Nd\u00ebrkoh\u00eb, \u00ebsht\u00eb p\u00ebrbetuar se nuk do ta lejoj\u00eb zhvillimin e zgjedhjeve lokale me Edi Ram\u00ebn n\u00eb postin e kryeministrit.<\/p>\n<p>N\u00ebp\u00ebr kafenera lagjesh dhe n\u00eb portale t\u00eb shumta, qarkullojn\u00eb turlilloj teorish konspirative p\u00ebr arsyen e v\u00ebrtet\u00eb, q\u00eb e ka shtyr\u00eb PD-n\u00eb t\u2019i futet nj\u00eb kursi konfliktual, i cili ka si stacion final bllokimin e zgjedhjeve lokale. Por n\u00eb nj\u00eb nivel pragmatist elektoral, nj\u00eb arsye mund t\u00eb gjendet n\u00eb analiz\u00ebn e shifrave t\u00eb zgjedhjeve t\u00eb 2017-\u00ebs dhe t\u00eb p\u00ebrvojave t\u00eb zgjedhjeve t\u00eb m\u00ebparshme lokale.<\/p>\n<p><strong><em><u>Rezultatet paraardh\u00ebse nuk duken keq n\u00eb let\u00ebr p\u00ebr opozit\u00ebne bashkuar<\/u><\/em><\/strong><\/p>\n<p>N\u00eb vitin 2017, PS-ja mori 48% t\u00eb votave n\u00eb rang komb\u00ebtar. N\u00eb qoft\u00eb se supozojm\u00eb p\u00ebr nj\u00eb \u00e7ast q\u00eb PS-ja e ka ruajtur pesh\u00ebn elektorale t\u00eb parvjetshme n\u00eb t\u00eb gjith\u00eb territorin e vendit, rezultatet e opozit\u00ebs s\u00eb bashkuar (PD+LSI+PDIU+etj) nuk do t\u00eb ishin fort t\u00eb k\u00ebqia n\u00eb zgjedhjet lokale t\u00eb 30 qershorit. Duke presupozuar se votat e partive t\u00eb vogla aleate t\u00eb PS-s\u00eb (PSD, PDS, etj.) do t\u2019i bashkangjiteshin votave t\u00eb saj, kandidat\u00ebt socialist\u00eb p\u00ebr kryebashkiak\u00eb do t\u00eb kishin ep\u00ebrsi vet\u00ebm n\u00eb 30 bashki t\u00eb vendit, nd\u00ebrsa ata t\u00eb opozit\u00ebs s\u00eb bashkuar do t\u00eb kishin ep\u00ebrsi n\u00eb 31 t\u00eb tjera.<\/p>\n<p>Duke analizuar tabelat shoq\u00ebruese q\u00eb kam p\u00ebrgatitur p\u00ebr k\u00ebt\u00eb analiz\u00eb, rezulton se kandidat\u00ebt e opozit\u00ebs do t\u00eb futeshin n\u00eb gar\u00eb me ep\u00ebrsi paraprake n\u00eb bashki t\u00eb m\u00ebdha si Durr\u00ebsi, Shkodra, Elbasani, Gjirokastra, Kuk\u00ebsi, etj. Me fjal\u00eb t\u00eb tjera, edhe n\u00eb qoft\u00eb se PS-ja dhe aleatet e saja t\u00eb vogla do t\u00eb ishin n\u00eb gjendje t\u00eb p\u00ebrs\u00ebrisnin rezultatet e 2017-\u00ebs, kandidat\u00ebt e opozit\u00ebs s\u00eb bashkuar do t\u00eb kishin shansin t\u00eb mos dilnin t\u00eb turp\u00ebruar nga zgjedhjet lokale. Por opozita do t\u00eb duhej t\u00eb ishte v\u00ebrtet e bashkuar am\u00e1\u2026<\/p>\n<p><strong><em><u>Sinergjia e v\u00ebshtir\u00eb e zgjedhjeve lokale<\/u><\/em><\/strong><\/p>\n<p>\u00cbsht\u00eb e leht\u00eb t\u00eb llogaris\u00ebsh mekanikisht shum\u00ebn e votave t\u00eb partive t\u00eb ndryshme si PD-ja, LSI-ja, PDIU-ja, etj, dhe t\u00eb thuash se ato mund t\u00eb fitojn\u00eb n\u00eb 31 bashki. Por p\u00ebrvoja e koalicioneve n\u00eb zgjedhjet lokale t\u00eb shkuara na tregon se sinergjia elektorale \u00ebsht\u00eb e v\u00ebshtir\u00eb t\u00eb materializohet n\u00eb ato bashki ku kandidati \u00ebsht\u00eb nga nj\u00eb parti e dyt\u00eb apo e tret\u00eb e koalicionit.<\/p>\n<p>K\u00ebshtu, n\u00eb zgjedhjet lokale t\u00eb 2015-\u00ebs, sinergjia elektorale funksionoi n\u00eb ato bashki ku kandidat\u00ebt e PS-s\u00eb u mb\u00ebshtet\u00ebn nga LSI-ja, por jo anasjelltas (PS-ja dhe LSI-ja ishin bashk\u00eb n\u00eb nj\u00eb koalicion at\u00ebher\u00eb). N\u00eb Pogradec, p\u00ebr shembull, kandidatja e LSI-s\u00eb duhej t\u00eb kishte fituar t\u00eb pakt\u00ebn 60% t\u00eb votave, n\u00eb qoft\u00eb se do t\u00eb kishte patur mb\u00ebshtetjen e plot\u00eb t\u00eb PS-s\u00eb lokale. Por zgjedhjet i fitoi kandidti i PD-s\u00eb, ngaq\u00eb ra ndjesh\u00ebm pjes\u00ebmarrja e votuesve t\u00eb majt\u00eb. E nj\u00ebjta situat\u00eb ishte edhe n\u00eb Mallakst\u00ebr dhe deri diku edhe n\u00eb Lezh\u00eb dhe n\u00eb Vor\u00eb. Nd\u00ebrsa n\u00eb Gjirokast\u00ebr e n\u00eb Berat, kandidat\u00ebt e LSI-s\u00eb fituan, por me v\u00ebshtir\u00ebsi \u2013 nd\u00ebrkoh\u00eb q\u00eb duhej t\u00eb kishin fituar leht\u00ebsisht.<\/p>\n<p>N\u00eb qoft\u00eb se PD-ja do t\u00eb kishte hyr\u00eb n\u00eb zgjedhjet lokale t\u00eb 30 qershorit, do t\u00eb ishte p\u00ebrballur me t\u00eb nj\u00ebjtin problem. N\u00eb disa bashki do t\u00eb duhej t\u00eb pranonte kandidat\u00eb t\u00eb p\u00ebrbashk\u00ebt t\u00eb koalicionit, t\u00eb propozuar nga parti si LSI-ja dhe PDIU-ja. P\u00ebrndryshe, k\u00ebto t\u00eb fundit nuk do ta n\u00ebnshkruanin marr\u00ebveshjen e koalicionit opozitar.<\/p>\n<p>Por a do t\u00eb shkonin n\u00eb kutit\u00eb e votimit, fjala vjen, t\u00eb gjith\u00eb zgjedh\u00ebsit e djatht\u00eb t\u00eb Beratit, p\u00ebr t\u00eb votuar p\u00ebr nj\u00eb kandidat t\u00eb LSI-s\u00eb? Apo t\u00eb gjith\u00eb zgjedh\u00ebsit e djatht\u00eb t\u00eb Rrogozhin\u00ebs p\u00ebr nj\u00eb kandidat t\u00eb PDIU-s\u00eb? Apo t\u00eb gjith\u00eb zgjedh\u00ebsit e djatht\u00eb t\u00eb Gjirokastr\u00ebs p\u00ebr nj\u00eb kandidat t\u00eb t\u00eb LSI-s\u00eb? E k\u00ebshtu me rradh\u00eb\u2026<\/p>\n<p>Me pak fjal\u00eb, ep\u00ebrsia n\u00eb let\u00ebr e opozit\u00ebs n\u00eb 31 bashki do t\u00eb shnd\u00ebrrohej n\u00eb nj\u00eb tig\u00ebr prej\u2026 letre. Dhe pastaj do t\u00eb fillonin akuzat e nd\u00ebrsjellta p\u00ebr \u201cpazar Roskoveci\u201d (si\u00e7 filluan pas zgjedhjeve t\u00eb 2015-\u00ebs). Dhe uniteti i tanish\u00ebm i koalicionit do t\u00eb shk\u00ebrmoqej \u2013 kur vjen puna p\u00ebr pushtet, dihet q\u00eb partit\u00eb tona jan\u00eb gati t\u00eb nxjerrin thikat retorike. Si rrjedhoj\u00eb, do t\u2019i pak\u00ebsoheshin gjasat q\u00eb koalicioni opozitar t\u00eb shkonte pask\u00ebtaj i bashkuar n\u00eb zgjedhjet e m\u00ebpasme \u2013 ato parlamentare.<\/p>\n<p><strong><em><u>Dy zgjedhje n\u00eb nj\u00eb dit\u00eb, objektiv i realizuesh\u00ebm?<\/u><\/em><\/strong><\/p>\n<p>Objektivi i shpallur i opozit\u00ebs qysh prej 16 shkurtit \u00ebsht\u00eb zhvillimi i zgjedhjeve lokale dhe parlamentare n\u00eb t\u00eb nj\u00ebjt\u00ebn dit\u00eb (pasi Edi Rama t\u00eb jet\u00eb larguar nga kryeministria). N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, f\u00ebrkimet brenda koalicionit do t\u00eb pak\u00ebsoheshin, sepse t\u00eb gjith\u00eb votuesit e PD-s\u00eb do t\u00eb shkonin n\u00eb kutit\u00eb e votimit, t\u00eb nxitur nga ideja e marrjes s\u00eb pushtetit qendror nga partia e tyre, pavarsisht se n\u00eb nivel lokal do t\u2019u duhej t\u00eb votonin, aty-k\u00ebtu, p\u00ebr ndonj\u00eb kandidat t\u00eb LSI-s\u00eb apo PDIU-s\u00eb.<\/p>\n<p>Por problemi \u00ebsht\u00eb se Edi Rama nuk po jep shenja se ka nd\u00ebrmend t\u00eb largohet nga zyra e tij, pavar\u00ebsisht protestave t\u00eb opozit\u00ebs. Nga ana tjet\u00ebr, nuk ka shenja se kancelerit\u00eb per\u00ebndimore do t\u2019i ushtrojn\u00eb atij trysni q\u00eb t\u00eb largohet. P\u00ebrkundrazi, ato vazhdojn\u00eb ta njohin legjitimitetin e postit t\u00eb tij dhe po b\u00ebjn\u00eb thirrje q\u00eb zgjedhjet lokale t\u00eb zhvillohen t\u00eb qeta n\u00eb 30 qershor, pavarsisht nga mospjesmarrja e disa partive. Dhe n\u00eb qoft\u00eb se ky qendrim i tyre nuk ndryshon, edhe zgjedhjet lokale do t\u00eb njihen si legjitime, pavarsisht nga incidente t\u00eb ndryshme q\u00eb mund t\u00eb regjistrohen dit\u00ebn e zgjedhjeve.<\/p>\n<p>N\u00eb nj\u00eb skenar t\u00eb till\u00eb, partive opozitare do t\u2019u duhet t\u00eb presin t\u00eb bashkuara zgjedhjet parlamentare t\u00eb rradh\u00ebs.
