Dhe m\u00eb tej, p\u00ebr nevoj\u00ebn e pavarsis\u00eb politike t\u00eb shum\u00eb institucioneve t\u00eb shtetit.<\/p>\n<p>KQZ-ja, KZAZ-t\u00eb dhe KQV-t\u00eb kan\u00eb qen\u00eb p\u00ebr tre dekada organe tejet t\u00eb politizuara \u2013 t\u00eb mbushura me njer\u00ebz t\u00eb besuar t\u00eb partive kund\u00ebrshtare, t\u00eb gatsh\u00ebm p\u00ebr t\u2019u kacafytur me nj\u00ebri-tjetrin edhe p\u00ebr gj\u00ebn\u00eb m\u00eb t\u00eb vog\u00ebl n\u00eb d\u00ebm\/favor t\u00eb partive respektive. N\u00eb situat\u00ebn aktuale, opozita synon t\u00eb ket\u00eb komisioner\u00ebt e vet n\u00eb dit\u00ebn e zgjedhjeve, p\u00ebr t\u00eb mos lejuar, sipas saj, manipulimin e zgjedhjeve (pavarsisht se s\u2019do t\u00eb marr\u00eb pjes\u00eb n\u00eb to), nd\u00ebrkoh\u00eb q\u00eb mazhoranca i konsideron komisioner\u00ebt opozitar\u00eb si militant\u00eb q\u00eb duan t\u00eb minojn\u00eb procesin e votimit.<\/p>\n<p>Edhe pse ligji parashikon sanksione t\u00eb forta penale (vite burgu), edhe pse SHBA-ja dhe BE-ja mund t\u00eb ndalojn\u00eb p\u00ebrjet\u00ebsisht futjen e t\u00eb d\u00ebnuarve p\u00ebr shkelje t\u00eb ligjit elektoral shqiptar, komisioner\u00ebt opozitar\u00eb n\u00eb KZAZ-t\u00eb dhe KQV-t\u00eb mund t\u00eb bllokojn\u00eb procesin n\u00eb dit\u00ebn e zgjedhjeve. Komisioner\u00ebt e t\u00eb dyja pal\u00ebve, nd\u00ebr vite, e kan\u00eb demonstruar gadishm\u00ebrin\u00eb p\u00ebr t\u2019u b\u00ebr\u00eb kamikaz\u00eb t\u00eb partive respektive.<\/p>\n<p>Nuk i dihet se si do t\u00eb zgjidhet e kush do ta zgjidh\u00eb kriz\u00ebn aktuale politike n\u00eb Shqip\u00ebri, por gjasat jan\u00eb q\u00eb nj\u00eb dit\u00eb \u2013 para apo pas 30 qershorit \u2013 do t\u00eb ket\u00eb marr\u00ebveshje politike mes pal\u00ebve. Dhe kur t\u00eb vij\u00eb ajo dit\u00eb, nj\u00eb nga \u00e7\u00ebshtjet e para q\u00eb duhet t\u00eb zgjidhet \u00ebsht\u00eb ajo e komisioneve zgjedhore.<\/p>\n<p>Nd\u00ebr rekomandimet m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb OSBE\/ODHIR-it pas zgjedhjeve t\u00eb shkuara ishte ai p\u00ebr depolitizimin e komisioneve zgjedhore. Edhe pse n\u00eb ato zgjedhje nuk pati ndonj\u00eb problem n\u00eb to, v\u00ebzhguesit nd\u00ebrkomb\u00ebtar\u00eb pan\u00eb tek struktura e balancuar politike e tyre potencialin p\u00ebr ng\u00ebr\u00e7e t\u00eb dhunshme, q\u00eb do t\u00eb bllokonin procesin n\u00eb t\u00eb ardhmen. Dhe ajo q\u00eb ia kishin frik\u00ebn v\u00ebzhguesit nd\u00ebrkomb\u00ebtar\u00eb po materializohet sot.<\/p>\n<p>OSBE\/ODHIR-i nuk ka dh\u00ebn\u00eb sugjerime konkrete se si duhet b\u00ebr\u00eb depolitizimi i komisioneve zgjedhore, por shembuj t\u00eb ndrysh\u00ebm nga bota egzistojn\u00eb \u2013 nga p\u00ebrfshirja n\u00eb to e punonj\u00ebsve me status civil, deri tek p\u00ebrfshirja e trup\u00ebs gjyq\u00ebsore dhe punonj\u00ebsve t\u00eb sistemit t\u00eb drejt\u00ebsis\u00eb.<\/p>\n<p>Ideja \u00ebsht\u00eb q\u00eb t\u00eb krijohen komisione zgjedhore pa militant\u00eb t\u00eb besuar t\u00eb partive kund\u00ebrshtare, t\u00eb cil\u00ebt jan\u00eb t\u00eb gatsh\u00ebm t\u00eb shkelin kodin zgjedhor p\u00ebr hir t\u00eb partis\u00eb s\u00eb tyre, madje edhe t\u00eb kacafyten fizikisht me nj\u00ebri-tjetrin.<\/p>\n<p>Po ku do t\u00eb gjenden komisiner\u00eb t\u00eb till\u00eb q\u00eb nuk jan\u00eb t\u00eb varur nga partit\u00eb, lind pyetja. Dhe k\u00ebtu vijm\u00eb tek pika e dyt\u00eb e e r\u00ebnd\u00ebsishme e marr\u00ebveshjes eventuale politike. Stabiliteti dhe garancia e statusit t\u00eb n\u00ebpun\u00ebsit civil, e statusit t\u00eb jurist\u00ebve, t\u00eb m\u00ebsuesve, t\u00eb pedagog\u00ebve etj, mund t\u00eb garantojn\u00eb pavarsin\u00eb e nj\u00eb mase t\u00eb madhe punonj\u00ebsish.
