Si rrjedhoj\u00eb e zbatimit t\u00eb kurrikul\u00ebs s\u00eb re p\u00ebr k\u00ebt\u00eb cik\u00ebl t\u00eb arsimit t\u00eb detyruar, ekspert\u00ebt e Institutit t\u00eb Zhvillimit t\u00eb Arsimit kan\u00eb p\u00ebrcaktuar edhe nivelet e arritjes s\u00eb kompetencave t\u00eb nx\u00ebn\u00ebsve sipas 10 fushave t\u00eb studimit.<\/p>\n<p><strong>Vler\u00ebsimi p\u00ebr 10 fushat e studimit<\/strong><\/p>\n<p>Prej disa jav\u00ebsh m\u00ebsuesve t\u00eb k\u00ebtyre profileve u \u00ebsht\u00eb dh\u00ebn\u00eb skema p\u00ebrkat\u00ebse me nivelet e arritjeve q\u00eb nx\u00ebn\u00ebsit duhet t\u00eb g\u00ebzojn\u00eb n\u00eb k\u00ebto fusha studimi: gjuh\u00ebt dhe komunikimi, ku p\u00ebrfshihen l\u00ebnda gjuh\u00eb Shqipe dhe gjuh\u00eb e huaj, fusha \u201c matematik\u00eb\u201d, fusha\u201cshkencat e natyr\u00ebs\u201d, fusha\u201c shoq\u00ebria dhe mjedisi\u201d ku p\u00ebrfshihen l\u00ebnd\u00ebt\u00a0 histori dhe edukim p\u00ebr shoq\u00ebrin\u00eb\/qytetari, n\u00eb fush\u00ebn \u201ctik dhe teknologji\u201d ku p\u00ebrfshihen l\u00ebnd\u00ebt tik dhe aft\u00ebsim teknologjik , n\u00eb fush\u00ebn \u201carte\u201d\u00a0 ku p\u00ebrfshihen l\u00ebnd\u00ebt muzik\u00eb, \u201cart pamor\u201d, si dhe k\u00ebrcim, si dhe fusha e fundit q\u00eb p\u00ebrfshin l\u00ebnd\u00ebn e edukimi fizik, sportet dhe sh\u00ebndetin. Referuar k\u00ebtyre fushave t\u00eb p\u00ebrcaktuara, ekspert\u00ebt e Institutit t\u00eb Zhvillimit t\u00eb Arsimit b\u00ebjn\u00eb me dije se p\u00ebr nx\u00ebn\u00ebsit nga klasa e par\u00eb dhe deri tek treta, vler\u00ebsimi do t\u00eb jepet i p\u00ebrshkruar me fjal\u00eb p\u00ebr t\u00eb pes\u00eb shkall\u00ebt e p\u00ebrcaktuara q\u00eb jan\u00eb:\u00a0<strong>\u201c<\/strong>Arritje t\u00eb pak\u00ebnaqshme\u201d, \u201cArritje q\u00eb kan\u00eb nevoj\u00eb p\u00ebr<\/p>\n<p>p\u00ebrmir\u00ebsim\u201d, \u201cArritje t\u00eb k\u00ebnaqshme\u201d, \u201cArritje shum\u00eb t\u00eb k\u00ebnaqshme\u201d, si dhe \u201cArritje t\u00eb shk\u00eblqyera\u201d, kur nx\u00ebn\u00ebsi plot\u00ebson t\u00eb gjith\u00eb treguesit e p\u00ebrcaktuar nga kurrikula p\u00ebrkat\u00ebse. Nd\u00ebrsa p\u00ebr klas\u00ebn e kat\u00ebrt dhe t\u00eb pest\u00eb, vler\u00ebsimi do t\u00eb b\u00ebhet me\u00a0 nota nga 4 n\u00eb 10, ku p\u00ebr secil\u00ebn prej tyre n\u00eb vijim t\u00eb shkrimit do t\u00eb gjeni edhe shpjegimin p\u00ebrkat\u00ebs t\u00eb arritjeve q\u00eb nx\u00ebn\u00ebsi duhet t\u00eb p\u00ebrmbush\u00eb gjat\u00eb procesit m\u00ebsimor. P\u00ebr k\u00ebto dy klasa jan\u00eb p\u00ebrcaktuar kat\u00ebr nivele arritje, pasi n\u00eb k\u00ebt\u00eb grupmosh\u00eb fillon t\u00eb rritet pesha e njohurive dhe e formimit akademik n\u00eb vler\u00ebsimin e nx\u00ebn\u00ebsit dhe vler\u00ebsimi nuk bazohet m\u00eb n\u00eb kriterin e norm\u00ebs Po ashtu b\u00ebhet e ditur e nga klasa e kat\u00ebrt deri n\u00eb klas\u00ebn e dymb\u00ebdhjet\u00eb do t\u00eb vijojn\u00eb t\u00eb aplikohen k\u00ebto kat\u00ebr nivele t\u00eb arritjeve t\u00eb njohurive, aft\u00ebsive dhe q\u00ebndrimeve q\u00eb demonstron nx\u00ebn\u00ebsi, t\u00eb cilat gjenden t\u00eb detajuara n\u00eb vijim t\u00eb shkrimit.<\/p>\n<p><strong>Q\u00ebllimi i kurrikul\u00ebs s\u00eb re<\/strong><\/p>\n<p>Nivelet e arritjes shprehin kritere t\u00eb nj\u00ebsuara p\u00ebr vler\u00ebsimin e njohurive, t\u00eb shkatht\u00ebsive dhe q\u00ebndrimeve t\u00eb nx\u00ebn\u00ebsve sipas fushave p\u00ebrkat\u00ebse. K\u00ebto nivele jan\u00eb hartuar p\u00ebr t\u2019i mund\u00ebsuar m\u00ebsuesve, q\u00eb t\u00eb p\u00ebrcaktojn\u00eb arritjen e kompetenc\u00ebs nga nx\u00ebn\u00ebsi n\u00eb fund t\u00eb klas\u00ebs s\u00eb tret\u00eb dhe t\u00eb pest\u00eb. Vler\u00ebsimi rigoroz, bazuar n\u00eb nivele t\u00eb p\u00ebrcaktuara krijon besim p\u00ebr vler\u00ebsimet e m\u00ebsuesve, jep siguri te prind\u00ebrit q\u00eb t\u00eb gjith\u00eb nx\u00ebn\u00ebsit i kan\u00eb arritjet e tyre n\u00eb p\u00ebrputhje me pritshm\u00ebrin\u00eb\u201d, b\u00ebjn\u00eb me dije ekspert\u00ebt e Institutit t\u00eb Zhvillimit t\u00eb Arsimit rreth skem\u00ebs s\u00eb vler\u00ebsimit t\u00eb nx\u00ebn\u00ebsve t\u00eb arsimit t\u00eb detyruar.<\/p>\n<p>Sipas tyre, n\u00eb ve\u00e7anti nivelet e arritjes ndihmojn\u00eb m\u00ebsuesin p\u00ebr t\u00eb planifikuar m\u00ebsimdh\u00ebnien individuale, pun\u00ebn e diferencuar sipas nivelit t\u00eb nx\u00ebn\u00ebsit, p\u00ebr t\u00eb ndikuar pozitivisht n\u00eb progresin e tij, si dhe p\u00ebr t\u00eb raportuar t\u00eb nx\u00ebnit e nx\u00ebn\u00ebsit. P\u00ebr t\u00eb p\u00ebrcaktuar nivelin e arritjes s\u00eb nx\u00ebn\u00ebsit duhen b\u00ebr\u00eb nj\u00eb s\u00ebr\u00eb v\u00ebzhgimesh dhe duhen p\u00ebrdorur nj\u00eb s\u00ebr\u00eb instrumentesh vler\u00ebsimi, t\u00eb cilat do t\u00eb sh\u00ebrbejn\u00eb m\u00eb pas p\u00ebr progresin e tij.\u00a0 \u201cQ\u00ebllimi i kurrikul\u00ebs s\u00eb re \u00ebsht\u00eb t\u00eb realizoj\u00eb zhvillimin e plot\u00eb t\u00eb potencialit t\u00eb \u00e7do nx\u00ebn\u00ebsi, duke u mb\u00ebshtetur te an\u00ebt dhe cil\u00ebsit\u00eb e tij m\u00eb t\u00eb forta p\u00ebr t\u00eb kap\u00ebrcyer pengesat dhe v\u00ebshtir\u00ebsit\u00eb n\u00eb t\u00eb nx\u00ebn\u00eb. N\u00eb t\u00eb gjitha fushat e t\u00eb nx\u00ebnit\/l\u00ebnd\u00ebt, nuk do t\u00eb p\u00ebrmendet niveli 1, sepse q\u00ebllimi i shkoll\u00ebs \u00ebsht\u00eb q\u00eb \u00e7do nx\u00ebn\u00ebs t\u00eb arrij\u00eb sukses n\u00eb shkoll\u00eb\u201d, b\u00ebjn\u00eb me dije autoritetet e k\u00ebtij instituti.<\/p>\n<p><strong>Zhvillimi i arsimit baz\u00eb<\/strong><\/p>\n<p><strong>\u00a0<\/strong>Arsimi baz\u00eb i detyruar synon t\u00eb zhvilloj\u00eb aft\u00ebsit\u00eb intelektuale, krijuese, praktike dhe fizike t\u00eb nx\u00ebn\u00ebsve, t\u00eb zhvilloj\u00eb personalitetin e tyre dhe t\u2019i pajis\u00eb ata me elementet themelore t\u00eb kultur\u00ebs s\u00eb p\u00ebrgjithshme dhe edukat\u00ebn qytetare.\u00a0 Sipas kushteve t\u00eb p\u00ebrcaktuara n\u00eb ligjin e arsimit parauniversitar, arsimi baz\u00eb i detyruar fillon n\u00eb mosh\u00ebn 6 vje\u00e7 dhe zgjat 9 vjet. Nx\u00ebn\u00ebsi \u00ebsht\u00eb i detyruar t\u00eb ndjek\u00eb arsimin baz\u00eb deri n\u00eb mosh\u00ebn 16 vje\u00e7. Arsimi baz\u00eb \u00ebsht\u00eb i nj\u00ebsuar. Shtetasit q\u00eb mbushin mosh\u00ebn 16 vje\u00e7, por q\u00eb nuk arrijn\u00eb ta p\u00ebrfundojn\u00eb arsimin baz\u00eb, mund ta p\u00ebrfundojn\u00eb at\u00eb n\u00eb shkollat me koh\u00eb t\u00eb shkurtuar. Arsimi baz\u00eb p\u00ebrb\u00ebhet nga dy cikle: Cikli fillor (klasa I-V) dhe Cikli i mes\u00ebm i ul\u00ebt, (klasa VI-IX). Nd\u00ebrsa arsimimi i nx\u00ebn\u00ebsve me aft\u00ebsi t\u00eb kufizuar b\u00ebhet n\u00eb shkolla speciale, n\u00eb klasa speciale brenda shkollave normale ose t\u00eb integruar n\u00eb klasa normale.<\/p>\n<p><strong>5 nivelet e arritjes s\u00eb kompetencave p\u00ebr nx\u00ebn\u00ebsit klasa e I-III<\/strong><\/p>\n<ul>\n<li>Niveli 1: \u201cArritje t\u00eb pak\u00ebnaqshme\u201d, kur nx\u00ebn\u00ebsi nuk p\u00ebrmbush k\u00ebrkesat baz\u00eb t\u00eb t\u00eb nx\u00ebnit.<\/li>\n<li>Niveli 2: \u201cArritje q\u00eb kan\u00eb nevoj\u00eb p\u00ebr p\u00ebrmir\u00ebsim\u201d, kur nx\u00ebn\u00ebsi ka arritur vet\u00ebm pak nga k\u00ebrkesat baz\u00eb t\u00eb t\u00eb nx\u00ebnit dhe k\u00ebrkohet mb\u00ebshtetje dhe pun\u00eb e vazhdueshme nga ana e tij dhe e m\u00ebsuesit.<\/li>\n<li>Niveli 3: \u201cArritje t\u00eb k\u00ebnaqshme\u201d, kur nx\u00ebn\u00ebsi ka p\u00ebrmbushur k\u00ebrkesat baz\u00eb t\u00eb t\u00eb nx\u00ebnit dhe, kur me mb\u00ebshtetjen e m\u00ebsuesit, arrin t\u00eb p\u00ebrparoj\u00eb.<\/li>\n<li>Niveli 4: \u201cArritje shum\u00eb t\u00eb k\u00ebnaqshme\u201d, kur nx\u00ebn\u00ebsi ka p\u00ebrmbushur pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb k\u00ebrkesave t\u00eb t\u00eb nx\u00ebnit.<\/li>\n<li>Niveli 5: \u201cArritje t\u00eb shk\u00eblqyera\u201d, kur nx\u00ebn\u00ebsi p\u00ebrmbush plot\u00ebsisht dhe me cil\u00ebsi k\u00ebrkesat e t\u00eb nx\u00ebnit t\u00eb programit l\u00ebndor.<\/li>\n<\/ul>\n<p><strong>Vler\u00ebsimi i nx\u00ebn\u00ebsit n\u00eb klasat IV dhe V b\u00ebhet:<\/strong><\/p>\n<ul>\n<li>Niveli I (pamjaftuesh\u00ebm, nota 4),kur nx\u00ebn\u00ebsi nuk p\u00ebrmbush k\u00ebrkesat baz\u00eb t\u00eb t\u00eb nx\u00ebnit.<\/li>\n<li>Niveli II (mjaftuesh\u00ebm, notat 5-6), kur nx\u00ebn\u00ebsi ka arritur disa nga k\u00ebrkesat baz\u00eb t\u00eb t\u00eb nx\u00ebnit dhe k\u00ebrkohet mb\u00ebshtetje dhe pun\u00eb e vazhdueshme nga ana e tij p\u00ebr t\u00eb p\u00ebrparuar.<\/li>\n<li>Niveli III (mir\u00eb, notat 7-8), kur nx\u00ebn\u00ebsi ka p\u00ebrmbushur nj\u00eb pjes\u00eb t\u00eb konsiderueshme t\u00eb k\u00ebrkesave baz\u00eb t\u00eb t\u00eb nx\u00ebnit dhe, kur me mb\u00ebshtetjen e m\u00ebsuesit, vazhdon t\u00eb p\u00ebrparoj\u00eb.<\/li>\n<li>Niveli IV (shum\u00eb mir\u00eb, notat 9-10), kur nx\u00ebn\u00ebsi p\u00ebrmbush plot\u00ebsisht dhe me cil\u00ebsi k\u00ebrkesat e t\u00eb nx\u00ebnit t\u00eb programit l\u00ebndor.<\/li>\n<\/ul>\n<p><strong>Organizimi i arsimit parauniversitar<\/strong><\/p>\n<p><strong>Arsimi parashkollor<\/strong><\/p>\n<p>Arsimi parashkollor ofrohet n\u00eb kopshte e n\u00eb klasa p\u00ebrgatitore q\u00eb frekuentohen nga f\u00ebmij\u00eb t\u00eb moshave 3 deri 6 vje\u00e7 dhe nuk \u00ebsht\u00eb i detyruar. Kopshtet funksionojn\u00eb me tri grupe: grupi i par\u00eb (3-4 vje\u00e7), grupi i dyt\u00eb (4-5 vje\u00e7) dhe grupi i tret\u00eb (5-6 vje\u00e7). Klasat p\u00ebrgatitore funksionojn\u00eb n\u00eb shkollat e arsimit baz\u00eb dhe frekuentohen nga f\u00ebmij\u00eb 5 vje\u00e7 q\u00eb nuk kan\u00eb ndjekur arsimin parashkollor. Procesi i t\u00eb nx\u00ebnit n\u00eb k\u00ebt\u00eb nivel arsimor zhvillohet n\u00eb gjuh\u00ebn shqipe, nd\u00ebrsa, n\u00eb kopshtet q\u00eb ndodhen n\u00eb zonat e banuara nga pakicat komb\u00ebtare (greke apo maqedonase), ai zhvillohet n\u00eb gjuh\u00ebn amtare. Ky proces zhvillohet sipas nj\u00eb kurrikule q\u00eb konkretizon standardet e miratuara.<\/p>\n<p><strong>Arsimi baz\u00eb<\/strong><\/p>\n<p>Arsimi baz\u00eb u ofrohet moshave mbi 6 vje\u00e7, zgjat 9 vite dhe \u00ebsht\u00eb i detyruar. Nx\u00ebn\u00ebsit i frekuentojn\u00eb institucionet arsimore q\u00eb ofrojn\u00eb arsim baz\u00eb deri n\u00eb mosh\u00ebn 16 vje\u00e7. Personat q\u00eb mbushin mosh\u00ebn 16 vje\u00e7, por q\u00eb nuk arrijn\u00eb ta p\u00ebrfundojn\u00eb arsimin baz\u00eb, mund ta p\u00ebrfundojn\u00eb at\u00eb n\u00eb shkollat me koh\u00eb t\u00eb pjesshme. Rreth 92 p\u00ebr qind\u00a0 e nx\u00ebn\u00ebsve q\u00eb p\u00ebrfundojn\u00eb arsimin baz\u00eb vazhdojn\u00eb t\u00eb marrin arsim t\u00eb mes\u00ebm t\u00eb lart\u00eb. Raporti m\u00ebsues nx\u00ebn\u00ebs p\u00ebr arsimin baz\u00eb \u00ebsht\u00eb p\u00ebraf\u00ebrsisht 1:16.<\/p>\n<p><strong>Arsimi i mes\u00ebm<\/strong><\/p>\n<p>Arsimi i mes\u00ebm, aktualisht, ofrohet si arsim i mes\u00ebm i p\u00ebrgjithsh\u00ebm (gjimnaz), arsim profesional dhe arsim i orientuar (artistik, sportiv, etj).\u00a0 Sipas kushteve tw p\u00ebrcaktuara, arsimi i mes\u00ebm nuk \u00ebsht\u00eb i detyruesh\u00ebm.Arsimi i mes\u00ebm ofrohet me koh\u00eb t\u00eb plot\u00eb, me koh\u00eb t\u00eb pjesshme, si dhe n\u00eb distanc\u00eb. Forma e arsimimit n\u00eb distanc\u00eb ende nuk ka gjetur zbatim. Frekuentimi i arsimit t\u00eb mes\u00ebm t\u00eb orientuar kufizohet nga kritere preference dhe kryesisht merite. Arsimi i mes\u00ebm me koh\u00eb t\u00eb plot\u00eb \u00ebsht\u00eb i hapur p\u00ebr t\u2019u frekuentuar nga t\u00eb gjith\u00eb nx\u00ebn\u00ebsit q\u00eb p\u00ebrfundojn\u00eb arsimin baz\u00eb, me mosh\u00eb jo m\u00eb t\u00eb madhe se 18 vje\u00e7.
