Audituesit e KLSH kan\u00eb gjetur se p\u00ebr at\u00eb periudh\u00eb dymujore, prodhimi i naft\u00ebs ka qen\u00eb n\u00eb sasin\u00eb 30 mij\u00eb e 226 ton\u00eb, nd\u00ebrsa raportimi p\u00ebr muajt qershor-korrik 2018 vet\u00ebm 25 mij\u00eb e 267 ton\u00eb, me diferenc\u00eb 4 mij\u00eb e 959 ton\u00eb ose rreth 20 p\u00ebr qind.<\/p>\n<div id=\"sovrn\" class=\"desktop_ad ad_bottom_space\">\n<p>&nbsp;<\/p>\n<div id=\"onetag-wrapper-3\" class=\"sovrn-onetag-ad\"><\/div>\n<\/div>\n<p>Pra, nj\u00eb e pesta e naft\u00ebs e padeklaruar, n\u00eb shkelje flagrante t\u00eb marr\u00ebveshjes hidrokarbure. Sipas KLSH, kompania jon\u00eb shtet\u00ebrore AlbPetrol \u00ebsht\u00eb mjaftuar vet\u00ebm me konstatimin e ngjarjes. Si qytetar\u00eb, ende nuk dim\u00eb \u00e7\u2019u b\u00eb me gjob\u00ebn 120 milion\u00eb euro t\u00eb vendosur n\u00eb qershor 2019 ndaj kompanis\u00eb kryesore private q\u00eb shfryt\u00ebzon naft\u00ebn ton\u00eb. N\u00eb baz\u00eb t\u00eb hetimit t\u00eb nd\u00ebrmarr\u00eb nga strukturat tona doganore p\u00ebr veprimtarin\u00eb e saj gjat\u00eb viteve 2014-2018. N\u00eb k\u00ebt\u00eb periudhe, kjo kompani ka shmangur t\u00eb pakt\u00ebn 30 milion\u00eb euro detyrime te akciz\u00ebs p\u00ebr l\u00ebnd\u00ebn e par\u00eb, q\u00eb p\u00ebrdoret n\u00eb prodhimin e naft\u00ebs bruto.<\/p>\n<p>B\u00ebhet fjal\u00eb p\u00ebr akciz\u00ebn e nj\u00eb karburanti gjysm\u00eb t\u00eb gatsh\u00ebm, i njohur me emrin solar, i cili p\u00ebrdoret p\u00ebr t\u00eb holluar naft\u00ebn bruto. Kompania private i ka shmangur 30 milion\u00eb eurot akciz\u00eb p\u00ebrmes solarit t\u00eb prodhuar nga Armo n\u00eb rafinerin\u00eb e Ballshit. Mbi k\u00ebt\u00eb detyrim t\u00eb paark\u00ebtuar \u00ebsht\u00eb zbatuar edhe gjoba trefish prej 90 milion\u00eb euro, si\u00e7 parashikon ligji i procedurave tatimore. Duke e \u00e7uar shum\u00ebn totale q\u00eb duhet t\u00eb paguaj\u00eb kompania n\u00eb 120 milion\u00eb euro.<\/p>\n<div id=\"videoad\"><\/div>\n<div id=\"pa_1x1_psbk_1565289855783\"><\/div>\n<p>Ende nuk dim\u00eb \u00e7far\u00eb ka b\u00ebr\u00eb kompania private. Ka paguar gj\u00eb? Asnj\u00eb nga qeveria nuk \u00ebsht\u00eb n\u00eb gjendje ta thot\u00eb. Sikur b\u00ebhet fjal\u00eb p\u00ebr 120 euro! Dim\u00eb se pes\u00eb vite m\u00eb par\u00eb ish-kompania kanadeze q\u00eb shfryt\u00ebzonte naft\u00ebn ton\u00eb, e regjistruar n\u00eb ishujt parajsa fiskale, detyroi qeverin\u00eb ton\u00eb t\u2019i kthente t\u00eb 56 milion\u00eb eurot e ngrira prej saj nga gjetjet e strukturave tona tatimore p\u00ebr fshehje detyrimesh tatimore nga kompania. Pas nj\u00eb marr\u00ebveshje ende jo mir\u00eb t\u00eb sqaruar p\u00ebr qytetar\u00ebt. Nj\u00eb gjetje tjet\u00ebr e Kontrollit t\u00eb Lart\u00eb t\u00eb Shtetit n\u00eb auditimin e m\u00ebsip\u00ebrm tek AlbPetrol \u00ebsht\u00eb se nga n\u00ebnshkrimi i gabuar i nj\u00eb marr\u00ebveshje hidrokarbure n\u00eb vitin 2004 me nj\u00eb kompani t\u00eb huaj t\u00eb regjistruar n\u00eb parajs\u00ebn fiskale Ishujt Kajman (regjistruar vet\u00ebm dy muaj p\u00ebrpara n\u00ebnshkrimit, duke mos plot\u00ebsuar fare kushtet teknike, financiare, njer\u00ebzore dhe organizative si kontraktor), pjesa e prodhimit q\u00eb i takonte AlbPetrol sha(pra Shtetit shqiptar) ishte 15 her\u00eb m\u00eb e vog\u00ebl, n\u00eb krahasim me nj\u00eb marr\u00ebveshje t\u00eb ngjashme lidhur n\u00eb vitin 1994.<\/p>\n<p>Si rezultat, nga p\u00ebrllogaritjet e grupit t\u00eb auditimit t\u00eb KLSH, shteti yn\u00eb ka humbur n\u00eb t\u00eb ardhura t\u00eb munguara afro 440 milion\u00eb dollar\u00eb!(Vendimi i Kryetarit te Kontrollit te Larte te Shtetit p\u00ebr auditimin n\u00eb AlbPetrol, pika B.3 \u201cT\u00eb ardhura t\u00eb munguara ne Buxhetin e Shtetit, si rrjedhoj\u00eb e nj\u00eb vendimi t\u00eb padrejt\u00eb n\u00eb vitin 2004, t\u00eb cilat duhet t\u00eb analizohen\u201d, fq. 40, paragrafi i fundit, http:\/\/www.klsh.org.al\/web\/vendim_albpetrol_2018_web_2_4775.pdf). N\u00eb t\u00ebr\u00ebsi, auditi i lart\u00eb publik thekson se nga kontrolli i realizimit t\u00eb marr\u00ebveshjeve hidrokarbure jan\u00eb gjetur mosp\u00ebrputhje t\u00eb theksuara n\u00eb treguesit ekonomiko-financiar\u00eb, krahasuar me ata t\u00eb parashikuar dhe t\u00eb miratuar n\u00eb Planin e Zhvillimit t\u00eb koncesionit n\u00eb naft\u00ebn shqiptare, sipas marr\u00ebveshjes. Sistematikisht, kompanit\u00eb q\u00eb kan\u00eb shfryt\u00ebzuar naft\u00ebn ton\u00eb, n\u00eb treguesit e tyre ekonomik\u00eb, kan\u00eb raportuar shpenzime t\u00eb kryera me tejkalim. Nisur nga k\u00ebto mosp\u00ebrputhje dhe shp\u00ebrpjes\u00ebtime t\u00eb v\u00ebrtetuara gjat\u00eb zbatimit t\u00eb Planit t\u00eb Zhvillimit, t\u00eb miratuar qe n\u00eb vitin 2004 apo 2006, koncesionar\u00ebt kan\u00eb k\u00ebrkuar n\u00eb vijim\u00ebsi rishikimin e programit financiar.<\/p>\n<p>K\u00ebto rishikime, t\u00eb miratuara me pap\u00ebrgjegj\u00ebsi t\u00eb plot\u00eb(p\u00ebr t\u00eb mos dh\u00ebn\u00eb gjykime t\u00eb tjera) nga Agjencia Komb\u00ebtare e Burimeve Natyrore dhe ministria e Energjetik\u00ebs, u kan\u00eb mund\u00ebsuar kompanive kontraktore t\u00eb paraqesin plane t\u00eb reja t\u00eb zhvillimit afatgjat\u00eb. Krejt\u00ebsisht n\u00eb kund\u00ebrshtim me pik\u00ebn 3\/a.1 t\u00eb nenit 5 t\u00eb Ligjit nr. 7746, dat\u00eb 28.7.1993 \u201cP\u00ebr Hidrokarburet\u201d (k\u00ebrkim dhe prodhim) dhe interesat e shtetit shqiptar n\u00eb marr\u00ebveshjet hidrokarbure. P\u00ebr nj\u00eb rast flagrant shkelejeje t\u00eb gjetur, KLSH shprehet se \u201cPas mbarimit t\u00eb periudh\u00ebs s\u00eb vler\u00ebsimit n\u00eb fund t\u00eb vitit 2005, kompania kontraktore, paraqiti Planin e Zhvillimit Afatgjat\u00eb 25-vje\u00e7ar, sipas t\u00eb cilit faktori R do t\u00eb ishte m\u00eb i madh se 1 n\u00eb fund t\u00eb vitit 2011. Pra, gjat\u00eb vitit 2012 dhe n\u00eb vazhdim do t\u00eb merrte nga aktiviteti i saj 50 % fitim edhe Shteti Shqiptar\u201d.<\/p>\n<p>N\u00eb t\u00eb v\u00ebrtet\u00eb, abuzimet e p\u00ebrbindshme n\u00eb naft\u00ebn ton\u00eb nuk e kan\u00eb sjell\u00eb asnj\u00ebher\u00eb koefi\u00e7ientin (faktorin) \u201cR\u201d(raportin mes t\u00eb ardhurave dhe shpenzimeve prodhuese t\u00eb naft\u00ebs) m\u00eb t\u00eb madh se 1! Ndryshimet e q\u00ebllimshme t\u00eb Planeve t\u00eb Zhvillimit t\u00eb marreveshjeve hidrokarbure n\u00eb naft\u00ebn shqiptare, n\u00eb funksion t\u00eb ndikimit n\u00eb Faktorin \u201cR\u201d ul\u00ebrasin p\u00ebr nj\u00eb d\u00ebshtim spektakolar n\u00eb mbik\u00ebqyrjen shtet\u00ebrore t\u00eb k\u00ebtyre marr\u00ebveshjeve. P\u00ebr parregullsi n\u00eb shp\u00ebnzime duke p\u00ebrfshir\u00eb sponsorizime t\u00eb pamiratuara n\u00eb koston e rikuperueshme t\u00eb veprimeve hidrokarbure. P\u00ebr munges\u00eb verifikimi t\u00eb kontratave, p\u00ebr miratim t\u00eb planeve t\u00eb zhvillimit pa i analizuar dhe shqyrtuar si duhet. P\u00ebr p\u00ebrjashtime nga TVSH t\u00eb shpenzimeve n\u00eb aktivitete q\u00eb nuk jan\u00eb t\u00eb lidhura drejtp\u00ebrdrejt n\u00eb veprimet hidrokarbure p\u00ebr nxjerrjen e naft\u00ebs. P\u00ebr parregullsi n\u00eb p\u00ebrdorimin e holluesit n\u00eb procesin teknologjik t\u00eb nxjerrjes s\u00eb naft\u00ebs dhe p\u00ebr p\u00ebrjashtimet e Akciz\u00ebs dhe TVSH-s\u00eb p\u00ebr k\u00ebt\u00eb q\u00ebllim. P\u00ebr fiktivitet t\u00eb proceseve t\u00eb monitorimit t\u00eb operacioneve hidrokarbure. Shkurt p\u00ebr pasurin\u00eb ton\u00eb m\u00eb t\u00eb madhe komb\u00ebtare, arin e zi, lejuar t\u00eb shfryt\u00ebzohet duke u abuzuar p\u00ebrbindsh\u00ebm dhe duke humbur qindra milion\u00eb euro dhe dollar\u00eb t\u00eb larguara padrejt\u00ebsisht nga arka e shtetit.
