e zgjedhjeve t\u00eb viteve 2001 dhe 2005 tregoi se p\u00ebrplasjet mes kandidat\u00ebve \u201ct\u00eb fort\u00eb\u201d ishte shum\u00eb e fort\u00eb n\u00eb disa zona.
