K\u00ebtu shqet\u00ebsimi i tij m\u00eb i madh, mbetej ideja q\u00eb shkolla t\u00eb ishte gjith\u00ebshqiptare, dhe n\u00eb radh\u00eb t\u00eb par\u00eb e mbi \u00e7do gj\u00eb, t\u00eb edukonte atdhetar\u00eb\u00a0 q\u00eb\u00a0 ti\u00a0 sh\u00ebrbenin\u00a0 Shqip\u00ebris\u00eb\u00a0 n\u00eb\u00a0 rrug\u00ebn\u00a0 e\u00a0 saj\u00a0 t\u00eb\u00a0 konsolidimit\u00a0 kundrejt\u00a0 p\u00ebrpjekjeve\u00a0 t\u00eb\u00a0 huaja\u00a0 p\u00ebr\u00a0 nd\u00ebrhyrjen\u00a0 n\u00eb\u00a0 sovranitetin\u00a0 e\u00a0 institucioneve\u00a0 tona.<\/p>\n<p>&nbsp;<\/p>\n<p>Fal\u00eb bindjes q\u00eb\u00a0 soll\u00ebn argumentet e Ivanaj-it, m\u00eb 11 Prill 1933, Parlamenti miratoi\u00a0 ndryshimin e Statutit dhe me 22 prill 1933\u00a0 u sanksionua nga Mbreti. Shkollat\u00a0 fillore\u00a0 e\u00a0 t\u00eb\u00a0 mesme\u00a0 private\u00a0 e\u00a0 t\u00eb\u00a0 huaja, q\u00eb u mbyll\u00ebn sipas Reform\u00ebs Arsimore: shkolla shqiptare private jofetare,shkolla shqiptare klerikale myslimane, katolike, ortodokse; shkolla t\u00eb huaja p\u00ebr shqiptar\u00eb; shkolla private t\u00eb minoritetit grek.<\/p>\n<p>U suprimuan\u00a0 shkollat\u00a0 e\u00a0 mesme: shkolla Normale Fem\u00ebrore t\u00eb Kor\u00e7\u00ebs, Institutit privat Fem\u00ebror\u201cNaim Frash\u00ebri\u201d,Institutit Privat Fem\u00ebror \u201cKyrias\u201d, shkoll\u00ebs Normale fem\u00ebrore katolike t\u00eb Stigmatin\u00ebve. N\u00eb vend t\u00eb gjitha k\u00ebtyre, n\u00eb shtator t\u00eb 1933, u themelua n\u00eb kryeqytet Instituti Fem\u00ebror\u201cNana Mbretnesh\u00eb\u201dme dy deg\u00eb, normale dhe gjimnaziale. N\u00eb Kor\u00e7\u00eb me ish nx\u00ebn\u00ebs t\u00eb shkoll\u00ebs Normale fem\u00ebrore u krijua nj\u00eb shkolle 4-vje\u00e7are e quajtur qytet\u00ebse dhe n\u00eb Shkod\u00ebr, nj\u00eb deg\u00eb e ul\u00ebt fem\u00ebrore e\u00a0\u00a0 Gjimnazit. U suprimua dega normale e Shkoll\u00ebs Teknike dhe nx\u00ebn\u00ebsit e saj u shp\u00ebrndan\u00eb n\u00eb shkolla t\u00eb tjera. Me largimin e personelit italian, shkollat profesionale italiane t\u00eb Beratit, Gjirokastr\u00ebs dhe Shkodr\u00ebs, u suprimuan dhe n\u00eb Berat, Kor\u00e7\u00eb e Durr\u00ebs u krijuan shkolla qytet\u00ebse 4-vje\u00e7are, me program teorik e praktik sipas nevojave rajonale. Shkolla teknike e Tiran\u00ebs, q\u00eb u shtet\u00ebzua u plot\u00ebsua\u00a0 me nj\u00eb\u00a0 personel t\u00eb zgjedhur, dhe u b\u00ebn\u00eb ndryshime n\u00eb struktur\u00ebn dhe programin e saj. U suprimua gjimnazi ushtarak i Tiran\u00ebs dhe shkolla bujq\u00ebsore e Lushnj\u00ebs. Po k\u00ebshtu, nuk u cenua Liceu i Kor\u00e7\u00ebs, i cili edhe pse punonte \u00a0me gjuh\u00eb t\u00eb huaj, por me bashk\u00ebdrejtues shqiptar dhe n\u00eb pjes\u00ebn m\u00eb t\u00eb madhe me m\u00ebsues shqiptar, Ivanaj nuk e konsideroi shkoll\u00eb t\u00eb huaj\u00a0 dhe\u00a0 ajo mori\u00a0 emrin, Liceu\u00a0 Komb\u00ebtar\u00a0 i\u00a0 Kor\u00e7\u00ebs.<\/p>\n<p>Viti shkollor 1933-1934, niste pun\u00ebn p\u00ebr her\u00eb t\u00eb par\u00eb n\u00eb historin\u00eb e Shqip\u00ebris\u00eb vet\u00ebm me shkolla shtet\u00ebrore, komb\u00ebtare\u00a0 e\u00a0 laike. Por Ivanaj, me gjer\u00ebsin\u00eb e personalitetit t\u00eb tij, si humanist, edhe pse vete ateist, nuk lejoi q\u00eb t\u00eb p\u00ebrgojohej feja n\u00eb shkoll\u00eb e t\u00eb p\u00ebrbuzej, sepse sipas bindjes s\u00eb tij, prekeshin ndjenjat fetare t\u00eb popullit, nj\u00eb e drejt\u00eb civile e pamohueshme. Ai diti t\u00eb \u00e7moj\u00eb dhe t\u00eb vler\u00ebsoj\u00eb n\u00eb t\u00eb gjitha dukurit\u00eb personalitetin e m\u00ebsuesit, duke e vendosur at\u00eb n\u00eb lart\u00ebsin\u00eb e detyr\u00ebs fisnike si figur\u00eb kryesore n\u00eb shkall\u00ebzimin e hierarkis\u00eb intelektuale t\u00eb vendit.<\/p>\n<p>Tashm\u00eb, askush nuk do t\u00eb n\u00ebp\u00ebrk\u00ebmbte t\u00eb drejtat e m\u00ebsuesve dhe asnj\u00eb nuk duhej t\u00eb harronte t\u00eb drejtat e tyre. Por, edhe n\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, asnj\u00eb prej tyre nuk mund t\u00eb b\u00ebnte pjes\u00eb n\u00eb radh\u00ebt e arsimtar\u00ebve, n\u00eb qoft\u00eb se nuk e meritonte at\u00eb detyr\u00eb t\u00eb r\u00ebnd\u00ebsishme.\u00a0 P\u00ebr t\u00eb pastruar n\u00eb radh\u00ebt e m\u00ebsuesve nga element\u00eb, q\u00eb nuk mund t\u00eb \u00e7onin pun\u00ebn p\u00ebrpara, sipas k\u00ebrkesave t\u00eb Reform\u00ebs, ai mori masa shum\u00eb t\u00eb shpejta, jo vet\u00ebm p\u00ebr largimin e tyre nga m\u00ebsuesia ose nxjerrjen n\u00eb pension, por edhe l\u00ebvizjen e shum\u00eb arsimtar\u00ebve. Nd\u00ebr\u00a0 fjalimet\u00a0 q\u00eb\u00a0 mbante\u00a0 n\u00eb\u00a0 Parlament\u00a0 p\u00ebr\u00a0 k\u00ebt\u00eb\u00a0 problem\u00a0 ai\u00a0 do\u00a0 t\u00eb\u00a0 shprehej: \u201cJan\u00eb\u00a0 v\u00ebn\u00eb\u00a0 n\u00eb\u00a0 disiplin\u00eb,n\u00eb rregull,n\u00eb detyr\u00eb\u00a0 e\u00a0 n\u00eb \u00a0mision\u00a0 t\u00eb\u00a0 gjith\u00eb\u00a0 ata\u00a0 arsimtar\u00eb t\u00eb\u00a0 cil\u00ebt dikur detyr\u00ebn\u00a0 e\u00a0 merrnin\u00a0 si\u00a0 tallje\u00a0 e\u00a0 rrog\u00ebn\u00a0 si\u00a0 mision.\u201d\u00a0 Gjat\u00eb periudh\u00ebs\u00a0 prill-shtator 1933 , u b\u00eb numri m\u00eb i madh i l\u00ebvizjes s\u00eb kuadrit, gjat\u00eb gjith\u00eb periudh\u00ebs 15- vje\u00e7are, 1925\u20131939. U hoq\u00ebn nga arsimi 41 m\u00ebsues, ku b\u00ebnin pjes\u00eb persona t\u00eb pazot. Po ashtu u transferuan 200 t\u00eb tjer\u00eb, midis tyre edhe disa me k\u00ebrkes\u00ebn e tyre. Vendet e liruara u z\u00ebvend\u00ebsuan me t\u00eb rinj, q\u00eb kishin shkolla t\u00eb mesme. N\u00eb em\u00ebrimet e reja Ivanaj mori parasysh vet\u00ebm aft\u00ebsit\u00eb. P\u00ebr\u00a0 ta\u00a0 v\u00ebrtetuar\u00a0 m\u00eb\u00a0 s\u00eb\u00a0 miri\u00a0 k\u00ebt\u00eb sh\u00ebrben\u00a0 fakti\u00a0 i\u00a0 ndodhur\u00a0 n\u00eb\u00a0 Kor\u00e7\u00eb\u00a0 n\u00eb\u00a0 vitin\u00a0 1933, ku\u00a0 u\u00a0 krijua\u00a0 nj\u00eb\u00a0 v\u00ebshtir\u00ebsi\u00a0 p\u00ebr\u00a0 em\u00ebrimin\u00a0 e\u00a0 nj\u00eb\u00a0 m\u00ebsueseje, sepse\u00a0 t\u00eb\u00a0 kat\u00ebr\u00a0 kandidat\u00ebt\u00a0 p\u00ebr\u00a0 t\u00eb\u00a0 vetmin\u00a0 vend\u00a0 pune\u00a0 kishin\u00a0 nota\u00a0 t\u00eb\u00a0 nj\u00ebjta\u00a0 n\u00eb\u00a0 matur\u00eb. Ministri\u00a0 e\u00a0 zgjidhi\u00a0 menj\u00ebher\u00eb\u00a0 problemin, pasi\u00a0 urdh\u00ebroi\u00a0 t\u00eb\u00a0 merrej\u00a0 n\u00eb\u00a0 pun\u00eb\u00a0 ajo\u00a0 q\u00eb\u00a0 i\u00a0 kishte\u00a0 notat\u00a0 m\u00eb\u00a0 t\u00eb\u00a0 mira\u00a0 gjat\u00eb\u00a0 kat\u00ebr\u00a0 viteve\u00a0 t\u00eb\u00a0 shkoll\u00ebs\u00a0 s\u00eb\u00a0 mesme. Drejt\u00ebsia e\u00a0 Ivanaj-it ishte e till\u00eb, saq\u00eb asnj\u00eb nuk trokiti n\u00eb port\u00ebn e ministrit p\u00ebr t\u2019u ankuar, madje nd\u00ebr arsimtar\u00ebt\u00a0 n\u00eb\u00a0 k\u00ebt\u00eb\u00a0 koh\u00eb\u00a0 qarkullonte\u00a0 shprehja: \u201cZoti\u00a0 mund\u00a0 t\u00eb\u00a0 gaboj\u00eb, por\u00a0 Ivanaj, jo.\u201d<\/p>\n<p>Shpejt i hodhi syt\u00eb tek pagesa e rrogave t\u00eb arsimtar\u00ebve, t\u00eb cilat me parregullsit\u00eb e vonesat ishin b\u00ebr\u00eb shum\u00eb shqet\u00ebsuese p\u00ebr koh\u00ebn. Ishte i\u00a0 vetmi Minist\u00ebr Arsimi, i cili e mori me seriozitetin m\u00eb t\u00eb madh \u00e7\u00ebshtjen e rrogave dhe k\u00ebrkoi nga Ministria e Financave, jo vet\u00ebm zgjidhjen e \u00e7\u00ebshtjes s\u00eb rrogave,\u00a0 por edhe t\u00eb pagesave t\u00eb tjera suplementare q\u00eb u takonin atyre. Ivanaj t\u00ebrhoqi v\u00ebmendje dhe mori nj\u00eb s\u00ebr\u00eb masash t\u00eb tjera n\u00eb lidhje me lejet e tep\u00ebrta, q\u00eb merrnin arsimtar\u00ebt, ose raportet mjek\u00ebsore t\u00eb falsifikuara.\u00a0\u00a0 I rrept\u00eb u tregua ai edhe ndaj past\u00ebrtis\u00eb vetjake dhe rregullit dhe hijeshis\u00eb s\u00eb veshjes, por jo luksit. P\u00ebr veshjen e koh\u00ebs s\u00eb m\u00ebsimit n\u00eb shkoll\u00eb ai k\u00ebrkoi uniform\u00eb. Deri n\u00eb vitin 1933, kuadri i arsimit, nuk kishte dal\u00eb asnj\u00ebher\u00eb rregullisht n\u00eb fillim t\u00eb vitit shkollor, gj\u00eb q\u00eb sillte shqet\u00ebsim n\u00eb radh\u00ebt e m\u00ebsuesve dhe d\u00ebm t\u00eb pun\u00ebs s\u00eb shkoll\u00ebs. T\u00eb gjitha masat e Ivanajt, t\u00eb cilat synonin disiplinimin e pun\u00ebs s\u00eb m\u00ebsuesit, jo vet\u00ebm q\u00eb nuk soll\u00ebn asnj\u00eb pak\u00ebnaq\u00ebsi n\u00eb pun\u00eb, por p\u00ebrkundrazi, mobilizim e entuziaz\u00ebm. N\u00eb qendra t\u00eb r\u00ebnd\u00ebsishme t\u00eb vendit pati intelektual\u00eb t\u00eb cil\u00ebt k\u00ebrkuan t\u00eb jepnin vullnetarisht or\u00eb m\u00ebsimi n\u00eb shkolla.<\/p>\n<p>Q\u00eb t\u00eb vinte n\u00eb udh\u00eb t\u00eb drejt\u00eb serioze dhe t\u00eb q\u00ebndrueshme veprimtarin\u00eb e shkoll\u00ebs shqiptare, Ivanaj i kushtoi v\u00ebmendje t\u00eb madhe disiplin\u00ebs, si themeli i pun\u00ebs. Prandaj fillimisht, duke v\u00ebrejtur shkelje, shthurje n\u00eb radh\u00ebt e nx\u00ebn\u00ebsve, sidomos t\u00eb atyre t\u00eb shkollave t\u00eb mesme, Ivanaj\u00a0 l\u00ebshoi nj\u00eb radh\u00eb qarkoresh dhe udh\u00ebzimesh t\u00eb reja, p\u00ebr t\u2019i prer\u00eb rrug\u00ebn dhe p\u00ebr t\u2019i ndaluar t\u00eb gjitha aktet anti &#8211; disiplinore. Ishte e kuptueshme q\u00eb vet\u00ebm me masa administrative, aq m\u00eb tep\u00ebr me masa t\u00eb forta, nuk mund t\u00eb sigurohej disiplin\u00eb e q\u00ebndrueshme. Por, megjithat\u00eb , fillimisht ato masa e dhan\u00eb\u00a0 p\u00ebrfundimin e duhur. K\u00ebrkesat rigoroze dhe\u00a0 masat e d\u00ebnimit\u00a0 t\u00eb Ivanajt, nuk kishin dhun\u00eb ndaj personalitetit t\u00eb nx\u00ebn\u00ebsit. Si edukator i drejtp\u00ebrdrejt\u00eb, si drejtor dhe si minist\u00ebr jo vet\u00ebm nuk i njohu mjetet e dhun\u00ebs, por p\u00ebrkundrazi i d\u00ebnoi ato. Aq m\u00eb tep\u00ebr ai d\u00ebnonte fyerjen e nx\u00ebn\u00ebsve me\u00a0 fjal\u00eb anti &#8211; pedagogjike, q\u00eb n\u00eb Shqip\u00ebri nuk i pranonte as pedagogjia e edukat\u00ebs popullore.<\/p>\n<p>Ai porosiste gjithnj\u00eb q\u00eb t\u00eb\u00a0 veprohej\u00a0 me respekt dhe sinqeritet saq\u00eb ai\u00a0 mbi\u00a0 t\u00eb\u00a0 cilin\u00a0 aplikohej\u00a0 masa\u00a0 disiplinore\u00a0 t\u00eb\u00a0\u00a0 kuptonte\u00a0 mir\u00eb\u00a0 se\u00a0 ajo\u00a0 ishte\u00a0 e\u00a0 hidhur\u00a0 si\u00a0 ila\u00e7i\u00a0 i\u00a0 mjekut, q\u00eb\u00a0 sh\u00ebrben\u00a0 jo\u00a0 p\u00ebr\u00a0 t\u00eb\u00a0 munduar\u00a0 t\u00eb\u00a0 s\u00ebmurin\u00a0 por\u00a0 p\u00ebr\u00a0 ta\u00a0 sh\u00ebruar\u00a0 at\u00eb. N\u00eb mb\u00ebshtetje t\u00eb formimit t\u00eb disiplin\u00ebs, Ivanaj b\u00ebri kujdes t\u00eb ve\u00e7ant\u00eb p\u00ebr ngritjen e autoritetit t\u00eb m\u00ebsuesit, t\u00eb\u00a0 drejtorit t\u00eb shkoll\u00ebs, posa\u00e7\u00ebrisht t\u00eb k\u00ebshillit pedagogjik si organ vendimmarr\u00ebs, duke ia shtuar dhe fuqizuar n\u00eb kompetencat e tij.<\/p>\n<p>P\u00ebrve\u00e7 rinis\u00eb shkollore, Ivanaj si sekretar shteti me bot\u00ebkuptim t\u00eb p\u00ebrparuar n\u00eb t\u00eb mir\u00ebn e p\u00ebrgjithshme t\u00eb brezave t\u00eb kombit, t\u00eb vet\u00eb atdheut, donte t\u00eb angazhonte p\u00ebrve\u00e7 rinis\u00eb shkollore, edhe t\u00eb gjith\u00eb rinin\u00eb qytetare t\u00eb vendit, n\u00eb nj\u00eb shoqate sportive e kulturore komb\u00ebtare. P\u00ebr t\u00eb v\u00ebn\u00eb k\u00ebto detyra n\u00ebn drejtimin dhe udh\u00ebheqjen e Ministris\u00eb s\u00eb Arsimit, Enti Komb\u00ebtar <em>&#8220;Djelmenia shqiptare&#8221; <\/em>futej tashm\u00eb n\u00eb struktur\u00ebn e dikasterit, si seksion i tij i ve\u00e7ant\u00eb.<\/p>\n<p>Ishte koha, kur kriza ekonomike n\u00eb Shqip\u00ebri ishte n\u00eb kulmin e vet, por Ministri me kultur\u00ebn, patriotizmin dhe aft\u00ebsit\u00eb e energjit\u00eb e tij, arriti t\u00eb shtoj\u00eb buxhetin ekzistues t\u00eb dikasterit t\u00eb tij, duke i marr\u00eb buxhetit t\u00eb p\u00ebrgjithsh\u00ebm t\u00eb shtetit, p\u00ebr vitin 1934, 1\/5, e shum\u00ebs s\u00eb tij t\u00eb p\u00ebrgjithshme. Dhe kjo dha shpejt rezultatin. N\u00eb fund t\u00eb vitit shkollor 1933-1934,\u00a0 Shqip\u00ebria kishte 62 shkolla fillore me shum\u00eb se nj\u00eb vit m\u00eb par\u00eb.<strong><sup>22)<\/sup><\/strong> N\u00eb sh\u00ebrbim t\u00eb shtimit t\u00eb m\u00ebtejsh\u00ebm t\u00eb shkollave n\u00eb t\u00eb ardhmen, Ministri u kujdes posa\u00e7\u00ebrisht p\u00ebr shkoll\u00ebn Normale t\u00eb Elbasanit, n\u00eb radh\u00eb t\u00eb par\u00eb p\u00ebr shtimin e kapacitetit t\u00eb saj.\u00a0 Sipas ligjit, q\u00eb sanksionoi Reforma, p\u00ebr her\u00eb t\u00eb par\u00eb shteti shqiptar, p\u00ebrfshiu n\u00eb buxhet edhe shpenzime p\u00ebr shkollimin shqip t\u00eb f\u00ebmij\u00ebve t\u00eb diaspor\u00ebs shqiptare. Bursat e studimit ishin b\u00ebr\u00eb nj\u00eb problem tep\u00ebr serioz dhe kishin krijuar nj\u00eb shqet\u00ebsim shum\u00eb t\u00eb madh p\u00ebr padrejt\u00ebsit\u00eb dhe abuzimet n\u00eb dh\u00ebnien tyre. Prandaj dora e fuqishme e Ivanajt, p\u00ebr t\u00eb vendosur kritere t\u00eb sh\u00ebndosha dhe p\u00ebr t&#8217; i zbatuar ato, p\u00ebrb\u00ebn nj\u00eb kapitull t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb reform\u00ebn e tij. Mas\u00eb e r\u00ebnd\u00ebsishme, q\u00eb mund t&#8217;i vinte fre abuzimeve n\u00eb ndarjen e bursave, ishte p\u00ebrq\u00ebndrimi i t\u00ebr\u00eb bursave t\u00eb studimit, q\u00eb jepte shteti, vet\u00ebm n\u00eb Ministrin\u00eb e Arsimit. N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, Ivanaj b\u00ebri edhe nj\u00eb ndarje racionale t\u00eb kontingjentit t\u00eb bursave, q\u00eb shkollimi i lart\u00eb dhe i mes\u00ebm, t&#8217;i sh\u00ebrbente sa m\u00eb shum\u00eb nevojave m\u00eb aktuale t\u00eb zhvillimit t\u00eb vendit.<\/p>\n<p>Tre muaj pasi erdhi n\u00eb krye t\u00eb Dikasterit, \u201cIvanaj i tmerrsh\u00ebm\u201d\u00a0 deklaroi se nga bursat do t\u00eb p\u00ebrfitonin vet\u00ebm ata, q\u00eb meritonin dhe q\u00eb kishin nevoj\u00eb p\u00ebr nj\u00eb ndihm\u00eb t\u00eb till\u00eb. P\u00ebr her\u00eb t\u00eb par\u00eb u fut me t\u00eb v\u00ebrtet\u00eb konkurrimi p\u00ebr ndarjen e bursave. Nga kontingjentet e bursave t\u00eb brendshme, ai caktoi mbi 60% t\u00eb tyre p\u00ebr shkollat profesionale, ku kishin p\u00ebrpar\u00ebsi shkollat pedagogjike, p\u00ebr t&#8217;i dh\u00ebn\u00eb\u00a0 vendit m\u00eb shum\u00eb m\u00ebsues. Kjo ishte edhe nj\u00eb mas\u00eb demokratike n\u00eb rrafshin shoq\u00ebror sepse shkollat profesionale, n\u00eb p\u00ebrgjith\u00ebsi ishin t\u00eb preferuara p\u00ebr shtresat shoq\u00ebrore me mund\u00ebsi t\u00eb kufizuara ekonomike. Meqen\u00ebse z\u00ebri i bursave n\u00eb buxhetin e Ministris\u00eb s\u00eb Arsimit ishte shum\u00eb i ngarkuar, me guxim q\u00eb e karakterizonte, ai e p\u00ebrgjysmoi at\u00eb.<\/p>\n<p>Gjysm\u00ebn e atyre t\u00eb ardhurave e shfryt\u00ebzoi p\u00ebr rrogat e m\u00ebsuesve, p\u00ebr shtimin e numrit t\u00eb shkollave dhe p\u00ebr nevoja t\u00eb pajisjes s\u00eb tyre. Natyrsh\u00ebm shkurtimi solli edhe pak\u00ebsimin e bursist\u00ebve. U shkurtuan 700 bursa p\u00ebr studente jasht\u00eb shtetit dhe p\u00ebr nx\u00ebn\u00ebs brenda vendit. P\u00ebr p\u00ebrparimin e bursist\u00ebve sidomos p\u00ebr ata q\u00eb studionin jasht\u00eb shtetit, Ivanaj-i ndoqi me v\u00ebmendje t\u00eb ve\u00e7ant\u00eb, duke k\u00ebrkuar raportime t\u00eb rregullta, si p\u00ebr p\u00ebrparimin dhe jetes\u00ebn e tyre n\u00eb p\u00ebrgjith\u00ebsi.<\/p>\n<p>Ishte\u00a0 Ivanaj, ai q\u00eb do\u00a0 ti\u00a0 priste\u00a0 burs\u00ebn\u00a0 e\u00a0 shtetit\u00a0 studentit Enver\u00a0 Hoxha, i\u00a0 cili\u00a0 studionte\u00a0 n\u00eb\u00a0 Franc\u00eb, me\u00a0 motivimin\u00a0 e\u00a0 bazuar\u00a0 n\u00eb\u00a0 fakte\u00a0 sepse\u00a0 gjat\u00eb\u00a0 tre\u00a0 vjet\u00ebve\u00a0 nuk\u00a0 kishte dh\u00ebn\u00eb asnj\u00eb provim. K\u00ebt\u00eb veprim E. Hoxha nuk do tja harronte\u00a0 kurr\u00eb,Ministrit hijer\u00ebnd\u00eb, sepse\u00a0 kur\u00a0 erdhi\u00a0 n\u00eb\u00a0 pushtet, disa\u00a0 vite\u00a0 pas\u00a0 mbarimit\u00a0 t\u00eb\u00a0 luft\u00ebs, do ta\u00a0 burgoste\u00a0 idhullin\u00a0 e\u00a0 arsimtar\u00ebve\u00a0 e\u00a0 arsimdash\u00ebsve\u00a0 shqiptar.<\/p>\n<p>Si intelektual atdhetar me ndjenj\u00ebn e lart\u00eb t\u00eb p\u00ebrgjegj\u00ebsis\u00eb p\u00ebr detyr\u00ebn e r\u00ebnd\u00ebsishme q\u00eb mori p\u00ebrsip\u00ebr, Ivanaj nuk la komponent t\u00eb veprimtaris\u00eb shkollore, qoft\u00eb edhe t\u00eb dor\u00ebs s\u00eb dyt\u00eb, pa i kushtuar kujdesin e merituar. Ishte i pari Minist\u00ebr Arsimi, q\u00eb k\u00ebrkoi nga t\u00eb gjitha shkollat e vendit t\u00eb dh\u00ebnat statistikore p\u00ebr vijimin e shkollave fillore, sipas seksit dhe sipas raportit fshat-qytet. Dhe, p\u00ebr ta futur sadopak n\u00eb rrug\u00ebzgjidhje k\u00ebt\u00eb problem, ai u p\u00ebrpoq q\u00eb t\u00eb nxiste dhe t\u00eb vinte n\u00eb l\u00ebvizje t\u00ebr\u00eb organizmat shtet\u00ebrore dhe nj\u00ebsit\u00eb administrative t\u00eb mundshme.<\/p>\n<p>Reforma u sintetizua n\u00eb Dekret ligjin Organik t\u00eb Arsimit e u dekretua nga Mbreti me 26 shtator 1934. Sipas dekretligjit t\u00eb vitit 1934, n\u00eb prefektura, n\u00ebnprefektura e komuna krijoheshin komisionet shkollore, q\u00eb ndiqnin edhe vijimin e shkoll\u00ebs.\u00a0\u00a0\u00a0\u00a0 Vet\u00ebm pas shkurtit 1933\u00a0 kurset p\u00ebr analfabet\u00a0 q\u00eb\u00a0 ishin\u00a0 hapur vite m\u00eb par\u00eb, nis\u00ebn t\u00eb gjall\u00ebrohen. S\u00eb pari, ai u b\u00ebri thirrje arsimtar\u00ebve q\u00eb sipas mund\u00ebsive t\u00eb jepnin m\u00ebsim vullnetarisht n\u00eb ato kurse, kat\u00ebr dit\u00eb n\u00eb jav\u00eb, nga 2 or\u00eb n\u00eb dit\u00eb.\u00a0 Ve\u00e7 p\u00ebr analfabetet qytetar\u00eb t\u00eb lir\u00eb, Ivanaj k\u00ebrkoi q\u00eb ata t\u00eb jepnin m\u00ebsime falas edhe p\u00ebr analfabetet e burgosur. Kurse kleri mysliman dhe ai ortodoks nuk b\u00ebn\u00eb kurrfar\u00eb reagimi. Posa\u00e7\u00ebrisht an\u00ebn e shtypit dhe me t\u00ebr\u00eb mjetet\u00a0 propagandistike, q\u00eb dispononte, kleri katolik doli fuqish\u00ebm n\u00eb mbrojtje t\u00eb shkollave t\u00eb tij, me argumente historike, p\u00ebr ndihmes\u00ebn e meshtar\u00ebve katolik\u00eb n\u00eb l\u00ebmin e arsimit shqip dhe t\u00eb gjuh\u00ebs shqipe.\u00a0 N\u00eb qytetin e Shkodr\u00ebs u krijua nj\u00eb tension i madh dhe u b\u00ebn\u00eb trazira nga grindjet, q\u00eb u nxit\u00ebn midis nx\u00ebn\u00ebsve t\u00eb besimeve t\u00eb ndryshme fetare. N\u00eb Shqip\u00ebrin\u00eb e Poshtme, n\u00eb prefektur\u00ebn e Gjirokastr\u00ebs; u krijua nj\u00eb shqet\u00ebsim edhe m\u00eb i madh. Autoritetet shtet\u00ebrore greke, t\u00eb cilave iu mbyllej\u00a0 porta e nd\u00ebrhyrjes n\u00eb Shqip\u00ebri, e paraqit\u00ebn shtet\u00ebzimin e shkollave minoritare greke, si mas\u00eb p\u00ebr t\u00eb ndaluar m\u00ebsimin e greqishtes n\u00eb ato shkolla. Prandaj, me an\u00ebn e konsullatave t\u00eb tyre n\u00eb Shqip\u00ebri, dhe t\u00eb agjentur\u00ebs s\u00eb tyre dhe t\u00eb disa klerik\u00ebve ortodoks\u00eb, organizuan nj\u00eb fushat\u00eb sistematike me propagand\u00eb shpif\u00ebse kund\u00ebr shtetit shqiptar. P\u00ebr ta b\u00ebr\u00eb \u00e7\u00ebshtjen shqet\u00ebsim nd\u00ebrkomb\u00ebtar, u vu\u00a0 n\u00eb l\u00ebvizje shtypi grek dhe n\u00eb disa qendra t\u00eb Greqis\u00eb s\u00eb veriut u b\u00ebn\u00eb mitingje, protesta n\u00eb mbrojtje t\u00eb shkollave private minoritare, sikur minoriteti grek n\u00eb Shqip\u00ebri persekutohej.<\/p>\n<p>Qeveria italiane nuk doli hapur n\u00eb mbrojtje t\u00eb shkollave t\u00eb saj n\u00eb Shqip\u00ebri, kurse n\u00eb kanale diplomatike ka nj\u00eb mori dokumentesh, q\u00eb tregojn\u00eb fare haptas, shqet\u00ebsimin e shtetit italian p\u00ebr shkollat e saj n\u00eb Shqip\u00ebri. Qeveria italiane shfaqte shqet\u00ebsim jo t\u00eb vog\u00ebl edhe p\u00ebr shkollat e klerit katolik, ku gjuha italiane, let\u00ebrsia italiane dhe kultura italiane n\u00eb p\u00ebrgjith\u00ebsi, zinin vend t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb programet dhe praktikat e atyre shkollave. P\u00ebr sa u p\u00ebrkiste shkollave profesionale italiane, n\u00eb t\u00eb v\u00ebrtet\u00eb ligji nuk parashikonte mbylljen e tyre, m\u00ebsuesit\u00a0 duhet t\u00eb lidhnin nj\u00eb kontrat\u00eb pune me Ministrin\u00eb e Arsimit dhe se ato shkolla do t\u00eb vareshin k\u00ebtej e tutje nga nj\u00eb seksion i k\u00ebsaj Ministris\u00eb. Sipas reform\u00ebs, minoritetit i siguroheshin po ato t\u00eb drejta, si p\u00ebr t\u00eb t\u00ebr\u00eb shtetasit shqiptare. Mbyllja e shkollave private nuk vinte n\u00eb masa shtr\u00ebnguese pakic\u00ebn greke n\u00eb Shqip\u00ebri, q\u00eb t\u00eb hiqte dor\u00eb nga ajo q\u00eb formon thelbin e jet\u00ebs s\u00eb saj si etni m\u00eb vete. Megjithat\u00eb, \u00e7\u00ebshtja kishte karakter juridik dhe Komiteti i Lidhjes ia drejtoi Gjyqit Nd\u00ebrkomb\u00ebtar t\u00eb Hag\u00ebs, i cili e zgjidhi n\u00eb t\u00eb mir\u00eb t\u00eb k\u00ebrkes\u00ebs greke, me 8 vota pro dhe 3 kund\u00ebr.\u00a0 E manipuluar sipas interesash t\u00eb caktuara nd\u00ebrkomb\u00ebtare, t\u00eb cilat shkonin n\u00eb d\u00ebm t\u00eb Shqip\u00ebris\u00eb, Lidhja e Kombeve, plot\u00ebsoi k\u00ebrkes\u00ebn greke p\u00ebr minoritetin e tyre n\u00eb Shqip\u00ebri dhe nuk pyeti p\u00ebr \u00e7\u00ebshtjen e shkollimit shqip.<\/p>\n<p>Qeveria shqiptare iu n\u00ebnshtrua vendimit t\u00eb Gjyqit Nd\u00ebrkomb\u00ebtar dhe shkollat private minoritare greke u rihap\u00ebn.
