Aksioni anti-informalitet nga ana e qeveris\u00eb nisi me bizneset e vogla, p\u00ebr t\u00eb vijuar edhe me mallrat e akciz\u00ebs, ku jan\u00eb proceduar edhe kompani t\u00eb naft\u00ebs. P\u00ebrse \u00ebsht\u00eb marr\u00eb ky aksion, p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb t\u00eb ardhurave apo biznesi po i shmangej gjithnj\u00eb e m\u00eb shum\u00eb detyrimeve?<\/strong><\/p>\n

Q\u00ebndrimi i qeveris\u00eb \u00ebsht\u00eb i p\u00ebrgjithsh\u00ebm, lufta kund\u00ebr informalitetit. Por mes rreshtave t\u00eb fjalimeve apo mesazheve t\u00eb kryeministrit n\u00eb rrjetet sociale, sugjerohen disa arsye t\u00eb tjera: supozimi se Rama \u201cb\u00ebn shtet\u201d, supozimi se ai ka \u201cdor\u00eb t\u00eb fort\u00eb kund\u00ebr kaosit\u201d, si dhe d\u00ebshira p\u00ebr t\u2019iu p\u00ebrgjigjur kritikave nga opozita dhe qytetar\u00ebt se ai po u sh\u00ebrben oligark\u00ebve dhe se po nd\u00ebrton nj\u00eb oligarki n\u00eb Shqip\u00ebri. Haptazi nuk m\u00eb ngjan se ecuria jo shum\u00eb e mir\u00eb e t\u00eb ardhurave buxhetore ka qen\u00eb ndonj\u00ebher\u00eb shqet\u00ebsim i ve\u00e7ant\u00eb p\u00ebr qeverin\u00eb dhe nuk m\u00eb ngjan se \u00ebsht\u00eb arsye p\u00ebr t\u00eb nd\u00ebrmarr\u00eb fushata t\u00eb tilla. Shqip\u00ebria \u00ebsht\u00eb nj\u00eb vend ku propaganda \u00ebsht\u00eb mjeti kryesor qeveris\u00ebs, k\u00ebshtu q\u00eb edhe e ashtuquajtura fushat\u00eb anti-informalitet, mendoj se duhet par\u00eb si asgj\u00eb m\u00eb shum\u00eb se sa nj\u00eb mjet tjet\u00ebr propagandistik. Nj\u00eb lloj dhune, e cila nuk ka kurrfar\u00eb lidhje me nj\u00eb shtet funksional t\u00eb sundimit t\u00eb ligjit, q\u00eb synon t\u2019ia hedh\u00eb fajin popullit p\u00ebr problemet q\u00eb ka pjell\u00eb qeveria. Ekonomia nuk ec\u00ebn, at\u00ebher\u00eb \u00e7far\u00eb mund t\u00eb b\u00ebjm\u00eb? Ia hedhim fajin informalitetit,\u00a0d.m.th., popullit, dhe justifikojm\u00eb nj\u00eb fushat\u00eb dhune, e cila sh\u00ebrben si \u00e7orientim p\u00ebr problemin real, (ecuri e dob\u00ebt ekonomike p\u00ebr shkak t\u00eb kapjes s\u00eb ekonomis\u00eb nga interesa oligarkik\u00eb) dhe nj\u00ebkoh\u00ebsisht dhuna sh\u00ebrben si nj\u00eb mjet p\u00ebr t\u2019i rikujtuar popullit se kush \u00ebsht\u00eb padroni i vendit dhe ku q\u00ebndron me t\u00eb v\u00ebrtet\u00eb pushteti. Nj\u00eb shtet normal nuk ka nevoj\u00eb t\u00eb ket\u00eb \u201cfushat\u00eb anti-informalitet\u201d, ai duhet t\u00eb ket\u00eb punonj\u00ebs tatimesh dhe studiues q\u00eb vler\u00ebsojn\u00eb detyrimet fiskale t\u00eb popullat\u00ebs dhe bizneseve dhe i krahasojn\u00eb ato me t\u00eb ardhurat reale p\u00ebr t\u00eb par\u00eb se sa mund t\u00eb jet\u00eb detyrimi i papaguar. Pastaj n\u00eb baz\u00eb t\u00eb disa rregullave t\u00eb thjesht\u00eb p\u00ebrcaktohet se ku ka m\u00eb shum\u00eb probabilitet p\u00ebr t\u00eb pasur evazion fiskal dhe d\u00ebrgohen inspektime. P\u00ebr nj\u00eb proces t\u00eb till\u00eb duhet t\u00eb mjaftojn\u00eb punonj\u00ebsit profesionist\u00eb, t\u00eb pun\u00ebsuar p\u00ebr shkak t\u00eb aft\u00ebsive dhe jo p\u00ebr shkak t\u00eb lidhjeve politike. N\u00eb munges\u00eb t\u00eb k\u00ebsaj, ne b\u00ebjm\u00eb fushata anti-informalitet, me goditje propagandistike t\u00eb llojit \u201cfabrika e kafes\u00eb\u201d apo \u201crafineria e naft\u00ebs\u201d. Kjo \u00ebsht\u00eb ekzakt\u00ebsisht e kund\u00ebrta e shtetit t\u00eb sundimit t\u00eb ligjit.<\/p>\n

Vitin e kaluar qeveria futi n\u00eb skem\u00ebn e TVSH-s\u00eb bizneset e vogla, duke ia ulur pragun nga 5 n\u00eb 2 milion\u00eb lek\u00eb, a mendoni se kjo ishte nj\u00eb nism\u00eb e gabuar, pasi t\u00eb dh\u00ebnat tregojn\u00eb se n\u00eb mbledhjen e TVSH-s\u00eb ka pasur rreth 13 % ulje krahasuar me nj\u00eb vit m\u00eb par\u00eb.<\/strong><\/p>\n

Kjo \u00ebsht\u00eb nj\u00eb nga ato lloj politikash n\u00eb t\u00eb cilat Rama duket se ia ka mbushur mendjen vetes se \u00ebsht\u00eb m\u00eb i aft\u00eb se \u00e7far\u00ebdolloj eksperti n\u00eb planetin tok\u00eb sa i p\u00ebrket politikave fiskale, p\u00ebrfshir\u00eb edhe Fondin Monetar Nd\u00ebrkomb\u00ebtar. P\u00ebrderisa FMN, institucioni me ekspertiz\u00ebn e nivelit m\u00eb t\u00eb lart\u00eb n\u00eb \u00e7\u00ebshtje taksash e tatimesh, e ka k\u00ebshilluar qeverin\u00eb n\u00eb m\u00ebnyr\u00eb t\u00eb p\u00ebrs\u00ebritur t\u00eb mos e b\u00ebj\u00eb, por qeveria s\u00ebrish e ka b\u00ebr\u00eb, nuk e di se \u00e7far\u00eb mbetet p\u00ebr t\u00eb diskutuar.<\/p>\n

A ka sjell\u00eb efektet e duhura aksioni anti-informalitet dhe si \u00ebsht\u00eb p\u00ebrkthyer kjo n\u00eb rritjen e t\u00eb ardhurave, t\u00eb pakt\u00ebn p\u00ebr muajin korrik ku edhe nisi? N\u00eb gjykimin tuaj \u00ebsht\u00eb nj\u00eb fushat\u00eb pak javore q\u00eb synon m\u00eb shum\u00eb sensibilizim dhe \u201cshfaqje mediatike\u201d, apo nj\u00eb nism\u00eb serioze q\u00eb synon formalizimin e biznesit?<\/strong><\/p>\n

P\u00ebr shtat\u00ebmujorin e par\u00eb ekonomia u rrit me vet\u00ebm 2.2 % krahasuar me 4.3 % q\u00eb ishin parashikimet. P\u00ebrse kjo ulje.
