{"id":16475,"date":"2019-09-09T14:43:15","date_gmt":"2019-09-09T12:43:15","guid":{"rendered":"http:\/\/redaktori.com\/?p=16475"},"modified":"2019-09-09T14:43:15","modified_gmt":"2019-09-09T12:43:15","slug":"15-vjet-nga-masterplani-i-autostradave-dhe-shmangiet-nga-ai","status":"publish","type":"post","link":"https:\/\/redaktori.com\/?p=16475","title":{"rendered":"15 vjet nga masterplani i autostradave dhe shmangiet nga ai"},"content":{"rendered":"<p><strong>Nga Eduard Zaloshnja<\/strong><\/p>\n<p>Sot mbushen 15 vjet nga prezantimi prej bank\u00ebs Bot\u00ebrore t\u00eb masterplanit t\u00eb autostradave t\u00eb Shqip\u00ebris\u00eb, i hartuar nga nj\u00eb kompani amerikane, e pajtuar nga Banka Bot\u00ebrore.<\/p>\n<p>Sipas atij plani, autostrada e par\u00eb q\u00eb duhej t\u00eb nd\u00ebrtohej (qysh para 15 vjet\u00ebve) ishte ajo Thuman\u00eb-Rrogozhin\u00eb, e cila do t\u00eb b\u00ebnte lidhjen e veriut me jugun, si dhe me Tiran\u00ebn e Durr\u00ebsin (p\u00ebrmes nj\u00eb nyjeje mbikaluese-n\u00ebnkaluese n\u00eb Kashar). Dhe Banka Bot\u00ebrore financoi menj\u00ebher\u00eb p\u00ebr studimin e fisibilitetit p\u00ebr at\u00eb autostrad\u00eb.<\/p>\n<p>Me t\u00eb nj\u00ebjt\u00ebn p\u00ebrpar\u00ebsi, n\u00eb masterplan parashikoheshin superstradat Fier-Tepelen\u00eb, Thuman\u00eb-Milot-Kuk\u00ebs (pa tunel), Milot-Shkod\u00ebr, si dhe nd\u00ebrtimi i segmenteve Qaf\u00eb Pllo\u00e7\u00eb-Kor\u00e7\u00eb, Lushnje-Fier e Fier-Vlor\u00eb. Dhe Banka Bot\u00ebrore e Banka Europiane siguruan brenda nj\u00eb viti paketa financimi me kredi t\u00eb buta e grante p\u00ebr segmente t\u00eb r\u00ebnd\u00ebsishme t\u00eb k\u00ebtyre akseve.<\/p>\n<p>N\u00eb k\u00ebt\u00eb faz\u00eb t\u00eb par\u00eb t\u00eb masterplanit (q\u00eb parashikohej t\u00eb zgjaste 10 vjet), do t\u00eb realizohej lidhja me rrug\u00eb moderne e verilindjes, veri per\u00ebndimit, jugper\u00ebndimit dhe juglindjes me Tiran\u00ebn e Durr\u00ebsin, si dhe lidhja veri-jug dhe ajo me shtetet kufitare (Mal i Zi, Kosov\u00eb, Maqedoni e Greqi).<\/p>\n<p>N\u00eb nj\u00eb faz\u00eb t\u00eb dyt\u00eb (nga viti 2015 deri n\u00eb vitin 2030), n\u00eb masterplan parashikohej autostrada Kashar-Baldushk-Peqin-Berat-Gjirokast\u00ebr-Kakavij\u00eb (k\u00ebshtu, lidhja e Tiran\u00ebs me Kakavij\u00ebn do t\u00eb b\u00ebhej n\u00eb dy m\u00ebnyra; p\u00ebrmes askit Rogozhin\u00eb-Fier-Tepelen\u00eb ose atij Peqin-Berat-Gjirokast\u00ebr). N\u00eb k\u00ebt\u00eb faz\u00eb t\u00eb dyt\u00eb, autostrada Tiran\u00eb-Durr\u00ebs do t\u00eb zgjerohej, akset Tiran\u00eb-Shkod\u00ebr dhe Tiran\u00eb-Kuk\u00ebs do t\u00eb ktheheshin nga superstrada n\u00eb autostrada, nd\u00ebrsa akset Elbasan-Strug\u00eb dhe Elbasan-Kapshtic\u00eb (p\u00ebrmes segmentit Quk\u00ebs-Qaf\u00eb Pllo\u00e7\u00eb) do t\u00eb ktheheshin n\u00eb superstrada. Gjithashtu do t\u00eb nd\u00ebrtohej superstrada Tiran\u00eb-Dib\u00ebr (pa tunel fillimisht).<\/p>\n<p>N\u00eb nj\u00eb faz\u00eb t\u00eb tret\u00eb (nga viti 2030 deri n\u00eb vitin 2040), n\u00eb masterplan parashikoheshin tunele t\u00eb r\u00ebnd\u00ebsish\u00ebm si ai i Kalimashit, i Qaf\u00eb Krrab\u00ebs, i Qaf\u00eb Than\u00ebs, Qaf\u00ebs s\u00eb Buallit dhe i Llogaras\u00eb. Gjithashtu parashikohej zgjerimi i autostradave ekzistuese dhe kthimi i superstradave n\u00eb autostrada.<\/p>\n<p>Nd\u00ebrtimi i rrjetit komb\u00ebtar t\u00eb autostradave n\u00eb tre faza (jo menj\u00ebher\u00eb) argumentohej n\u00eb masterplan me pafuqin\u00eb e buxhetit t\u00eb shtetit shqiptar si dhe me barr\u00ebn e borxheve publike q\u00eb kishin dekada q\u00eb akumuloheshin nga ai. Me rritjen graduale t\u00eb ekonomis\u00eb dhe t\u00eb ardhurave q\u00eb do t\u00eb vilte shteti prej saj, si dhe me ndihm\u00ebn e donator\u00ebve dhe bankave nd\u00ebrkomb\u00ebtare t\u00eb zhvillimit, parashikohej q\u00eb rrjeti i autostradave, q\u00eb do t\u00eb lidhte 12 kryeqendrat e qarqeve mes tyre dhe Shqip\u00ebrin\u00eb me fqinj\u00ebt, do t\u00eb p\u00ebrfundonte brenda vitit 2040.<\/p>\n<p>Por si \u00ebsht\u00eb zbatuar ai masterplan deri m\u00eb sot, 15 vjet pas prezantimit t\u00eb tij?<\/p>\n<p>Nd\u00ebrtimi i segmentit Fier-Tepelen\u00eb u pezullua p\u00ebr 6 vjet nga qeveria shqiptare (edhe pse financimi ishte siguruar nga Banka Bot\u00ebrore dhe ajo europiane). Qeveria k\u00ebrkoi q\u00eb ky financim t\u00eb kalonte n\u00eb aksin Tiran\u00eb-Peqin-Berat-Gjirokast\u00ebr. Por Banka-Bot\u00ebrore k\u00ebmb\u00ebnguli q\u00eb qeveria shqiptare t\u2019i p\u00ebrmbahej etapave t\u00eb masterplanit, sepse burimet e financimit ishin ende t\u00eb kufizuara. Vet\u00ebm pas 6 vjet\u00ebsh, qeveria u dor\u00ebzua dhe filloi nd\u00ebrtimin e aksit Fier-Tepelen\u00eb.<\/p>\n<p>N\u00eb vend q\u00eb qeveria shqiptare t\u00eb punonte p\u00ebr gjetjen e financimit p\u00ebr segmentin tejet prioritar Thuman\u00eb-Rrogozhin\u00eb, filloi nd\u00ebrtimin e autostrad\u00ebs Durr\u00ebs-Rrogozhin\u00eb, n\u00eb gjurm\u00ebn e rrug\u00ebs q\u00eb ishte parashikuar n\u00eb masterplan vet\u00ebm si superstrad\u00eb servisi p\u00ebr plazhet e shumta t\u00eb asaj vije bregdetare.<\/p>\n<p>Superstrad\u00ebn e parashikuar p\u00ebr t\u00eb lidhur Milotin me Kuk\u00ebsin (me financim t\u00eb Bank\u00ebs Bot\u00ebrore dhe asaj europiane) qeveria e nd\u00ebrtoi deri n\u00eb Rr\u00ebshen. Nd\u00ebrsa m\u00eb tej nd\u00ebrtoi nj\u00eb autostrad\u00eb me tunel gjigand, e cila n\u00eb masterplan parashikohej t\u00eb nd\u00ebrtohej n\u00eb faz\u00ebn e tret\u00eb.<\/p>\n<p>Si rezultat i k\u00ebtyre shmangieve t\u00eb para nga masterplani, u shtuan 1 miliard e 500 milion\u00eb dollar\u00eb n\u00eb borxhin publik t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>M\u00eb pas shmangiet nga masterplani vijuan me autostrad\u00ebn Tiran\u00eb-Elbasan p\u00ebrmes tunelit t\u00eb Qaf\u00eb Krrab\u00ebs. Kjo autostrad\u00eb ishte parashikuar n\u00eb faz\u00ebn e tret\u00eb t\u00eb masterplanit. (N\u00eb faz\u00ebn e par\u00eb, lidhja e Tiran\u00ebs me Elbasanin ishte parashikuar p\u00ebrmes aksit Kashar-Rrogozhin\u00eb dhe ne faz\u00ebn e dyt\u00eb p\u00ebrmes aksit Kashar-Baldushk-Peqin). Si rezultat i k\u00ebsaj shmangieje, u shtuan edhe 500 milion\u00eb dollar\u00eb n\u00eb borxhin publik t\u00eb Shqip\u00ebris\u00eb.<\/p>\n<p>Meq\u00eb buxheti i shtetit mbetet ende i kufizuar dhe borxhi publik ka arritur n\u00eb kufij t\u00eb rreziksh\u00ebm, qeveria shqiptare po vijon nd\u00ebrtimin e rrug\u00ebve me skem\u00ebn PPP. Por FMN-ja dhe Banka Bot\u00ebrore kan\u00eb v\u00ebn\u00eb alarmin p\u00ebr p\u00ebrdorimin e k\u00ebsaj skeme, meq\u00ebn\u00ebse PPP-t\u00eb p\u00ebrb\u00ebjn\u00eb nj\u00eb borxh t\u00eb fsheht\u00eb publik. N\u00eb fund t\u00eb fundit, k\u00ebstet e shlyerjes s\u00eb tyre ndaj kompanive private do t\u00eb paguhen me t\u00eb ardhurat e buxhetit n\u00eb vitet n\u00eb vazhdim.<\/p>\n<p>A do t\u00eb arrij\u00eb Shqip\u00ebria ta ket\u00eb deri n\u00eb vitin 2040 rrjetin e plot\u00eb t\u00eb autostradave q\u00eb parashikonte masterplani i Bank\u00ebs Bot\u00ebrore?
