Koncesioni, i vendosur n\u00eb m\u00ebnyr\u00eb t\u00eb paligjshme, n\u00eb kund\u00ebrshtim me vendimin e gjykat\u00ebs, nuk sjell asnj\u00eb p\u00ebrfitim p\u00ebr shqiptar\u00ebt.

\n\u25cf Ministria e Financave dhe e Ekonomis\u00eb ka shpallur fitues t\u00eb koncesionit p\u00ebr kontrollin e pompave t\u00eb karburantit kompanin\u00eb Noa Control shpk.
\n\u25cf Sipas Gjykat\u00ebs Administrative t\u00eb Tiran\u00ebs, Tenderi p\u00ebr k\u00ebt\u00eb koncesion \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb shkelje te ligjit.
\n\u25cf Shpallja e fituesit te koncesionit \u00ebsht\u00eb b\u00ebr\u00eb duke shp\u00ebrfillur vendimit e dat\u00ebs 27 maj 2019 t\u00eb Gjykat\u00ebs Administrative t\u00eb Tiran\u00ebs e cila vendosi pezullimin e tenderit.
\n\u25cf Gjykata ka anulluar tenderin sepse \u201ckriteret e dokumentacionit t\u00eb koncesionit jan\u00eb n\u00eb kund\u00ebrshtim me ligjin n\u00eb fuqi\u201d dhe urdh\u00ebron ministrin\u00eb t\u00eb \u201cndryshoj\u00eb kriteret dhe t\u00eb filloj\u00eb tenderin nga fillimi\u201d.<\/p>\n

\u00c7FAR\u00cb \u00cbSHT\u00cb KONCESIONI I POMPAVE T\u00cb KARBURANTEVE?<\/p>\n

\u25cf Kontrolli i pompave t\u00eb karburantit konsiston n\u00eb kontrollin ligjor t\u00eb instrumentave mat\u00ebs, n\u00ebp\u00ebrmjet verifikimit t\u00eb instrumenteve shp\u00ebrndar\u00ebs t\u00eb karburanteve dhe gazit t\u00eb l\u00ebngsh\u00ebm.
\n\u25cfPraktikisht, kontrollojn\u00eb shit\u00ebsin q\u00eb t\u00eb mos mashtroj\u00eb konsumatorin n\u00eb sasin\u00eb e karburantit.
\n\u25cfAktualisht kontrolli b\u00ebhet 2 her\u00eb n\u00eb vit dhe qeveria ark\u00ebton pothuajse 60 euro p\u00ebr \u00e7do kontroll.
\n\u25cf Sot ky sh\u00ebrbim b\u00ebhet nga Drejtoria e Metrologjis\u00eb dhe sjell n\u00eb arkat e shtetit rreth 5 milion\u00eb euro n\u00eb vit.
\n\u25cf Me dh\u00ebnien e k\u00ebtij sh\u00ebrbimi n\u00eb koncesion, n\u00ebse nuk ndryshon tarifa, kompania e p\u00ebrzgjedhur nga Rama do t\u00eb p\u00ebrfitoj\u00eb k\u00ebt\u00eb shum\u00eb p\u00ebr 20 vitet e ardhshme.
\n\u25cf Praktikisht 100 milion\u00eb euro nuk do t\u00eb shkojn\u00eb m\u00eb n\u00eb ark\u00ebn e shtetit por n\u00eb xhepat e Ram\u00ebs dhe miqve te tij.<\/p>\n

KRIJIMI I KOMPANIS\u00cb NOA CONTROL DHE SI U PERZGJODH?
\n\u25cf Kompania fituese e koncesionit \u00ebsht\u00eb krijuar ne 2015
\n\u25cf 1 vit pas krijimit kompania Noa Control shpk, n\u00eb 2016, b\u00ebn propozimin e pak\u00ebrkuar p\u00ebr t\u00eb marr\u00eb n\u00eb koncesion sh\u00ebrbimin e kontrollit t\u00eb pompave t\u00eb karburantit.
\n\u25cf N\u00eb qershor t\u00eb 2018 qeveria pranon ofert\u00ebn e pak\u00ebrkuar dhe hap gar\u00ebn e tenderimit duke i dh\u00ebn\u00eb kompanis\u00eb Noa bonusin prej 10 pik\u00eb.
\n\u25cf Ne tetor 2018, para p\u00ebrfundimit t\u00eb afatit p\u00ebr prezantimin e ofertave, kompania Penzoil i b\u00ebn kerkes komisionit t\u00eb prokurimeve publike t\u00eb pezulloj\u00eb gar\u00ebn e tenderimit sepse sipas saj kriteret e tenderit jane n\u00eb kund\u00ebrshtim me ligjin dhe parapercaktues t\u00eb fituesit.
\n\u25cf Komisioni urdh\u00ebron ministrin\u00eb t\u00eb pezulloj\u00eb tenderin dhe heton \u00e7\u00ebshtjen p\u00ebr rreth 4 muaj dhe n\u00eb muajin shkurt 2019 vendos te rrezoj pretendimet e Kompanis\u00eb Penzoil.
\n\u25cf Kompania Penzoil ankimon n\u00eb Gjykat\u00ebn Administrative vendimin e Komisionit dhe k\u00ebrkon shfuqizimin e ketij vendimi.<\/p>\n

\u25cf N\u00eb dat\u00ebn 27 maj 2019 gjykata vendos t\u00eb pranoj\u00eb k\u00ebrkes\u00ebn e Penzoil p\u00ebr shkelje t\u00eb barazis\u00eb n\u00eb tender. Gjykata shfuqizoi vendimin e Komisionit dhe urdh\u00ebroi ministrin\u00eb te ndryshoj\u00eb kriteret e dokumentacionit t\u00eb tenderimit sepse jan\u00eb n\u00eb kund\u00ebrshtim me ligjin n\u00eb fuqi.
\n\u25cf Ministria, n\u00eb shkelje flagrante t\u00eb ligjit dhe vendimit t\u00eb gjykat\u00ebs, shpall fitues kompanin\u00eb Noa Control.<\/p>\n

ARSYET PSE MENDOJM\u00cb QE KY KONCESION \u00cbSHT\u00cb KORRUPTIV DHE \u00cbSHT\u00cb DH\u00cbN\u00cb N\u00cb SHKELJE T\u00cb LIGJIT?<\/p>\n

\u25cf Eshte shkelur haptaz ligji per koncesione, sepse Vendimi p\u00ebr t\u00eb privatizuar k\u00ebt\u00eb sh\u00ebrbim n\u00ebp\u00ebrmjet koncesionit nuk \u00ebsht\u00eb marr\u00eb ne baze te nj\u00eb analize kosto\/p\u00ebrfitime per shtetin shqiptar. Ky sh\u00ebrbim sjell shum\u00eb p\u00ebrfitime ne arkat e shtetit, ka nj\u00eb kosto shum\u00eb t\u00eb ul\u00ebt ekzekutimi dhe Drejtoria e P\u00ebrgjithshme e Metrologjis\u00eb do t\u00eb vazhdoj\u00eb t\u00eb operoj\u00eb edhe pas dh\u00ebnies s\u00eb koncesionit.
\n\u25cf Kompania Noa Control \u00ebsht\u00eb krijuar enkas p\u00ebr t\u00eb propozuar dhe fituar k\u00ebt\u00eb koncesion.
\n\u25cf Te gjitha vendimet e marra nga qeveria jane n\u00eb favor t\u00eb kompanis\u00eb propozuese t\u00eb tenderit.
\n\u25cf Qeveria shperfill vendimin e Gjykat\u00ebs, dhunon shtetin e s\u00eb drejt\u00ebs dhe kryen nje veper penale per te favorizuar nje kompani ne tender
\n\u25cf Investimi \u00ebsht\u00eb prej vet\u00ebm 600.000 euro, kurse perfitimet jane shum\u00eb her\u00eb m\u00eb te medha, 100 milion\u00eb euro.
\n\u25cf Koh\u00ebzgjatja prej 20 vjetesh \u00ebsht\u00eb e pajustifikueshme, ka si q\u00ebllim vet\u00ebm krijimin e nje monopoli.<\/p>\n

CILI ESHTE QELLIMI I KETIJ KONCESIONI?<\/p>\n

\u25cf K\u00ebmb\u00ebngulja me shpalljen e fituesit te koncesionit tregon qartas q\u00eb skema e k\u00ebtij koncesioni ka p\u00ebr q\u00ebllim t\u00eb vet\u00ebm p\u00ebrfitimin prej 100 milion\u00eb euro te Ram\u00ebs dhe miqve t\u00eb vet.
\n\u25cf Rama po implementon nj\u00eb strategji t\u00eb mir\u00ebfillt\u00eb p\u00ebr kapjen afatgjat\u00eb t\u00eb ekonomis\u00eb dhe tregut n\u00eb Shqip\u00ebri.
\n\u25cf Koncesionet dhe PPP, si e ka v\u00ebn\u00eb n\u00eb dukje edhe departamenti amerikan i shtetit, jan\u00eb nj\u00eb instrument q\u00eb i jep mund\u00ebsi Ram\u00ebs t\u00eb krijoj\u00eb nje rrjet grabitqaresh, bashk\u00eb me t\u00eb cil\u00ebt, synon t\u00eb mbaj\u00eb pushtetin dhe t\u00eb ndaj\u00eb p\u00ebrfitimet.
\n\u25cf Kjo qeveri vepron si nj\u00eb organizat\u00eb kriminale, n\u00eb shkelje flagrante t\u00eb ligjeve dhe kushtetut\u00ebs s\u00eb Shqip\u00ebris\u00eb dhe n\u00eb kushte pandeshkueshmerie t\u00eb garantuar nga kapja dhe kontrolli mbi prokurorin\u00eb.
\n\u25cf Partia Demokratike nuk do ndaloj\u00eb s\u00eb denoncuar vjedhjet e qeverise \u201cRama\u201d.
\nKy koncesion, bashk\u00eb me t\u00eb gjitha koncesionet korruptive, do t\u00eb anulohen nga Partia Demokratike.
